ypzilanti: The arguments in the public domain against the creation of a state police force are mostly intellectually lazy.

If we all agree that the federal police force is incapable of providing a befitting security apparatus for Nigerians, we should endeavor to propound solutions to the main bone of contention against creating a state police force: the control of a coercive force by power drunk governors. Some have also raised the spectreof ethnic cleansing and victimization by a tribal police force.

Here are my suggestions:

[b]1. [b]All State police forces will not exceed 60 percent ethnic indigenes of the state. 40 percent should be allocated to other tribes that reside in the state. All must however have been resident in the state for over 10 years.

2. Creation of state police should not be automatic, but states can apply to a Federal Police Commission that will approve after inspecting up to date training facilities, police stations, and recruited staff. States will only be allowed to employ into the police after approval from the Federal Police Commission. All subsequent recruitment will be applied for and approved by the Federal Authorities.

3. The Federal Police Commission will issue the weapons and badges that will be used by state police. All badges and guns will be serially numbered and specifically assigned to defined recruited officers. If your weapon is used for a crime, it can therefore be immediately tracked to the officer in question as the commission will have ballistic records of all guns.

4.There will be a federal Police Commission complaints office in every state capital, which will handle issues of concern and complaints by the public.The federal Police commission will have the power to investigate and prosecute offending officers. They will also have the power to put state officers on administrative leave and seize their weapon and badge during ongoing investigations.

5.No state police official will be allowed to wear uniform on election day. It will be made a serious federal crime.

6.Application for State Police creation will be via the state attorney General who will also be in charge of the creation of the state police structure with the approval of the State governor.

7. The State chief of police is also answerable to the Federal Police commission, and can be dismissed administratively for gross misconduct by the Federal Police commission in the state, or politically by the State governor, with a majority support in the state house.

This is my suggestion. I welcome objective critics and also more opinions.

Why 60%? That percentage is too small and should be something like 90% and the 10% would be reserved for highly trained forensic and investigative personnel, scientists, fingerprint analysts, policy analysts, MSc, Ph.Ds. These people will have no command duties but keep things going only in the background and be paid a good salary. It might be hard to have people like this meet 10 years residency but not less than 7 years. Minorities are preferred and they will have no part in hiring of personnel lest favouritism and nepotism takes root.

Your suggestion is a bit naive. It is not the prerogative of ACN or CPC to change Nigeria's political structure but the elected leadership at the national level. Do you think PDP that have not even tarred roads, fixed power, etc will make such a move? Your guess is as good as mine. In fact, do you know since Nigerians have been shouting and keep shouting and talking while you actively do nothing, what will PDP (majority at the national level) do? Of course, steal more money while doing NOTHING! So, relating with a major party bloc and explore multiple approaches to influence national direction is bad in your opinion? You think you at your small age is wiser than those people who are exploring ways to change the national direction? Well, I suggest you first win a state governorship election and then you can criticize people who are at least exploring ways to change the direction and speed at which this country is sliding into debt, insecurity, etc.

As someone who know quite a bit of Nigeria's geography I had to consult 2-3 maps and it is obvious that OPL 915, 916 intersects multiple state boundaries. Those may not look like a lot of area in these maps but may be several square kilometers. Nonetheless, the size is irrelevant in as much as there's some intersection. At least Akwa Ibom, Sokoto or Oyo is not claiming any intersection with the oil wells. In the circumstance, it is sensible to estimate the size of each state's contribution to the OPL and remunerate accordingly. Of course, the company will not do this directly as the revenue is supposed to be paid to the FGN who will share a larger amount to the areas the resource was obtained.
