A 30 year old member of the National Youth Service Corps serving in Bayelsa state, Samuel Collins, was killed by suspected armed robbers during an attack on Melford Okilo Road, INEC/Kpansia area of Yenagoa, the state capital yesterday June 24th.

According to reports, the robbers shot the deceased at close range when he was struggling to collect his phone and money from the robbers.

He was on his way to the Nigerian Content Development and Management Board’s office on Isaac Boro Expressway, where he was undergoing training, when he was accosted by the robbers.

The deceased is an Engineering graduate from the University of Benin and a native of Port Harcourt, Rivers state. Confirming the attack, the state police Public Relations Officer, Asinim Butswat, said preliminary investigation showed that the crime might be cult-related.

He vowed that the police would ensure that those behind the attack are arrested. His remains have been deposited it at the morgue of the Federal Medical Centre in Yenagoa.

There was tension in Ado-Ekiti, the Ekiti State capital on Wednesday as the state chapter of the All Progressives Congress (APC) foiled an alleged plan to stop the governorship declaration of an aspirant, Mr. Kola Alabi.

Alabi had obtained a police permit which was granted by the state police command about three weeks before the declaration but was allegedly persuaded by the Commissioner of Police, Abdullahi Chafe, to shift the event.

The command is believed to have attempted to convince Alabi to shift the event because Governor Ayo Fayose was also holding victory rally to mark the third anniversary of his electoral victory in 2014.

But Alabi defied the police and staged a street procession which shut down some parts of Ado-Ekiti and his native Ikere-Ekiti from where party faithful trooped out in their thousands to witness the declaration at the APC secretariat.

There was a massive security buildup to prevent a possible clash between APC members and Fayose’s supporters. Men of the Federal Special Anti-Robbery Squad (FSARS), Department of State Services (DSS) and Nigeria Security and Civil Defence Corps (NSCDC) at Ijigbo and Ajilosun areas of Ado-Ekiti.

Addressing party leaders while declaring his intent to run for governor in 2018, Alabi said neither himself nor his party can be intimidated in the quest to bring about positive change in Ekiti.

He promised to focus on agriculture, development of mineral resources, opening up more revenue-generating ventures and growing cottage industries.

Receiving the aspirant, APC Deputy Chairman, Mrs. Kemisola Olaleye, slammed the state police command for attempting to force a shift of the event for which a valid permit had been secured.

She explained that the police had shifted two APC programmes for which permit had been obtained in recent past in favour of rallies by Fayose questioning the neutrality of the command.

Mrs. Olaleye said: Fayose cannot intimidate us because we have police permit for this declaration at our party secretariat. APC is fully on ground, nobody can chase us out of the state and whether Fayose like it or not, we are coming to power at next year’s election.”

Global business magazine, Forbes, has released list of 100 highest-paid celebrities across the world in 2017.

Sean ‘Diddy’ Combs is the top earner on the list.

According to the magazine, Combs earned $130 million from June 1, 2016, to June 1, 2017 through his “Bad Boy Family” Reunion Tour, a stake in Ciroc vodka and the $70 million sale of one-third of his Sean John clothing line.

​The National Bureau of Statistics, NBS, says the number of unemployed Nigerians rose from 11.19 million as at the end of the third quarter of 2016 to 11.55 million in the fourth quarter of 2016.

This is contained in NBS unemployment report released on Monday night.

It noted that during the period, the unemployment rate rose from 13.9 per cent to 14.2 per cent.

The NBS report said the rate was highest for persons in the labour force between the ages of 15‐24 and 25‐34, which represents the youth population in Nigeria.

Unemployment rate was highest for those within the ages of 15 to 24 rising from 25 per cent to 25.2 per cent.

For the 25 to 34 age group, the unemployment rate, according to the NBS report increased from 15 per cent to 15.4 per cent.

The report added that unemployment and underemployment were higher for women than men in the fourth quarter of 2016.

While 16.3 per cent of women in the labour force were unemployed as at the end of the fourth quarter of 2016, 12. 3 per cent of males were unemployed.

“The economically active population increased from 108.03 million to 108.59 million, this represents a 0.5 percent increase over the previous quarter and a 3.4 per cent increase when compared to fourth quarter 2015,” NBS noted.

The graduates of the National Open University of Nigeria, NOUN, will soon be able to participate in the National Youth Service Corps, NYSC, and the Nigerian Law School, Abdallah Adamu, the vice chancellor of the institution has said.

Mr. Adamu made this known in an interview with PREMIUM TIMES.

“The fact is that the National University Commission(NUC) law doesn’t allow those who do part time studies to do NYSC and the original act that established NOUN says we offer courses by correspondence and that is the expression NYSC is using to say ‘if it’s a correspondence course then it is part time, if its part time then the students are not eligible for NYSC.’

“That’s why our students can’t go for NYSC. So, we have to remove that clause on our act that indicates we are part time.

“We want to amend the act. That is why we have been going to the National Assembly. We even had a public hearing. Luckily, it’s not even us that is now initiating it, it’s now the legislators themselves. They sponsor the bill themselves. It passed the first reading, passed the second reading then we went for public hearing and it passed public hearing and they brought it back to us just on Monday for any amendment before it will go for final hearing before it goes to the president for assent,” the professor said.

Mr. Adamu also said NOUN admission strength is on the rise. He said in 2001, about 32,400 students gained admission into the institution. The intake rose in 2011 to 57,759. Currently about 400,000 students are registered.

The institution suspended its law programme on the advice of the NUC pending the resolution of the inability of its graduates to go to law school, the don said.

Mr. Adamu, however, said he expects the National Assembly to pass the appropriate bill to allow for law graduates to go to law school.

“When the bill is passed into law, then they have no right to block our students from participating. In fact, we can even sue them for denying our graduates their rights because we are no longer part time.”

When queried on what would be the fate of previously graduated students of NOUN, the professor brought a file that contains a list of all NOUN graduates and said, “this is the list of NOUN students who have graduated but could not go for NYSC, they are given exemption certificates and we are taking care of that. The only problem are those who are not up to 30 years who couldn’t collect exemption letters. Maybe by the time the process of amending the act must have been over they will be up to 30 and then we give them exemption letters.”

The National Open University of Nigeria is a federal Open and Distance Learning(ODL) institution, the first of its kind in the West African sub-region. It is Nigeria’s largest tertiary institution in terms of student numbers and is popularly referred to as ‘NOUN’.

The Special Adviser to President Muhammadu Buhari on Political Matters, Senator Babafemi Ojudu, has advised the people of Ekiti State not to despair despite current challenges of good governance in the State.

Ojodu described the Fayose government as comedy skits, saying that the condition of the state is the worst since its creation.

This was stated in a statement released by his Media office to mark the Democracy Day celebrations.

The Director-General of the National Youth Service Corps (NYSC), Brigadier Sulaiman Zakari Kazaure, has made it clear that any increase in the allowance of Corps members will be determined by the introduction of a new minimum wage for workers.

Kazaure stated this in Minna, the Niger State capital, while answering questions from newsmen on Thursday, following the swearing-in of Batch A Stream 1 of the 2017 orientation programme.

“The NYSC allowance is determined by the national minimum wage. We are waiting on the government to take a decision on the new wage structure before we know what to do,” he said.

He said the scheme was aware that the allowance received by corps members was small, especially with the current economic downturn in the country.

Kazaure explained that that was why state governments were urged to augment the stipend with N5,000 monthly for each youth corps member.

The Federal Government is to engage the National Youth Service Corps (NYSC) members as advocates against malaria infection.

Minister of State for Environment, Ibrahim Jibril, at the launch of National Mosquito Control and Liquid Waste Management Programme, yesterday in Abuja said that the recruited members will serve in the capacity of the defunct War Against Indiscipline (WAI).

He disclosed in Abuja that the ministry may partner with State governments to also register community health officers in Public Health Departments in the 774 local governments, to eliminate the breeding places of mosquitoes and reducing incidences of malaria parasites across the country.

The Minister condemned increasing rate of malaria infection as a result of poor environmental sanitation, stressing that it was becoming worrisome as it contributed to high child and maternal mortality.

Jubril said: “I remember in my days as a youth corper, we were in the WAI brigade and now I can see people (NYSC) that we can recruit for the anti-malaria brigade. This is worth commending because it is of serious health concern.

“In the 1960s, 70s, we had the privilege of having the wole-woles … so the federal ministry of environment in partnership andelsta limited has decided to re-launch this programme with the sole objective of achieving a clean and green environment, free of mosquitoes and other diseases in the country.

“We know of the menace of malaria vectors causing diseases in the country as well as poor management of the environment in rural, semi-rural and urban areas that constitute serious threat to human health.”

However, he said the responsibility to maintain a healthy environment should be collective and participatory as the ministry cannot solely perform the public sanitary functions.

According to him, there was the need for partnership with the public and private sector in the campaign against malaria infection.

In his remark, the Managing Director, Andelsta Limited, Engr. Fintan Ibeshi called for the abolition of monthly sanitation stressing that sanitations should be daily activity rather than monthly exercise.

He said the firm in partnership with the ministry will roll out campaigns, seminars, trainings for volunteer corps in order to promote sanitation advocacy in schools, health centers and other public places.

Ibeshi noted that the success in the war against mosquito, access to clean water and sanitation for everyone cannot be achieved by the public sector alone without the involvement and strong participation of private sector.

He explained that through its Decentralised Waste Water Treatment System (DEWATS), waste water in densely populated areas, villages and slums would be treated.

“The DEWATS solution constitutes primary, secondary and tertiary treatment for waste water and also provides biogas for cooking, lighting and power generation,” he added.

The Joint Admissions and Matriculation Board (JAMB) has released more results of the Unified Tertiary Matriculation Examination (UTME).

The exams held for 6 days and was concluded on Saturday, May 20.

Recall that JAMB had released results of 1,048,914 out of the 1,648,429 candidates that wrote the examination.

Speaking yesterday, JAMB Registrar, Prof. Is-haq Oloyede said the agency had released the additional results of 15, 000 candidates.

Oloyede assured that the board would not impose any candidate on any institutions in the country.

His words: “The final say for admission rest squarely with the institutions. Their senates and academic boards are empowered to determine the students. What JAMB does is and what it should continue to do is to moderate, to ensure equity, to ensure that nobody is unfairly treated.

“JAMB should not and will not take any student that has not been recommended by the institution. JAMB was not established to take up the responsibility or to usurp the power of the senate. What JAMB should do is to moderate, take recommendation and ask questions.

“JAMB will give the admission letter but the process of giving the letter must be democratic enough, must not encroach on the powers of the senate and the academic boards of the various institutions.

“We will advise our colleagues who are manning these institutions to be fair and to play according to the rule but we will not impose anything on the institutions,” he said.

Oloyede further lamented that fraudsters who meet the requirements of the organization are establishing computer based test centers to scam candidates.

“We now have situation that crooks, people who have no standards are now establishing CBT centres and they are meeting our requirements only to misuse the opportunity.

“We have seen so many of such that we want to call on credible Nigerians, credible institutions, and government agencies. If we can partner with some federal government or state or public institutions to expand their facilities I will be more comfortable.

“We have seen supposedly highly placed individuals who own CBT centres and are using the CBT centres to perpetrate examination malpractices,” he added.

Acting President, Yemi Osinbajo has warned government Ministries, Departments and Agencies (MDAs) against rejecting corps members being posted by the National Youth Service Corps [NYSC] for primary assignment.

Osinbajo who was represented by the Bauchi state commissioner of youths and sports, Ibrahim Madaki Saleh, made the call in Bauchi yesterday during the swearing in of the Batch A Steam I corps members posted to the state.

He said that they should be allowed to contribute their quota towards national development adding that some of the objectives of the scheme is to inculcate good values and patriotism in the youth who are the future leaders and hope of Nigeria.

He warned that it will be unacceptable for any government organisation to reject corps members deployed to it as their place of primary assignment saying that rejecting the youths would only demoralise them.

The acting president lauded the roles played by the NYSC in the sustenance of national unity, integration and economic development since its establishment 43 years ago .

” The role of corps members like yourselves in significant tasks that impact aspects of our national life including the conduct of elections, census, national health and immunisation campaigns is one that this country acknowledges and appreciates”. He aded.

He therefore urged the corps members to support the ‘change mantra’ of the present administration reiterating

” Let me reiterate the existing government policy that corps members posted to government ministries and agencies should not be rejected. Indeed, government agencies and private sector employers are to assign challenging responsibilities to corps members during their primary assignment. By so doing, they will be fully incorporated into the process of nation building and be able to contribute their quota to national development”. He said.

While speaking, the state NYSC Coordinator, Mr Afolayan James explained that a total of 2, 094 corps members made up of 995 males and 1, 099 females were deployed to the state .

He said that the NYSC members would undergo physical, vocational entrepreneurship training during the three weeks orientation course at the camp.

” The orientation course content has been designed to achieve specific objectives tailored towards the moulding of these young Nigerians to be responsible citizens who will focus on the development of the nation by imbibing the spirit of patriotism, selfless service, self-reliance and good leadership qualities”.

There was seeming confusion in Osun in the early hours of Thursday, as protesting students from Ladoke Akintola University of Technology (LAUTECH) blocked the entrance of the Osun State Government House, Osogbo.

The students, in their hundreds were resolute in the way they positioned themselves, as they defied downpours to agitate for payment of their lecturers’ outstanding salaries, and immediate resumption.

Fabinfos had reported that the students on Wednesday blocked the popular Ggbogan-Osogbo road in protest, against the protracted industrial action by their lecturers over their unpaid salaries.

Speaking with our reporter over the issue, the Chairman of Joint Campus Committee(JCC), Osun axis, Comrade Miftah Saidi Taiwo, said the lingering crisis in the school portends a serious danger to the future of the innocent students.

“This issue must settle once and for all, students have been pushed to the wall, the governments of the two states of Osun and Oyo have been very indifferent to the plights of the students.

“We have made it abundantly clear that we stand together with the various staff unions in their quest in building a better and stronger academic environment not only in Osun, or Oyo but throughout Nigeria.

“We also solidarize with LAUTECH workers on the present struggle because we believe it will eventually lead to a better LAUTECH at the end.

“The governors of Osun and Oyo, headed by Mr. Abiola Ajumobi and Ogbeni Rauf Aregbesola respectively have also not done enough as co-owners in ensuring that the school is running smoothly.

”In all, we are more concerned about the immediate reopening of LAUTECH and call on all parties concern to do the needful,” he said.

The graduates undergo a three-week orientation camp and then are posted to different firms for a period of one year, usually far from their state of origin. After which they are given a certificate.

While some enjoy the year, many view it as a waste of time and only go through it, because there are places you cannot work without your NYSC certificate.

What are some of them?

1. Banks

Most financial institutions are strict during their recruitment procedures and require the NYSC certificate. Banks might allow entry level workers without the certificate, but usually insist permanent staff present complete papers.

2. Insurance companies

Like other financial institutions, insurance firms also insist on NYSC certificates especially the top-tier ones. Note that most can waive the strict policy aside depending on the relationship you have with your employers.

3. Multi-national companies

Most multinationals will insist on a NYSC certificate for all staff, this is to ensure proper documentation in the workforce. Below are examples:

- Shell Petroleum Development Company (SPDC) Oil & Gas Multinational.

- Chevron Oil & Gas Multinational.

- Mobil Oil & Gas Multinational.

- Total Oil & Gas Multinational.

- Nestlé Nigeria FMCG Multinational.

- Halliburton Energy Oil & Gas Multinational.

4. Oil companies

Most oil companies follow the same procedure as multinationals. It is rare to see them hire a university graduate without NYSC certificate.

Meanwhile, the Da’Wah Coordination council of Nigeria, a coalition of Muslim groups, has threatened to force its members to boycott this year’s recruitment exercise by the Nigerian Army and the orientation programme of the NYSC.

Fabinfos.com gathered that the groups would boycott the exercise should the Acting President Yemi Osinbajo fail to prevail on the organisations to shift the date of the two exercises.

When The National Youth Service corps kicked off at the turn of the 1970s, the goal was to unify Nigerians in as many ways possible.

With Nigeria just recovering from a devastating Civil War, starting the scheme seemed like the right thing to do. It's make people who would normally not travel to explore places far from home and embrace new cultures.

So yes, the farther-away NYSC throws you away from your state of residency, the closer they are to the original plan. But while the program hasn't evolved much, the way people serve Nigeria has evolved over time.

A few days ago, call-up letters were released for corpers to begin plans to depart for their 3-week orientation program in camp.

Now, something interesting happened. A Whatsapp group and Nairaland Topic was created for every state startef circulating in broadcasts. So you'll see a "Abia NYSC Stream I". For curiosity's sake, I tried to join. That's minus a 2017 NYSC group that has already garnered 25 thousand members.

Then I got hit with the shocker; every group was full. Now, one Whatsapp group can only take just over 250 people. Now, think about it. There are 37 NYSC camps in Nigeria, one per state. And all but a few were full the day I tried to get in.

That's over 9 thousand people already. This number is ignoring the fact that some states have more than one Whatsapp group. I still managed to find my way into many more groups later on though.

Now, in the days leading up to camp opening, the biggest, most recurring question is this;

"How do I get to camp?"

30 years ago, a prospective Corper depended solely on word of mouth from people at motor parks to find their NYSC camps. You'd have to go to the park. Get a bus to the state where your camp is. Then get to the state, completely unsure what to expect, how much it will cost, or even how long the journey will take.

That has changed now. Not only do you know how much it will cost to get to camp, you also know how many hours you'll spend on the road, what the camp looks like.

And transport companies have taken advantage of this.

They provide buses specially to transport Corpers to camp as every batch is getting deployed.

Watching these Corpers make their way to camp, with as much as 500 texts getting exchanged by the hour, it's incredible how much they already know, what to expect, and how ready they are. And of course, the morale.

And remember how in camp, you'd never really get the correct size?

Well, who would have thought Whatsapp could fix a government's incompetence?

If your jungle boot is too big, or khakis, you just need to mention it in your Whatsapp group, and so far so good, everyone's been getting sorted in all the 18 Whatsapp groups I currently belong.

Maybe it also makes Camp officials more responsible.

In 2016, a corps member died in camp as a result of poor management » by NYSC camp officials. Following the massive backlash, leading to a probe which indicted the NYSC .

Now, we expect that officials will become more responsible, considering whatever they do will never get under the radar.

But really, has NYSC changed?

I mean, you just need to look at the bicycle allowance corpers still receive for you to know that no one has touched the NYSC template in decades.

It's probably why some people think NYSC should be scrapped.

I'm not one of them. I think besides Olamide and Phyno's alliance, our closest shot at national unity is the National Youth Service Corps.

I just think it needs major reforms. One that doesn't look like it's coming any time soon.

Now, how's the morale?
