South Africa still holding Nigeria’s seized
$15 million arms money.
Contrary to widespread reports in the Nigeria
media (PREMIUM TIMES not included) the South
African government has not returned the $15
million seized from arms dealers purportedly
buying arms for the Nigerian military.
PREMIUM TIMES can authoritatively report that
the money remains frozen in South Africa and
has not been returned to the Nigerian
government.
In October, several media articles quoting the
South African High Commissioner to Nigeria, Lulu
Mnguni, reported that the money seized in
connection with two dubious arms deal had been
released to the Nigerian government.
However, Mr. Mnguni has told PREMIUM TIMES
that the reports are false. Apart from the High
Commissioner, the spokesperson of the South
African National Prosecuting Authority, NPA, Nathi
Mncube, and a South African source that is
knowledgeable about the matter but requested
not to be named, told PREMIUM TIMES in
separate correspondences that the money was
yet to be released to the Nigeria government.
Rather than return the money, there is possibility
that the money may never be returned to the
Nigerian government again.
Responding to PREMIUM TIMES enquiry about the
extent of the investigation into the seized arms
money, Mr. Mncube, who declined to give specific
information because the NPA does not respond to
matters under investigation, however, said the
money may be forfeited to the South African
government.
“In terms of our law, proceeds of crime are
forfeited to the state,” he said.
On his part, Mr. Mnguni vehemently denied the
reports credited to him that the matter has been
resolved diplomatically and the money returned
to the Nigerian government.
He said it was not procedural for the South
African government to return frozen money in
the manner suggested in the reports quoting
him.
“We don’t refund money that way,” he said
during a telephone conversation. “I said the
matter would be resolved within the legal and
legitimate means. That was what I said. I did not
say the money has been refunded. And I did not
follow up since then on whether the money has
been refunded or not. It has to be done through
the legal and legitimate means.”
PREMIUM TIMES investigation also revealed that
instead of providing document that validated its
claim that the deals were legal, the Nigerian
government has been vigorously pursuing a
diplomatic resolution of the matter.
Hard as it is trying, it appears the Nigerian
government is merely chasing the wind, as the
matter is no longer in the hands of diplomats and
politicians.
Unfazed by subtle threat of the National Security
Adviser, Sambo Dasuki, to come hard of South
African business interests such as MTN and DSTV
in Nigeria, NPA obtained court orders freezing the
money.
Now, Nigeria has to go through the full hog of
court processes to secure its release – something
the government, which claimed ownership of the
money, appears incapable of doing following the
backdoor manner the deals were reached.
“The money was frozen by two court orders and
the court requires the documentations before the
money is released,” Mr. Mncube said. “The money
is still here and is not going anywhere. We would
not release it if we don’t have a surety where the
money is going. It is a court process.”

No way.

The SU-30 is a super manoeuvrable, deep interdiction, two engine heavy fighter. It has a combat radius of over 3200km. It is an F-15E killer, and a true bad a$s.

The JF-17 on the other hand is a single engined, light weight multi-role fighter.

The SU-30 is a 1990's fighter, that plane can fly from Uganda, carry out ground attack missions in Somalia, and back to Uganda without any problems.

It is the undisputed king of the African skies.
Ok well I should have included in my comment that the Su-30 has better range and carries more fire power, but when it comes to manoeuvrability my money is still on the Jf-17 it has D.S.I since its a new Aircraft its lack of combat experience is what's pulling it down.

The fact that the Jf-17 is small and lighter gives it in even greater advantage, it can out climb the heavier Su-30, that thing can turn on a pin head, I've seen videos of the Block I version and I know it can do more than just hold its own against the Su, with that being said I can already imagine how insane the Block III version is going to be like

I don't think I can make the comparism. However, the SU-30 beats the JF-17 hands down, on each and every scale.

The JF-17 and the J-10 are about the same.

Anything with D.S.I is a beast it kicks a** I think the Jf-17 beats the Su-30 hands down. I watched videos of the JF-17 and it is awesome I see a very bright future for this Aircraft, selecting it over old man Su-30 was a great idea.

Generally, LUH's have lost their relevance in the military. They are an utter waste of resources.
I also don't see the real purpose of that thing, except for Search and Rescue.

Plus the difference is that once the planes were Hi-jacked the stuff found a way to communicate with the authorities, the American Government was able to identify most of the Terrorists before the crashes.

Development, testing and evaluation are complete and the SA Military Health Service (SAMHS) now has a fully equipped chemical and biological analysis mobile laboratory further boosting its arsenal of life saving equipment.

The MCBDL (mobile chemical and biological detection laboratory) is a product of Protechnik Laboratories, a company in Armscor’s portfolio of defence science and technology institutes. It worked in conjunction with TFD, a South African lead logistics provider, to complete the first phase of the MCBDL in 2011 after which the unit was deployed at Armscor’s Alkantpan test range for evaluation.

A spokesman said the mobile lab “performed well in the rugged Northern Cape environment”. Additionally, and more importantly, it integrated “seamlessly” with 7 Medical Battalion Group’s incident detection group during a mock chemical weapons attack exercise.

The evaluation led to additional client requirement being identified. These included the need/means to transport consumables and services for the laboratory, a decontamination system for waste water and personnel, a rest and administration area, as well as additional ancillary requirements to ensure independent operation of the laboratory.

The second phase of development saw these requirements incorporated as well as a support container system. This work was completed and tested last year.

The laboratory consists of two standard ISO containers: the laboratory and a support container deployed close together, with tenting covering the space between them to provide a sheltered area for personnel to relax and carry out routine tasks. Both containers have been designed to be fitted onto and transported by IVECO trucks adapted for roll-on roll-off systems. This means the MCBDL fits into 7 Medical Battalion Group’s available infrastructure, practices and SOPs.

Making the MCBDL different from similar defence laboratories is that it is not just a system based on field portable detection. It is, a Protechnik spokesman said, a mobile laboratory containing the same equipment found in a static research facility.

The lab was designed to provide a safe analytical environment, where the focus is not on the equipment but on the infrastructure housing it. This means additional equipment can be integrated into the lab as needs change, for example for HIV and tuberculosis diagnostics or for analysis of environmental samples for pesticides.

Scientists do not wear protective clothing in a tented structure adjacent to the laboratory. They will either wear gowns and respirators or level B chemical suits, depending on the threat identified in the field. A scientist enters the lab via an access-controlled double door changing cubicle. Access is granted by a computerised system only if safe pressure levels are present inside the laboratory. Once inside the cubicle the pressures of the three compartments may be seen in a digital display system. When the pressure of the lab has normalised the scientist can enter either the preparation or analytical compartment.

Samples are introduced from the outside by the 7 Medical Battalion Group detection team via a pass-through box system, a design unique to this lab. The pass-through box is evacuated passively and air is filtered using gas mask filter canisters, manufactured by Hazmat, a division of Armscor. Similarly, all air entering and leaving the lab is filtered using a gas mask canister array (also unique to this project). These Armscor manufactured off the shelf items can be acquired and changed rapidly during laboratory operation, reducing downtime.

The sample is then either placed in a class 2 biosafety cabinet, or class 3 glove-box; depending on sample type and risk status. The sample is then processed using standard scientific methods developed at Protechnik Laboratories. Once the sample is processed it is passed to the analytical compartment, via a pass-through chamber, for analysis.

Scientific investigations/methods that can be performed in the MCBDL include bacterial cell culture; animal cell culture in a dedicated carbon dioxide incubator; cytotoxicity testing; light and inverted microscopy; bacterial staining; microbial metabolic testing; real-time Polymerase Chain Reaction; ELISA; solid phase chemical extraction; basic chemistry sample preparation, and gas chromatography – mass spectrometry.

As far as emergency and safety is concerned the laboratory is under negative pressure with directional airflow to prevent the escape of harmful chemicals or pathogens. Air entering the lab is HEPA filtered and air leaving the lab is HEPA-carbon filtered. Water leaving the lab is filtered through particle filters, carbon filters and then chemically treated. Solid waste is autoclaved inside the laboratory before it is removed. Besides engineering controls, doctrine for safe use, for example, PPE type and use has been established for both chemical and biological work.

A chemical shower is fitted to the laboratory exit. A scientist is decontaminated chemically and washed down by high pressure sprayers fitted to the shower. Water from this process is collected and treated prior to disposal.

In the event of gross contamination within the laboratory, the container may be fumigated with chlorine dioxide gas, using a specially designed fumigation port fitted to the outside of the lab.

The Nigerian Air Force (NAF) is looking to buy 12 Scorpion jets from Textron AirLand to equip a single squadron in order to fight the Boko Haram insurgency gripping the country.

Air Vice Marshal Rufus A Ojuawo, the director of operations for the Nigerian Air Force, said the NAF wants and needs the Scorpion and that a formal request to buy could be made soon. He was speaking at the IQPC Fighter Conference in London yesterday, the Wall Street Journal reports.

“We are really handicapped in attacking the enemy where we want,” Ojuawo said. “We need capabilities for a timely response.” The NAF uses seven Mi-24 attack helicopters for counter-insurgency operations as well as 11 F-7 fighter jets, 21 L-39ZA Albatros, 12 MB-339 and 12 Alpha Jet trainer/light attack aircraft. However, the majority of these aircraft are several decades old and have been worn down by attrition. The F-7s are unable to carry precision guided air to surface weapons while the country’s ATR 72 surveillance aircraft are able to detect insurgent activity but not deploy weapons.

Ojuawo told IHS Jane’s Defence Weekly that the Air Force has obsolete equipment with low serviceability rates and that it needs a rapid response capability with concentrated firepower. He added that the NAF would shortly argue the Scorpion’s case with the government in the hope of initially buying a squadron’s worth of aircraft and possibly more in the future.

The Nigerian Arifroce:

- cannot deploy precision weapons
- is largely obsolete (confirmed)
- has low serviceability
- only has 7 Mi-24's operational
I hope this is just a temporal solution while they close the deal on acquiring better Aircrafts, the J-17 or Su-30s would be a way better option, and considering how America is C0ck blocking them, I think it'd be better to go to the East.

But Seriously why is Nigeria being so Cheap, Nigerian Government has a lot of money.

I was watching Aljazeera this afternoon, and they were talking about the situation in Nigeria, they interviewed some of the Villagers where the soldiers ran aways, and the girl they interviewed there said that when the N.A soldiers came they would act all confident and fearless while guarding the Check Points, but when they heard the sound of gunfire, they just ran to their trucks and left without even checking what was going on, they left Civilians to be slaughtered.

I didn't take any of those "Run away Soldiers" stories when the S.A guys mention them on this Thread, until I watched Aljazeera and they showed the actual Village, the wasn't even a single Soldier stationed there to protect the people even though there had been an attack on the Village.

This is beyond disappointing

The Chinese may have copied shapes and stolen 'blueprints' but most forget you also need to have an ability to craft your own super alloys, improve engine thrust, efficiency, torque and so much more. This is the reason why the F35 costs is spiralling out of control.

The Chinese quite alright have managed to piggyback on a successful design (which came after $billion trial and error by the Americans) but their aircraft would always play second fiddle to any design they steal.
Yeah thank you very much wonderful post, they got a great design for free and yeah the copy won't be as good as the original.

You cannot claim an Aircraft that is designed using "all" the specs of the F-35 is sh1t.

If the Chinese had stolen the entire specs don't you think they would've produced the unique Engine the F-35 has, just as quickly as they produced the rest of the Aircraft, why are they considering Russian Engines instead of making they're own version of the Pratt & Whitney F135 Engine.

Dude this Argument is not going to stop, fact is none of us have any idea what the entire specs of both Aircrafts are, Not even the Average American know what's in the F-35.
And you can't say the F-35 is Sh*t, the J-31 is a copy and copies are rarely ever as good as the real thing, but anyway there's no point in arguing about something we don't have full details of.

Let me tell you, uptil today, no one has seen the electronics in the J-10. It isn't public knowledge. So, you can't claim the F-35 is better than the J-31.

If the J-31 was built on the blue-print of the F-35, it would perform just as good as the F-35.
I disagree dude, and to begin with it is a fact that the J-31 is a copy of the F-35 *with different engines*, which I believe the reason for copying it was because the Chinese wanted to test the performance of this design for themselves. Even though the J-31 maybe a copy of the F-35 It won't "perform just as good as the F-35" its very,very hard to maximise a design you didn't create yourself especially when there's no Technology Transfer between the two Countries, the person making the copy doesn't have access to the unique and rare components that make the original product so effect and you might not even have a full understanding of the design, its no different from people who make fake Nike shoes, the shoe may feel and look like the real thing but its not, it may come close but it won't perform as good.

Interesting question, I think the F-35 and Rafale are way better, don't forget that the j-31 is still a prototype, and it was basically built on the blue prints on the F-35.

The j-31 is much more agile than J-20, I think its because of the "F-35 design it performs very well like the F-35 that's why it looks like its in the same class or maybe even, but I highly doubt that what's inside the J-20 in anywhere near what's inside th F-35

But you gotta hand it to them, the Chinese are really good at reproducing things, the way that thing moves, I honestly thought it was an F-35.
