Two men were seriously ill they occupied the same room in the hospital. One of them was lying on the bed near the only window in the room. Flat on his back, they talked a lot about their life, families, jobs, vacations, every time , when the first man was sitting by his window , he described in details all that he saw outside the window His roommate always looked for those moments, when his world was broadened and brightened up by the world outside Amazing views of a park with a beautiful lake could be seen from the window of their room everyone played among ducks and swans. Couples walked arm in arm colorful flowers. Also the stunning city skyline could be seen . When the man by the window had been thoroughly describing all that was happening outside the window. His toommate would close his eyes and imagine all the beautiful scene of life that were told to him. One night the man whose bed was near the window , died peacefully during sleep and his tommate was very sad After some times when the nurse came to visit him he asked if he could be moved next to the window the nurse agreed and kindly made the switch. When she left the man slowly and painfully popped himself up on one elbow and took the first look at the world outside. He was stunned. The window faced a blank wall When the nurse came to visit him the next time he told her about the beautiful things outside the wall that hod roommate described him. The UN Secretary-General on Wednesday said he was closely following recent developments across Nigeria, in the wake of reports that protesters had been shot dead and wounded, and called for “an end to reported police brutality and abuses.” António Guterres said in a statement issued by his Spokesperson, that he condemned “the violent escalation on 20 October in Lagos which resulted in multiple deaths and caused many injuries.” According to witnesses, Nigerian security forces opened fire on Tuesday night in Africa’s largest city, as protests continued over a now-disbanded and discredited police unit, known as the Special Anti-Robbery Squad, or SARS. The Government has pledged to carry out further police reforms, and improve police accountability. A curfew has been imposed on Lagos and other parts of Nigeria, with reports that tensions continued into Wednesday, with police across the city firing shots in the air, in an effort to disperse protesters who were defying the order to stay off the streets. The UN chief expressed his condolences to the families of the bereaved, and wished a speedy recovery to those injured. He called on Nigerian authorities “to investigate these incidents and hold the perpetrators accountable.” Mr. Guterres also urged security forces “to act at all times with maximum restraint while calling on protestors to demonstrate peacefully and to refrain from violence.” “The Secretary-General encourages the authorities to swiftly explore avenues to de-escalate the situation”, the statement continued. “He reiterates the readiness of the United Nations to support national efforts towards finding a solution.” The UN human rights chief, Michelle Bachelet on Wednesday, also strongly condemned the excessive and disproportionate force by Nigerian armed forces in Lagos, in a statement issued by her office, OHCHR . She called on the Nigerian authorities to take urgent steps to deal decisively with the underlying problem of persistent violations committed by security forces, and make a far stronger effort to bring police and army personnel guilty of crimes against civilians to justice. “While the number of casualties of yesterday’s shooting at the Lekki toll plaza in Lagos is still not clear, there is little doubt that this was a case of excessive use of force, resulting in unlawful killings with live ammunition, by Nigerian armed forces,” Ms. Bachelet said. “Reports that CCTV cameras and lighting were deliberately disabled prior to the shooting are even more disturbing as, if confirmed, they suggest this deplorable attack on peaceful protestors was premeditated, planned and coordinated.” Street scene, Papa Ajao, Lagos, Nigeria. The High Commissioner noted that the country “was already at boiling point before this shooting because of the revelations about years of unchecked violence, including alleged killings, rape, extortion and other violations, by the Special Anti-Robbery Squad. “While the authorities have now dissolved SARS and announced a series of inquiries at both Federal and State levels, there have still been few if any charges levelled against its members despite abundant evidence against various members of the squad, as well as members of other security forces and the army.” She said the continued protests are several weeks of demonstrations, was evidence that there was no public trust in the authorities’ response thus far: “I appreciate that the Government has taken a number of measures to address the protestors’ demands,” Ms. Bachelet said. “However, the immediate creation of another elite police SWAT team to replace the SARS - without first addressing some of the root causes of police violence and putting in place sufficient safeguards to prevent future violations - has eroded the public’s trust even further. This latest terrible event in Lagos is like wantonly adding fuel to a fire that was already starting to rage out of control.” She added that the authorities needed to take immediate concrete steps to show they are genuinely committed to tackling impunity, after years of inaction. “There need to be immediate, independent, transparent and thorough investigations, not just into last night’s killings, but also into all the previous violations committed by security forces…Those appointed to carry out such investigations must not only be independent and impartial, but must be widely perceived as such. And, where sufficient evidence already exists to warrant charges, immediate suspension of officers – including senior officers - suspected of committing serious crimes, should take place long before the conclusion of such investigations.” She said now was the time for “a root and branch re-examination of the entire security sector, and of its civilian oversight…This should include a full-scale review of rules of engagement and training systems and methods.” Ms. Bachelet also called for immediate investigations into reports of violent and provocative attacks on peaceful protestors by unidentified groups armed with cudgels, cutlasses, sticks or guns, in some cases apparently with the overt backing of police or other security forces. “Nigerians, like everyone else, have a fundamental right to peaceful assembly and protest,” the High Commissioner said. “The Government has a responsibility to take positive measures to ensure the realization of this right, including deterring others who intend to prevent them from protesting peacefully. The world’s attention is now focused sharply on how Nigeria’s Government and security forces react over the coming days and weeks.” “In a population with such a young median age, it is important to listen to the grievances of the younger generation and make an effort to address the multiple problems they face, which include - but are far from confined to - police brutality and violations.” |

The Federal Government has agreed to release N30 billion as part payment of the Earned Academic Allowances (EAA) to the Academic Staff Union of Universities (ASUU). Sen. Chris Ngige. Minister of Labour and Employment said this at the end of a meeting between the Federal Government and ASUU on Friday in Abuja. “The Accountant General of the Federation (AGF) was committed to release N30 billion on or before Nov. 6. “The remaining N10 billion would be spread equally over the two tranches to be paid in May 2021 and February 2022 respectively. The OAGF should quickly conclude the verification of figures of EAA claims so as to clean up the figures from 2014 to 2020. “To this end, a committee would be constituted by NUC to develop a template that would capture all the agreed allowances in the 2009 Agreement for all the Unions in the Universities. “Thereafter, the OAGF and the National University Commission (NUC) are to quickly conclude the verification of the EAA figures, so as to defray the payment from 2014 to 2020. ASUU is to work with the OAGF and NUC to achieve that by the end of December,” he said. He noted that the process of mainstreaming of the EAA into annual budget using the agreed formula shall be activated. He also said that the NUC and Ministry of Education are to coordinate the activation process immediately and should be concluded by Nov. 6th. Ngige added that the National Assembly has agreed to implement the process of mainstreaming provided the amount involved is sent in as quickly as possible by the Ministry of Education. The minister also said that both parties agreed on the issue of funding for the revitalisation of public universities. “In spite of the economic downturn as a result of COVID-19 pandemic, government have offer N20 billion payable by the end of January 2021, ” he said. that ASUU also agreed to take the offer to its members for consideration and revert by Oct. 21. “The Minister of Education will follow up with the Minister of Finance, Budget and National Planning on its earlier Memo to Mr President on sources of alternative funding for revitalisation to facilitate the process of additional funding of the University system. “This is with a view to reactivating the Memorandum of Understanding (MoU) of 2013 as agreed in the Memorandum of Action (MoA) of 2019,” he said. Ngige, however, said it was agreed that on the issue of Salary Shortfall that ASUU will confirm and report at the next meeting. On the state universities, it was agreed that the NUC Act will be amended in order to strengthen its regulatory capacity. It was agreed that ASUU will work with NUC on this and then involve the relevant Committee of the National Assembly. He noted that on the payment of EAA to ASUU members at the University of Ilorin that the issue has been resolved. Ngige however noted that the meeting was informed that the visitation panels to Federal Universities have been approved by Mr President, but they have not been gazetted. He said that the Federal Ministry of Education is to ensure gazetting within two weeks on or before Oct. 29th. “The meeting agreed that the Panel will be inaugurated latest by the end of November and the Panel will have a four to six weeks mandate to finish its work by Dec. 31st and submit two reports per university covering five years periods of 2011 – 2015 and 2016 – 2020,” he said. Ngige also revealed that government renegotiating team would be reconstituted on or before Oct. 31, and the renegotiation will be concluded on or before Dec. 31. On the Integrated Payroll and Personnel Information System (IPPIS), the meeting was informed that ASUU has met its timeline regarding the first stage of the initial demonstration of the efficacy of the University Transparency and Accountability Solution (UTAS) to government. The meeting also agreed that if UTAS passed all the integrity test, which involve the National Information Technology Development Agency (NITDA) and the Office of the National Security Adviser (NSA), it would be adopted for the payment of the University staff. Meanwhile the meeting could not agree on how payment would be done for ASUU members during the transitional period of UTAS tests. It said that the government side again appealed to ASUU to enroll on IPPIS platform in view of the Presidential directive that all Federal Government employees should be paid via IPPIS. It added that they can thereafter be migrated to UTAS whenever certified digitally efficient and effective with accompanying security coverage. The ASUU maintained that given ASUU’s invention of UTAS, it should be exempted from IPPIS in the transition period. Also on the issue of withheld salaries of ASUU members, the meeting agreed that Government will pay this money as soon as the mode of payment is agreed upon by both parties. The meeting is to reconvene on Oct. 21 for ASUU to report back on the decision of her National Excecutive Counclil (NEC), in order to facilitate the calling off of their strike. (NAN) |
