MiningNG: The mining sector is a strong propeller for Federal Government’s Economic Recovery and Growth Plan (ERGP), the Minister of State for Mines and Steel Development, Abubakar Bawa Bwari, has said.
Opening the Second Annual Northern Nigeria Solid Minerals Fair and Workshop in Minna, Niger State, Bwari said ERGP has facilitated removal of impediments to investment with the metals and solid minerals sector receiving priority attention as a catalyst for attracting private sector funds to the economy.
“The sector provided 24 of the 70 projects, including eight five-star projects that require zero public investment,” he disclosed, even as he hinted the projects are expected to facilitate private sector investment worth $3.32bn and create 238,000 jobs.
He listed ERGP’s success as the designation of three minerals – gold, lead-zinc ore and tin as quick win commodities, the issuance of a gold refinery licence to an indigenous company and the ground breaking ceremony for the construction of the gold refinery plant in Mowe last Thursday.
He also noted that challenges hindering commercial exploitation of the minerals are being removed, while a new export policy has been developed to remove hurdles associated with export permits and licencing.
Represented by Umar Hassan, an engineer, the minister highlighted achievements of his ministry, including increased revenue to government coffers, job and wealth creation and the acquisition of gold by the Central Bank of Nigeria to stabilise the nation’s currency.

A group of 71 lawmakers of the House of Representatives, mostly from the opposition Peoples Democratic Party (PDP), have canvassed for the return of Nigeria from the presidential to the parliamentary system of government.
Briefing newsmen at the National Assembly in Abuja on Thursday, spokesmen of the group, Kingsley Chinda (PDP, Rivers) and Nicholas Ossai (PDP, Delta), said the parliamentary system, as opposed to the presidential system, suits Nigeria because it is more economic friendly, cost effective and largely efficient in the conduct of government business.
Rising from “Constitution of the Federal Republic of Nigeria, 1999 (Alteration) Bill, 2018,” the lawmakers lamented that whereas, countries under the parliamentary system were prospering, the presidential system has “reduced Nigeria to the poverty capital of the world.”
“We are 71 bi-partisan members of the House of Representatives, who feel that the parliamentary system of government promulgated by the Lyttleton Constitution of 1954 is the best for Nigeria since the presidential system has reduced us to the poverty capital of the world.
“Our position in this legislation clearly points to compelling advantages of parliamentary system of government, such as economic growth and development, as well as inherent efficiency in the conduct of government business.
“Studies have shown that countries under the presidential regimes consistently produce lower output, volatile inflation and greater income inequality relative to those under parliamentary system,” the group said.
However, this is coming just few months to the expiration of the legislative life of the 8th Assembly, thus raising concern over the period required to push the bill through the normal legislative process.
The bill, if passed, will also require the assent of President Muhammadu Buhari to become law, and be enshrined in the Constitution.
Recall that Nigeria practised the British-styled parliamentary system of government in the First Republic, from 1960 until 15 January, 1966 when the military took power.
However, the 1979 Constitution returned the country to the US-styled presidential system of government, largely because of the tensions and acrimonious politics of the First Republic.
Aside Ossai, other members of the group present at the briefing include Abdulsamad Dasuki (PDP, Sokoto), Boma Goodhead (PDP, Rivers), Timothy Golu (PDP, Plateau), Gabriel Onyenwife (PDP, Anambra), Sergius Ogun (PDP, Edo), Emeka Ujam (PDP, Enugu) among others.

The Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang, said this on Thursday during an interview on Channels Television Breakfast programme, Sunrise Daily.
He also disclosed that the President did not consult the other 91 political parties before refusing to sign the electoral bill because he needed to act in the best interest of the nation.
“Now, let me get to the other issue that Mr President alluded to, in not assenting to the bill. It is getting too close to election time and it will be dangerous to bring in a new electoral law at this time when the process of election has commenced from August, September, October this year. If you come to conclusion under a new law. It will cause confusion and may lead to anarchy.
“I think that what the President is to do is to take the best of discretion and from his vantage point as President of the country, to look at international best practices,” he said.
Various political parties and public interest groups have criticised the President for refusing to sign the bill.

Before Boko Haram insurgents killed over 100 Nigerian soldiers right inside their base on November 18/19, 2018, they had struck before, over and over again.

“Boko Haram attack on the army base in Metele where over 100 soldiers were reportedly killed, is not the worst attack this year. On July 14, over 200 soldiers were slaughtered in Jili during an attack on the military base there. Due to poor reporting that incident didn't go viral”, Ibekwe shared in a tweet.

The Jili attack which Ibekwe referenced above is not even the first of its kind as well. Soldiers have become easy targets for terrorists as you would expect, since Boko Haram commenced an insurgency against the Nigerian state in 2009. It is a development that should leave us all very worried. If terrorists can make mincemeat of our soldiers at will, what becomes of the rest of us? The only reason why everyone is talking about Metele is because the social and online media just couldn't stop talking about it, forcing everyone to eventually talk about it.

Do our fighting forces operate without intelligence, surveillance, target acquisition or reconnaissance facilities? Were there no drones around the base? How come a military base was not secured? If our intelligence gathering is anywhere near top notch, surely this attack could have been nipped in the bud?
This wasn’t a face-to-face war on the battlefield. This was Boko Haram marching to the home of soldiers and sacking them from their cubicles with merciless precision! You could imagine the agony on the faces of the soldiers as the terrorists surprised them with sophisticated weaponry and shot them dead one after the other--from point blank range.

I have read chilling accounts of some of the survivors--accounts of soldiers sharing stories of how they are forced to face terrorists with weapons purchased in the ‘80s and how they are made to go to war without food in their bellies. One soldier narrates how Military Generals feed fat on defense budgets while sending soldiers on the lower rungs of the ladder to go confront Boko Haram fighters with as little motivation as possible.

“All the money federal government gave them to buy weapons… Nigerian Army is buying INNOSON…. All these are obsolete… Oyinbo (the white man) came here and said they are obsolete. All these weapons were bought during the Shagari regime in 1983… they have turned us to business…. federal government you will hear about it…. “All these weapons are not genuine…if you fire two times you have stoppages. This is 1983 when Shagari was head of state… federal government give them money, they go and buy INNOSON, Nigerian made… federal government please help us. Help us”, one survivor of the Metele attack reportedly said in a viral video.

The thrust of this essay is that Metele could have been avoided. Those soldiers who died would be alive today if this were a serious country that knows a thing or two about the sanctity of human life. Like it does everyone else, this country let those soldiers down and led them to Boko Haram’s slaughter slab. President Buhari has promised to ensure that soldiers get what is due them henceforth. “Our loyal forces have proved their strength over the terrorists and we are ready to give them all the needed support in terms of equipment and manpower to succeed in ending the renewed threat”, the nation’s Commander-in-Chief said in a terse statement.
The president has also summoned military chiefs in the wake of the attacks. It is imperative to state here that cornering monies meant to equip soldiers on the battlefield was one of the biggest allegations levelled against Military Generals who served under the Goodluck Jonathan era. Some of those Generals are still facing trial for alleged corruption; and a certain Colonel Sambo Dasuki is still in jail for allegedly stealing over N2billion of monies earmarked to purchase ammunition for fighting troops.

The more things change…… Beyond the platitudes from all across the country however, the federal government must make sure that the families of the slain soldiers are not abandoned and that they are well taken care of by the state. If we are really serious about winning the war against violent extremists and terrorists, we have to prioritize the welfare of our soldiers who have been dying like chickens, and arm them sufficiently. Otherwise, in no time, we’ll all be toast.

SajHall: The Senate yesterday passed bills for the establishment of five polytechnics, two universities, two colleges of education and one institute of technology.
The institutions are Federal Polytechnic, Kabo, Kano State; Federal Polytechnic, Daura, Katsina State; Federal Polytechnic, Ikom, Cross River State; Federal Polytechnic, Langtang, Plateau State and Federal Polytechnic, Kwale, Delta State.
Others are Federal University of Education, Aguleri, Anambra State; Federal University of Technology, Manchok, Kaduna State; Federal College of Education, Usugbenu Irrua, Edo State; Federal College of Education (Technical), Arochukwu, Abia State and National Institute of Construction Technology and Management, Uromi, Edo State.
The 10 proposed federal institutions are part of the over 80 that the National Assembly is currently working to establish.
Daily Trust had last Friday reported that the bills for the 80 new federal tertiary institutions are at various stages of legislative processes.
Our correspondent reports that apart from the 80 bills, one other bill came up for first reading on Tuesday.

Here in Europe where I base :you will see many yorubas accommodating ibos for years even my wife (who is a yoruba)ve help so many ibos. She accomodated them for years and she still help them to get their papers and they ve eventually settle down here in UK. Not with the use of brute force all the time but by winning the local population to your side and showing them that you are their to care for them and protect them against Boko haram. You complement your firepower with soft power. That's how you win against a guerrilla insurgency like this where it's difficult to tell the agitators from the average man.
Building trust with the local population goes a long way and is a more effective approach especially when it comes to gathering intelligence on enemy whereabouts. It's not rocket science to know that you need the help of the people living in that locality to tell you who the suspicious guys are or who the out-of-towners are. This is what you do, not lumping both innocent civillians and 'suspicious' persons together and treating them like enemy combatants.

It is through this method you will be able to gain valuable intelligence on the ground from the local populace. That's how you win the war against terror and not just going about and rounding up people who look 'suspucious' like the Nigerian police and holding them indefinitely. You don't kill a fly with a sledgehammer.
Devgist: The insurgency in the North East has festered for many years now. Many like me are confident in the ability of the Nigeria Military to exterminate it but are pondering on why the crisis is continuing and daily taking new dimensions. That Boko Haram has capabilities to cause the Federal Government of Nigeria to negotiate with it is a twist that goes to say how the entire citizenry may have become psychologically defeated. This perhaps explain the reason why we see helpless citizens waiving at a motorcade of the insurgents as they drive in and out of Dapchi town unchallenged. Was it possible for the Federal Government to negotiate with them while keeping to itself a surprise defeating strategy that could have led to arrest of some insurgents? No, because, aware of it's helessnes, the goverment had got to keep the terms and not to risk another kidnap or even a more devastating attack. It is reported that the insurgents came abducting the Dapchi girls unchallenged and they came delivering them unchallenged, so the only protection the citizens have is the good will of Boko Haram. Worse is to learn that they did not hurry to leave the town but stayed back to preach to the crowd for over 20 minutes before leaving. Could an ambush have worked? That they went so free shows clearly that Bolo Haram could even have dictated the terms. Few days ago, I was traveling with my team along the stretch from Gusau to Talata Mafara in Zamfara State, we encountered an old military van mounted with a machine gun with some armed persons dressed in military uniforms.. Unconsciously, I found myself speaking out, wondering how we will know if the people in the van are not Boko Haram. The Driverwho is a native from Zamfara State spontaneously responded, "but we, we know they are soldiers, they are not Boko Haram" I turned to him in surprise and asked, how do you know? Sounding so confident, he told me, "Boko Haram will not use this kind of old motor, their own motor will be new and sharp sharp". When I heard this, I fell back to the seat in disbelief of how laughable goverment response to Boko Haram can be characterized. If this characterization can be generalised, can we say the goverment is ready to end the insurgency when the military cannot be properly tooled? If the issue of equipping the military is not addressed, no one should wonder why the only weapon in the fight against Boko Haram is negotiation and settlement.
The way to winning the battle with Boko Harem is to take a heart's and minds approach not the use of brute force. That's how you win against a guerrilla insurgency like this where it's difficult to tell the agitators from the average man. You win the heart's and minds of the people and gain their trust. Show them that you are on their side instead of lumping all of them together with the enemy combatants.
