State police is what I just saw. Are they answerable to the IG? Who approved the use of those assault rifles for them? Who trained them? Who regulates their activities? Who disciplines them and ensure they do not go overboard and abuse the rights of other law abiding citizens?

I think the IG mentioned state police is the way to go, even the President has okayed state police, after the recent chaos, they realised you can not secure the whole country, from Abuja central command, state police has been okayed, even the senate knows the expediency of it, and Borno is an exceptional case of incessant violence and attacks. Other state governors should mobilise and stop stashing and embezzling the commonwealth of their people. Most governors are lazy thieves, Zulum is exceptional, God bless him. A shining star.
