Preparations are under way to absorb most members of security firms into the two forces. The US has said it shares President Karzai's goal to close security firms, but wants to move more slowly than his target of the end of 2010. President Karzai's decree allows embassies and other international offices to keep private security guards inside their compounds. The payments, which were part of last year's massive economic recovery package, were meant to increase consumer spending to help stimulate the economy. But about $18 million went to nearly 72,000 people who were dead, according to the report by the Social Security Administration's inspector general. The report estimates that a little more than half of those payments were returned. An additional $4.3 million went to more than 17,000 prison inmates, the report said. Most of the inmates, it turns out, were eligible to get the payments because they were newly incarcerated and had been receiving Social Security before they were locked up. In all, the $250 payments were sent to about 52 million people who receive either Social Security or Supplemental Security Income, at a cost of about $13 billion. Other federal retirees also received the payments, but they were not part of the inspector general's review. Social Security spokesman Mark Lassiter said, "Inaccurate payments are unacceptable. Social Security's Recovery Act payments were 99.8 percent accurate and we quickly collected the majority of the inaccurate payments. Each year we make payments to a small number of deceased recipients usually because we have not yet received reports of their deaths." The inspector general for the Social Security Administration has been performing an audit to make sure no checks went to ineligible recipients. The latest report was dated Sept. 24 but was just recently posted to the agency's website. I think the argument of Eastern igbos is that before the war, the igbo-speaking people of Delta State had the most profound Igbo consciousness in nigeria. Being the spearhead of many things that dealt with Igbo. Even the civil war was caused by someone from the igbo-speaking part of delta state. The Heads of the Biafra Army were from Delta State(majority),this includes ika sons. Apart from poiltics, even in music in what was dubbed "Igbo Highlife" many Eastern Igbos and Igbo-speaking people of delta state saw themselves as the same "Igbo". Artist such as Rogana Ottah(an ukwuani son) were at a point in time in the same musical band and Chief Stephen O. Osadebe, an Igbo Great. After the war, to many Eastern Igbos, they feel as though the was a sudden reverse in attitudes of lots of Igbo-speaking people of delta state. But i guarantee you if an Igbo became president today and started changing things in nigeria for the good there would be no talk of things as such, when i comes to identity. So just be understanding of were those who speak against you are coming from and they should do the same too. But you are right,nothing should be by force. [size=18pt]Abuja bombings: S’South elders demand apology from Northern leaders[/size] By Mudiaga Affe and Jude Onwuamanam with agency report Friday, 8 Oct 2010 The dust raised by the call on President Goodluck Jonathan to resign appears to be heightening as the South-South Elders and Leaders Forum cautioned the Northern Political Forum to desist from overheating the polity. The SSELF, in a statement on Thursday, implored the United Nations, the African Union and the Economic Community of West African States to intervene and call the NPF to order. The NPF, a group comprising prominent Northern leaders had on Tuesday said it had lost confidence in Jonathan’s ability to continue to lead the country. The group’s call for the resignation of the President followed the October 1 bomb blasts in Abuja. Jonathan on Wednesday fired back at his critics, saying it was “unfortunate that an unprecedented national tragedy has been politicised by people whose only interest is what they can get from the country and not what the country can get from them.” The Senate and many members of the House of Representatives also took a swipe at the Northern leaders for their “unwarranted comment.” In its reaction on Thursday, the SSELF, a group of elders and leaders in the South-South, demanded a retraction of the comments by the Northern leaders and an apology from them for slander. “We wish to caution that if not urgently called to order, these isolated hawkish Northern leaders appear intent on replicating another Somalia or Rwanda incidents just because they believe only them have a right to decide who leads Nigeria,” the South-South elders said in the statement by their Secretary, Chief Ayakeme Whiskey. They stated that the northern leaders were only trying to whip up sentiments within the military by insinuating that it was the recent changes in the nation‘s defence hierarchy that led to the October 1 bombings. Incidentally on Thursday, the Chairperson of the AU Peace and Security Council, Dr. Monica Juma, called on the Federal Government to fish out and prosecute those behind the Abuja bombings. Juma, who is also the Kenyan Ambassador to Ethiopia, told the News Agency of Nigeria in Addis Ababa, that bringing the culprits to book would serve as deterrent to others planning to execute such heinous acts. “While we condemn the act in its totality, the AU Peace and Security Council wants the Nigerian government to thoroughly investigate the act, arrest and prosecute those behind the bombings, so that such unfortunate incident will not occur again in Nigeria and other parts of Africa,’’ Juma said. In Jos, Plateau State, the Nigeria Renaissance Network, Goodluck Nigerians Movement and Christian Foundations for Social Justice and Equity, in separate statements said that the Northern leaders were misdirected when they asked the President to resign. The statements were signed by Mr. Yakubu Dati for the NRN; Mr. Charles Sylvester for the Goodluck Nigerians Movement; and Mr. Joseph Sangosanya for the CFSJE. Also, two Boko Haram members, who repented and dumped the militant Islamic sect, were asked to go home free as well as 16 other prisoners. A press statement signed by the state Attorney-General and Commissioner of Justice, Mustapha Abubakar, and made available to news men, on Thursday, gave the names of the pardoned ex-council chairmen as, Muhammad Hassan of Katagum; Mohammed Tukur Adamu of Kirfi and Bello Muhammad Arabi of Alkaleri Local Government Areas, while the repentant Boko Haram members that were granted the governor’s pardon are Salisu Adamu and Sa’idu Ibu, who were, before the amnesty, in detention awaiting trial at the Bauchi prison, while 16 others were serving different jail terms in the state. The statement further said that the release of the suspects, which was in line with the powers conferred on the governor by the provision of Section 212 of the 1999 Constitution, followed the recommendation of the state Council on the Prerogative of Mercy recently approved by Governor who charged the pardoned prisoners to be law abiding. However, what shocks me is how when some of those acts are carried out, many of those same people will condemn it. If MEND and other groups would set out to hunt these politicians down like these cattle herders did then we would have the true revolution we need. |
