I see from the document the words "lessor" and "lesee" used to address both parties. This clearly shows that the land is under a lease title, and not outright purchase.
Get a good property lawyer to handle this for you, to see if these terms can be amended. Otherwise, avoid it and look elsewhere.
My deeds of assignments usually have the words "donor" and "donee" to refer to the seller and buyer respectively.

Please always employ the services of a competent lawyer before purchasing any land or property.It could save you a lot of distreess in the future.

Government is a continuum. Why should any reasonable government initiate new projects when there are thousands of uncompleted ones. It doesn't matter who initiated what. The most important thing is to ensure that all projects with meaningful impact on the generality of the people are completed. We shouldn't play politics with everything. It will not more us forward.

Some people just need to wail as a daily routine. First they accused the government of lying about this school feeding program. Now that it has been launched they are saying that it is a waste of money, it is not sustainable, etc. Wailing unessesarily is really unproductive.

Thousands of workers are suffering but the governor and his aides are getting fully paid. Billions of naira of security vote money is still being unaccounted for every month. In a more developed society, the governor would have owned up to the truth long before now. He would have publicly admitted the financial situation of the state and pleaded for understanding. You can put all the non-essential state workers on furlough. Tell them to go home for the meantime and you will recall them when there is money to pay them. The essential workers you can ask them to work half days for half pay or put them on rotation. These are all ideas that might have worked if the governor had true sincerity.

Calm down bro. The truth is that as long as we rely on importation of fuel we will continue to have these challenges. The the only realistic and sustainable solution is to refine our crude here. But as long as we continue to import we would be exposed to many variables that may be beyond our control which will in turn determine the price we pay at the pumps
Let's encourage the refining of our crude here and bring relief to everyone.
