Its been well over 10 years I graduated from a popular federal university. At the time, no lecturer in my department didn’t have a car. A lot of them had more than one. Some had drivers even. So I really don’t know what you’re talking about.

If a professor has bad fashion taste or doesn’t fancy cars that’s on him, not the govt.

Maybe in STEM courses I can understand but what about law, economic, accounting, insurance, admin etc. what billions in equipment & facilities are needed to teach these courses. These same courses people study online these days.
