Indonesian officials say upgrading the existing criminal code, which dates back to 1918 when Indonesia was a Dutch colony, was long overdue. Among the raft of new laws, penalties around consensual sex outside marriage have drawn the most criticism.
According to the new law, unmarried couples who “live together as a husband and wife” could be jailed for six months or face a maximum fine of 10 million rupiah ($710).

From the picture, that is most unlikely, and what is that rush to save the baby n get in to trouble without evidence to show for the condition of the baby before their arrival at the scene.

If you take a proper look at the well, you will see that it's on ground level with just a tire above it.
Chances are high that the child unknowingly stumbled and feel into it.
The residents of that area are to be blamed for that child's death.
