Confession: lived in an estate once, the flats are joined, so u can enter the ceiling from your flat and enter the next flat. The wiring is in the ceilings, I have been paying N1000 to the NEPA guys whenever they came, until once they refused collecting and insist I clear the debts which has now pilled up.
