a.The need for inner street roads was already heavily emphasized here in the past pages. The consensus was that Enugu stands out given the prime condition of inner street roads. Even the current underachieving regime of Gburugburu is still constructing more.We appeal to all governors to buckle up on that. Onitsha,Awka and Owerri will appreciate more with better inner street roads.
b.The need to enact legislation that will legally compel landlords in our cities to repaint their houses within a specified time frame, say once in 4 or 5 years was also heavily emphasized. But don't you think sticking to a single color will look boring and common? Refer to the attached photos of colorful cities. Variety is the spice of life.
c.Enforcement will always remain the key until our people attain a certain level of civilization to appreciate and value aesthetics and doing things better.
d. Most of the major roads were already dualized in most Igbo cities in the past 10 years. In Enugu (Chime Avenue,Ziks Avenue,Agbani Road etc). Awka (Ziks Avenue,Esther Obiako road,Greenwood avenue etc). I know very little of Owerri,Umuahia and Asaba. More can still be done and i believe they are cogent.
e. Lagos state has a LAGOS SIGNS AGENCY (LASSA) that regulate the installation of signs, pasting of posters and all form of activation. This agency is a cash cow! Trust me i know them well! Plateau State used to have Jos Metropolitan Development Board that effectively regulate these things. We can understudy and apply these in ways they apply to us. There are lots of derelict signs and installations littered all over our cities.Evidently,no regulation against indiscriminate pasting of posters and erection of signs exist in any of the Igbo states including Delta.I stand to be corrected.
Excellent post Bro!
It couldn't have been better said.

The problem with our cities isn't exactly lack of ideas, it is a determined reluctance of our leaders to bequeath decent cities in these states. On tarring inner cities, the state government can coordinate with property owners and landlords to work out a formula for financial contribution to do those street with direct labor. If the State Governments set aside a fraction of their Capital Budgets to do inner street gutters and paved roads via direct labor, these streets will all be paved within 4 years. I know Ebonyi state funded direct labor government agencies for Abakaliki inner streets for about 3 years and it helped transform the city. If Ebonyi state, which is the poorest SE state could do it, then why can't the others?

Anambra has OCHA brigade, Enugu has City Beautification agency or something like that, Abia has another group that collect taxes for them.

The question is:

i, WHY CAN'T THESE AGENCIES PULL DOWN EVERY ILLEGAL STRUCTURE OR ILLEGAL SIGN BOARDS IN THE CITIES / STATE?

ii, WHY CAN'T THESE YOUNG PEOPLE BE MOBILIZED TO PLANT TREES AND FLOWERS ALONG ALL MAJOR ROADS IN THE CITIES WHERE THEY OPERATE?

iii, WHY CAN'T THESE GROUPS BE TRAINED AND EMPOWERED WITH BASIC ROAD CONSTRUCTION EQUIPMENT AND FUNDED EVERY YEAR IN THE STATE BUDGET TO CONSTRUCT GUTTERS AND INNER STREETS IN ALL THE CITIES?

The only reason they are not doing the above is that the various state governor DO NOT CARE ABOUT A DECENT ENVIRONMENT IN THEIR CITIES. I must quickly add that some Governors have done better than others in removing illegal structures, sweeping streets and planting flowers & trees.

Honestly, Some of our cities look like piggeries. It's not as though the governors are unaware of these issues, but they have decided not to emphasize them to their various Commissioners. Thus these Commissioners just sit in big air-conditioned offices and do next to nothing to transform the environment in the cities inside the state.

If the Governors daily queried their Commissioners "Why aren't trees and flowers planted along major roads and roundabouts?
Why aren't proposals made to banks to beautify specific flyovers / open parks and the banks or organization can exclusively place their signboards in that area and will not be taxed for 15 - 20 years if they maintained those areas.

I personally have inside knowledge that Sullivan Chime constantly harassed his commissioners about refuse dumps etc and they got into the habit of clearing them. Individuals who violate environmental codes by erecting illegal sign boards or buildings are penalized by immediately pulling those structures down and sending the bill for the demolition exercise to the responsible individual or company to pay to the state or have some of their assets impounded.

Other African countries have perfected the art of using their own internal government direct labor agencies to plant trees and flowers and do city roads and inner streets. We must stop awarding contracts for streets and use direct labor of government agencies to do the job. We can get independent private agencies to audit and report to the government on status and quality of the jobs executed. We truly cannot afford to do inner streets with big contracts. It must be direct labor through State ministry of works.

We have to begin to impress on our governors that we deserve decent cities like they see abroad. The culture of treating us as pigs by forcing us to live in pig-like environments called cities should stop for good.

Gov. Ugwuanyi should do us a huge favor and beautify Enugu flyovers.

Even if it's just planting palm trees and other types of aesthetic trees and flowers. its better than leaving it bare.

Those people now doing city sweeping should go around these flyovers and begin to plant trees.

Modern waste disposal bin should be enforced for every house especially in Awada, Nkpor and high density areas. This will help improve the management of refuse in the cities.

Once upon a time,Minaj was the rave both on terrestrial and satelite television. Whatever happened to that dream?. It died as soon as it started. Nollywood has done much to market Igbos (culture and tradition) globally. There may be rough edges here and there but it is quantumn leap considering what obtained 25 years ago. In all my visits to West,East and Southern African countries, nollywood movies are popular and shown on both local and satelite television. All we need is refine the content of our movies and the stride continues. Again, much can be done by delibrate media advocacy both on individual and state levels.

I wonder what happened to MINAJ??

Yes, Nollywood has been a great ambassador. However, their penchant to act unnecessary voodoo has complicated their message especially in other parts of the world where they cannot discern what is real or mere acting.

Nonetheless, Nollywood has done a good job for Nigeria and Igbo culture. They truly need to improve the quality of the movies and the quality of acting

How to build tall buildings in the south east with elevator and without constant electricity.

1) Install solar panels on the roof top

2) Install storage batteries for electricity produced by the panel

3) Dedicate all the power produced from the solar panels to run the elevator.

This will enable the elevator to operate 24/7 with or without external electricity.
Please my people forgive me a bit for digressing into my favorite discussion this Sunday so that we don't forget them. Please contribute ideas how to make homes generate their own sustainable electricity with sunlight without using generators. I personally believe this is the key technology that will unlock the productive potential of both the SE and the entire Nigeria.

If we can begin to see many more buildings in the SE have those roof Top Solar Panels like the picture below, it will gladden me a lot!

My two favorite topics i will like your ideas are:

1. Improving access to Roof Top Solar Panels in the SE

2. Engage the SE Governors to plan how to source a loan for the regional high-speed rail network to complement the Federal Government's Port-harcourt to Maiduguri line.

We truly have NO CHOICE than to build them the regional railway system ourselves through bringing states together to cooperate, because FG will NEVER build such for us. Infact, they will look for ways to frustrate it instead of supporting it so that other states can come together and copy the process in developing Nigeria.

Therefore the plan should be for a 5 years development plan for Regional railway.
The steps are.

1. The SE Governors and SS Governors should secure permission from FG to build the regional railway and float a company "Eastern Corridor Railways Corporation (ECRC)"

2. Every benefiting state will invest 1% of their budget as Equity into the company to take care on initial takeoff This is later converted to shares in the company for the respective states.

3. Get Foreign companies to bid as foreign Technical partners to do the actual construction on a PPP arrangement and 100 Year BOT (Build-Operate_Transfer)

These three steps will ensure the project is actualized and it will greatly facilitate economic activities in both zones. Imagine travelling from Calabar to Onitsha or Port Harcourt on an air-conditioned train and get there in 2-3 hours? Or bringing your goods from Afikpo to Port-Harcourt. Then do your business and return to Calabar or Afikpo without Police harassment and bad roads?

If the total railway track is less than 1,000KM dual carriage railway, Then the total cost should be less than $1 billion dollars which can be financed partly by World Bank, China Exim bank and other international financiers when the bidding process is transparent. A 5-Year phase of $200 million dollars per year is also reasonable time-frame

What we need is a major Igbo owned Controlled media outfit.
Believe me even so called "Igbo newspapers" don't care Remember Champion Newspapers? What about Sun? Igbo newspaper may or may not make any difference at all. We to continue appealing to Igbos everywhere to remember their own area in their investments. Part of the "Blessings" of Buhari's tribalism and oppression of Igbo is that these people are able to more clearly understand the need to remember their own areas. Igbo must understand the sacredness of Aku luo uno

Amazed by the vast Igbo investments in Lagos and Abuja and the near absence of their wealth in their own region, even Fashola and Obasanjo have pleaded with Igbos to remember their areas and their state a little bit.
What we need is to encourage Igbo entrepreneurs to consider their home state or other states in the SE for some of their projects. In time, people will emulate them and the Igbo curse of always investing in all sorts of places and abandoning their own land will have been broken.

Our cities can only be said to be built up if you consider the limits of the current cities. But there is ample space to spread the cities in the exteriors. For example, a new area outside Enugu town can be developed as a new business district.

In most European or american cities, there's always a city center with a very large space, currounded by building on almost all sides where people can go and just chill. Madison Square Garden in New York is one of such places but it's not your typical city center.
Obviously building central business districts in our already built up cities will no longer be feasible.

The concept of building BUSINESS PARKS used in many American cities should be adopted in Nigeria.
Ex-Gov. Peter Obi half-heartedly started this important concept in Onitsha, but ended up not building truly imposing buildings in the areas and everything ended up being shoddy. They should learn to engage billionaire entrepreneurs to adopt building a structure in there NOT government alone. Business parks areas around the city designated for building commercial office buildings.

The government and business entrepreneurs are encouraged to build 3 storey office like buildings in the area within 2 -3 years.
Flowers and trees are planted in the area to make them truly modern and conducive for businesses to rent office rooms in the area.

Something like how Ebonyi state built a new areas for it's secretarial complex. The only difference here is that effort is made to make the buildings spectacular and stand out.

If 5 or 6 imposing buildings of just 3 storey height are built in each business park, it will change the landscape of any city where they are located.

Nigerians should heavily resist the attempt by INEC to rig the elections.

Why should anyone even consider asking people not to come to polling stations with their phones?

The electoral act says results MUST be displayed at every polling unit for all to see. So what is INEC afraid of in displaying the result and allowing people to take pictures of who won in their polling unit?

Nigerians will massively resist this attempt by INEC to rig the elections. Tomorrow their next step will be to ask Nigerians to come to polling stations blindfolded.

OEPHIUS:
…Constitutes committee on its expansion

The administration of Governor Ifeanyi Ugwuanyi of Enugu State, in keeping with its concerted efforts to encourage speedy intervention on the Akanu Ibiam International Airport, Enugu, by the federal government, yesterday announced its plan to constitute a stakeholders’ committee that would look into and resolve all issues around the expansion of the airport.

The committee members, according to a statement by the Commissioner for Information, Mr. Ogbuagu Anikwe, will comprise officials of the Federal Ministry of Aviation, Federal Airports Authority of Nigeria, and the Nigeria Export Processing Zones Authority.

The State Ministries of Lands & Infrastructure, Commerce & Industry, and the management of the ENPOWER Free Trade Zone will join the committee, the statement added.

The state government, which noted the importance of the International Airport to the people of the South East geo-political zone, reiterated its commitment to continue to support “every effort required to be made in order to get it functioning at optimum capacity and efficiency”.

The statement explained that the stakeholders would have to unravel what appeared to be a disagreement among federal authorities operating in Enugu State regarding ownership of vast hectares of land that the state government has so far approved around the airport for their use.

It said: “If at the end of the meeting, it is established that any of the parties still needed more land, especially for the airport project, the Enugu State government will promptly attend to this need.

“At the moment, it is important to emphasize that Enugu State has donated vast tracts of land for the airport expansion project and is also working to relocate further identified encumbrances such as a local market, in order to encourage the federal authorities to speedily complete the project”.

http://thepunditng.com/enugu-state-government-constitute-committee-on-airport-upgrade-and-expansion/
Glad to see Enugu state government finally waking up to its responsibilities.

Before now, we have watched in amazement as hawks plotted all sorts of gimmicks to shut down the airport and divert all its passengers to Lagos, Abuja and Kano.Yet, Owerri and Port Harcourt airports are the closest for diversion of any Enugu flight.

It is clear that AIIA, Enugu will NEVER be developed by the current Federal Government. They have a policy to kill any potentially successful project in the part of the country they call 5%. The success of AIIA, Enugu despite the neglect of the FG has annoyed them immensely and they have been cooking up all sorts of tales to shut it down or at least disrupt normal service at the airport.
