I see what you're saying but it doesn't seems that deep to me.
He's simply saying that if we want to compare, we should compare with the version the president signed, which is what should be gazetted.
However, according to him, what is in the public domain is a version that emanated from the committee before the president signed.
He says even he doesn't have the version the president signed just to emphasize that what is in the public domain is not fit for comparison.
However he is not saying he has no knowledge of what is inside it. He clearly says that in that version that was sent to the president, one of the offending clauses that has been identified as being an addendum, is not present.

If the president needed advice on it before signing is he not the one who should have digested every clause of what was passed already?
