It means he see no reason to fill the primary and secondary school because he has a higher qualification which he is using to contest. The MINIMUM qualification to be president is secondary school and its only when you want to use your secondary school certificate that you are obliged to fill it.
Many politicians that are graduates fill only secondary school or primary school where it is the minimum and nobody forces them to include higher qualification they posses once they meet the minimum requirements.
