What I think is happening is they want to involve the state Governors. If they don't feel it, they'd do nothing.
The danger in all this, if not handled with wisdom, is that the people will turn on their Governors.

The governors know how to fight for resource control and what they deem marginalization. Not acting implies it's not important to them.
