More than 43,000 passengers passed through the Kaduna Airport in itsfirst 11 days of operations as the alternative to the Abuja Airport, according to the latest data submitted to the Presidency by the Federal Government Coordinating Committee overseeing the management of the airport repair, closure and relocation. A presidency official disclosed that this is more than the 41,000passengers it recorded in the entire first quarter of 2015, and the 21,000 in the first quarter of 2016. Also, during this period, about 10,000 passengers took advantage ofthe free bus shuttle organised by the federal government to transportpassengers between the Abuja and Kaduna airports. The free bus shuttle conveys passengers between Abuja and Kaduna airports, starting at the Abuja airport at 6 o’clock in the morning,and at the Kaduna Airport from 8 a.m. The shuttle takes three hours from airport to airport, and runs every 30 minutes, until the arrival of the last daily flight in Kaduna. The shuttle is in addition to the federal government’s free train service between Abuja and Kaduna. The two-and-half-hour train servicedeparts Abuja’s Idu Station for Kaduna at 6 a.m., 11.55 a.m. and 5.45p.m. Mondays to Saturdays; and departs Kaduna’s Rigasa Station for Abuja at 9 a.m., 2.50 p.m. and 8.40 p.m. According to the report, the federal government’s coordinating committee, comprising senior officials of the Ministry of Aviation, its parastatals (FAAN, NCAA, NAMA, AIB), and security and emergency agencies (Police, FRSC, DSS, NEMA), is chaired by the Minister of State Aviation, HadiSirika, and has been meeting weekly to reviewoperations, collate statistics, and implement internal and externalfeedback. Also in its latest report, the committee highlighted the deployment of173 police patrol vehicles, and 2,400 police personnel – drawn from the Police Mobile Force, Counter Terrorism Unit, Special Anti-RobberySquad, and others – along the Abuja-Kaduna Highway and the Abuja-Kaduna Rail Line. Equally deployed are 30 police motorcycles along the rail tracks, two patrol helicopters along the rail and road routes, and 10 ArmouredPersonnel Carriers (APCs) at strategic points on the routes, includingthe airports and train stations. The Abuja airport runway was closed for operations on March8, to enable the reconstruction of the entire runway which constructed in 1982, and has, until now, seen no repair works,despite the fact that it was built to last no more than 25 years. Thereconstruction, being carried out by Julius Berger,has since commenced, and is now in its third week – halfway into theplanned six weeks. After the Abuja airport reopens for operations on April 19, upgradeworks on the runway will continue for another 18 weeks. This secondphase of upgrade works on the runway will be carried out at night, with no disruption to flight schedules, the Presidency official said. The source added that a media tour to allow reporters observe and assess the progress on the Abuja airport runway repair will hold this week, as the repair is about its mid-point on Wednesday. The Joint Admissions and Matriculation Board (JAMB) on Monday said that it would not extend the period of registration of candidates for its 2017 all Computer Based Test (CBT) UTME. The board’s Registrar, Prof. Is-haq Oloyede told newsmen on the sideline of a stakeholders’ meeting attended by owners of CBT centres nationwide, organised by JAMB at the University of Lagos. According to him, registration of candidates for the Unified Tertiary Matriculation Examination will be for a period of one month – March 20 to April 19, as against the previous three months period. He said that the essence of reducing the period of registration from three months to one month was to eliminate all ills associated with prolonged registration of candidates. “There will also be mock examination for prospective candidates, and this examination will be purely optional. “Those who register for the mock examination will sit for it on April 8, but the UTME proper will commence on May 6 to May 20. “We have put in place facilities that will make it easy for candidates to register. “For instance, as soon as a candidate creates his profile on his mobile phone, automatically, we will send our e-syllabus and e-brochure into his e-mail. “So, even before going to pay for the mock, he already has all the materials that he will need for the registration. “We are also talking to CBT centre operators not to extort candidates just as we are also asking candidates not to pay now for the mock examination which is purely optional,’’ the registrar said. He said that the mock examination had been made free by JAMB for interested candidates, adding that the gesture was part of the board’s corporate social responsibility. According to Oloyede, candidates would pay N700 to owners of centres where they would be posted at the point of registration for the mock examination. “We will not charge fees for the mock examination because we want to do it as our own way of giving back to the society. “But the CBT centres will be allowed to charge a token of N700 for the mock and it is at that point that all prospective candidates for the mock examination are expected to pay. “There will also be no cash transaction. Candidates can use their ATMs or if they must use cash, they can pay into the banks to avoid extortion of any kind. “This is because there are people out there that want to take advantage of these candidates’ naivety. “So it is important for candidates to keep passwords to their e–emails, ATM cards and even registration numbers to themselves and safe, to avoid being exposed to those who might want to take advantage of them’’ he said. The registrar added that over 600 public and private centres had been approved for the conduct of this year’s UTME nationwide. He said that so far, the board was satisfied with the level of readiness of the centres for the examination. He added that the board would not accredit centres jointly owned by associations, adding that accreditation was based strictly on individual operator and those accredited as owner of CBT centre. The registrar said that the essence of the stakeholders’ meeting with owners of centres was to put finishing touches to the state of readiness ahead of the examination. “I started this morning by interacting with transporters, after which I met with the state coordinators and later with banks and now with CBT centre operators. “The essence is to ensure that everybody involved in the preparation for registration of candidates for the examination will have adequate information and is carried along. “We are equally distributing materials to centres all over the country; for instance, the e-syllabus and e-brochure will be distributed to every prospective candidate among other things,’’ he said. The Joint Admission and Matriculation Board (JAMB) has announced that there will be a MOCK EXAMINATION before the conduct of the 2017 UTME. The Board will mount a mock examination in all the accredited CBT centres to prepare and familiarise INTERESTED Candidates with the CBT environment. Interested candidates are advised to indicate their interest in the mock examination during the registration process. The CBT Centres are allowed to collect through their (CBT Centres)bank accounts, a separate Seven Hundred Naira (₦700) only, for this exercise after notification of centre has been received by the Candidate. Scores of young graduates who were beneficiaries of the N-Power Scheme have protested over alleged disqualification and non-payment of their stipends by the Federal Government. The protesters who stormed the Secretariat of Nigeria Union of Journalists, Oke-Ilewo, Abeokuta armed with placards with various inscriptions , lamented that they have worked for he federal government, but, yet to be paid since last year December. The leader of the protesters Mutairu Olalekan , said “there are series of issues facing volunteers in this state, starting from non payment of stipend, unjust disqualification, login issues, missing of selected volunteers’ names from verified list and many more. But, in a swift reaction, the State Focal Person for the Scheme, who is also Commissioner for Special Duties and Inter-Governmental Affairs ,Barr. Adeleke Adewolu said “no state government has any involvement in the payment of the scheme. Adewolu who spoke with newsmen while reacting to the protest by the Nigeria power volunteers, said, once the beneficiaries have been deployed to the state, they become Npower volunteer corp members. He said, the scheme is Federal government idea, adding that the role of the state government is to work with the Npower agencies to make sure people are verified in accordance with the rule of the programme. According to him, at the end of the verification process we have about 5,000 members that showed up, some did not turn up with the verification process. “During the verification process, we were only allowed to observe, to ensure that the project is transparent, the Federal government came up with the idea of sending their agencies to conduct the verification exercise. “In Ogun state, I think about 378 persons were disqualified during the verification process. Some of them were disqualified based on address issue, bank and other issues. “In Ogun state, we have about 90 per cent members that due to be paid have been paid in February. The Joint admission and matriculation board, JAMB has emphasized that there will be a mock examination before the 2017 UTME. According to the information given, the date of the Mock examination will soon be announced. The purpose of the mock examination is to allow candidates FEEL what the main examination will look like. However, the board stated that the mock examination is COMPLETELY OPTIONAL. That is to say, it is not really a pre-requiste for writing the actual UTME so you can choose to take the mock examination or choose not to. The National Youth Service Corps was birthed in 1973 during the military regime of General Yakubu Gowon. The scheme was conceived as a strategy to encourage cultural integration in the aftermath of the civil war. But the mandatory one-year scheme, where youths are deployed to various parts of the country, has been a subject of rife criticism recently. These criticisms range from poor health management of corps members to inadequate welfare, and recently, the death cases in orientation camps. Several calls have been made for a review or total eradication of the scheme. After brilliant years of academic pursuit in tertiary institutions, corps members are subjected to various forms of dehumanising conditions during their service year. Some lose their lives in the 'strange lands'. In the last 14 months, no less than 12 corps members lost their lives during service year. Death Cases: Reported cases of corps members’ death since March 2016 to date: - Okonta Samuel – Shot during Rivers Re-run election (March, 2016)Avoidable deaths Accidents, ailments, and demise during election are avoidable if the custodians of the corps members’ welfare had been geared towards their responsibility from onset. In Ifedolapo's case, the corps member allegedly died through sheer negligence by the camp clinic staff. They thought the First-class graduate was feigning illness, and later, when they attended to her, there was no professional doctor in the clinic. She was reportedly treated by a corps doctor (one of the corps members who works in the camp clinic), a nurse, and gave up the ghost before she could be transported to the General hospital. Although a doctor was on duty at the Bayelsa camp, he was not qualified to handle Chiyerum Elechi’s bleeding and referred her to a hospital in Yenogoa, where she was confirmed dead. Asuquo and Jumoke suffered a similar fate. Away from health issues, the scheme has been plagued with several other cases of corps members losing their lives in accidents on their way to orientation camps, some kidnapped, some brazenly killed by hoodlums during elections, and so on. The negligence of the Nigerian Federal Government to ensure the protection of their lives reflect the flaws in the scheme and attendant ineptitude. How does the government react to these deaths? Government’s reaction to cases of corps members’ deaths has been of unfulfilled promises and exoneration when the deed is done. On receiving the news of the deaths of Ifedolapo and Asuquo, President Muhammadu Buhari ordered an independent investigation into their deaths, describing the incidents as ‘shocking, sad and unfortunate.’ However, three months after the incidents, there has been no report on the investigation nor steps taken to fix perceived lapses. The last road accident, which claimed lives of two corps members, occurred on 26th of February 2016, and neither the scheme nor the government agency has reacted to the unfortunate incident. How can we get it right? According to 2015 figures, the government budgets between N70 and N74billion annually to mobilize, orientate, and pay allowances of corps members nationwide. With such huge investment in the nation’s graduates, there is little to show for it in the welfare of corps members. NYSC needs to provide the services of skilled medical personnel at the camps. A better arrangement to feed, health, and general comfort must be provided for corps members at the orientation camps and throughout the service year. The government also must take a pragmatic approach in securing the lives of the likes of Okonta Samuel and several others, who paid the supreme price during the 2016 general elections. The Nigerian government has a lot to handle in areas of corps members’ safety on the road, an increase in allowances to reflect current surge in cost of living, and improvement in state of camps. A standard should be set by the scheme, and the state governments should help in lifting the faces of dilapidated facilities in the camps, since they are the direct beneficiaries of corps members’ labour. The National Youth Service Corps (NYSC) has introduced a biometric technology for the corps members’ monthly clearance in South West, a development that will expose those who absent themselves from their places of primary assignment. The Director General of NYSC, Brig-Gen Suleiman Kazure who stated this in Ibadan at the opening ceremony of the training workshop on Biometric Clearance of Corps Members in Local Government Areas in SouthWest with the theme "Ensuring Accountability in Corps members activities using ICT, said that biometric technology will not only address absenteeism during service year but will also address the problems of irregular signatures leading to non-payment of monthly allowance, and poor collation and storage of data of corps members. The training was organised for all heads of corps inspection and monitoring branches, ICT desk officers, zonal and local government inspectors of the South-West. Kazure, who was represented by NYSC Director of Corps Welfare, Mrs Victoria Okakwu said, "This new process has received great ovation from the public for its positive impact in areas such as elimination of sharp practices perpetuated by fraudulent individuals and reduction of errors in our data and workload on our staffs, corps memners and other stakeholders. "Furthermore, the improvement on the new process also brought about the introduction of the use of biometrics for mobilisation and registration of corps members at orientation camps which has not only helped in fast tracking the process, but also reduced impersonation and registration in prozy including ineligible graduates." Kazure noted that the feedback from the North West zone, South East zone and the two pilot locations of Lagos and Abuja had been very encouraging and positive, adding that he believed that South West zone will also be successful. He said the training was organised to give participants the requisite knowledge in the IT-based clearance and monitoring of corps members to eliminate the practices of payment of allowances to corps members who are not on ground to serve their father land. The NYSC boss urged all official of the scheme to shun any act that may be detrimental to the success of the innovation. In her speech, the NYSC Director of ICT, Mrs Christy Uba said the biometric module was designed to embrace adequate monitoring and monthly clearance of Corps members. The Joint Admissions and Matriculation Board said, on Tuesday, that it would begin the sale of forms for the Unified Tertiary Matriculation Examination in March, 2017. A statement by the spokesperson for JAMB, Dr. Fabian Benjamin , said the agency had taken time to add value to the services it had been offering to Nigerians for over three decades. Benjamin stated, “In the course of conducting admission, many institutions have admitted candidates on merit only for them to discover that such candidates do not have qualified O’Level results or the right combination of subjects for admission and had to delete and start the process all over again. With this, they would have denied other qualified candidates the opportunities for admissions. “This, we are addressing by ensuring that no candidate is henceforth recommended without his O’Level result being supplied . To achieve this, JAMB will insist that candidates supply their result on its website during registration or later, but before admissions commence for them to be considered for admissions. We believe this will allow only qualified candidates to be considered for admissions.” The board explained that candidates would henceforth be allowed to make one choice of public university, in which new registration platform will now be first choice, second choice, third choice and fourth choice. According to him, the restructuring is aimed at expanding the opportunities available to candidates since almost all the public universities do not consider candidates on the second choice list because they hardly exhaust the applicants on the first choice list. Benjamin said, “We have designed a central admissions processing system, where the board will interface with the institutions and ensure compliance with this reform. “The summary is that no candidate will be admitted with awaiting result. Candidates and their parents are also to note that JAMB has restructured the registration platform to allow for only one choice of public university. “The new registration platform will now be first choice, second choice, third choice and fourth choice and not most preferred, preferred e.t.c as it was. “Candidates’ first choice can be a college, university, innovative enterprises institutions or polytechnic/monotechnic. “However, if a candidate makes a public university his first choice, he will not have any public university to choose for second, third and fourth choice. THE senate of the Federal University of Technology, Akure, FUTA and it’s Academic Staff Union of the Universities, ASUU, weekend disagreed over the removal of the embattled Vice Chancellor, Prof. Adebiyi Daramola, who is standing trial over alleged fraud and misappropriation of funds. ASUU dissociated itself from the position of the senate which despite being arraigned in court on a nine-count charge of fraud still wants the Vice Chancellor to continue in office. The union’s position was contained in a statement signed by the Chairman, Dr. Bola Oniya. who said the position of the institutions Senate should not be misconstrued as ASUU’s position. The FUTA Senate had resolved at its meeting last Wednesday, that no machinery or process should be put in place under any guise to remove the vice chancellor from office or compel him to proceed on leave. This was contained in a circular signed by the registrar and secretary of the Senate, Dr (Mrs) Modupe Ajayi. Ajaji said that since the allegations levelled against him are already before a court of competent jurisdiction and he has been able to keep the system running in spite of the current situation, he should not be removed or compelled to proceed on leave.
