The Code of Conduct Tribunal, CCT, has adjourned the trial of Senate President Bukola Saraki over an alleged false asset declaration to November 5 and 6. This followed the pending judgment of the Court of Appeal‎ on the trial of the Senate President.

The Prosecuting counsel‎, Rotimi Jacobs, had prayed the tribunal to adjourn the trial out of respect for the appeal court, which reserved judgment on the suit filed by Saraki to stop his trial for alleged false declaration of assets. But Saraki’s lawyer, Mahmud Magaji, argued that the trial should be adjourned sine die.

Reacting, Chairman of the CCT, Danladi Umar objected, saying the defendant might “go and relax”.

He therefore gave a two-week time-off, ruling that trial would continue on November 5 and 6. Also, Saraki was ordered to take his seat in the accused box after Mahmud Magaji, his counsel, failed to stop the action.

Magaji had made an application that the trial be halted on the grounds that there was a pending suit at the appeal court, which is yet to deliver judgment on the matter. ‎

But Jacobs countered his argument, stating that Saraki must take his seat in the accused box before any application could be made. The chairman thereafter ruled that Senate President should step into the accused box.

When extant cultures and traditions are gradually being eroded, some communities are still stuck to their old ways and are constantly in conflict with modern worldviews and cosmology, especially Christianity. This is particularly the case of Mpu in Aninri Local Government Area of Enugu State.

DAILY POST reporter, David Ujah Abakpa, who visited the community, observed that the status of green snakes is equivalent to their traditional gods, and just like other ancestral worships in African religion, green snakes are sacred.
The Aninri people believe that their ancestral fathers were protected by the green snake during the civil war. The rules therefore are that no one kills the snake under any circumstance. Residents must welcome green snakes any time they crawl to their homes, and whoever kills any of them must give it a befitting burial or faces grave consequences.

This development, according to most visitors in Aninri who spoke with DAILY POST has become a major challenge to the development of the area as it’s difficult for most visitors to cope under some rules tied to some species of snake.

Mpu is the country home of the Nigeria Deputy Senate President, Ike Ekweremadu. The entire people of Mpu and/or Aninri LGA in general, hold the green snake (Aka) at high esteem. Most times, they see those snakes as their fore-fathers.

Narrating her experience in the community, a youth corps member who pleaded not to be mentioned in print told our reporter that she was shocked when the rules were reeled out to her while she was still at the orientation camp in Awgu. She said she was also privy to an incident that happened during a Sunday Mass celebration at St. Joseph Catholic Church, where the parish Priest, Rev. Fr. Orjiene, killed one of the green snakes popularly called ‘Aka’ in the local language. The Reverend Father purportedly saw the snake crawling on the altar while Mass was being celebrated and he waved the tradition aside, killed the snake and put it in a bottle.

According to the corps member whose Place of Primary Assignment (PPA) was the Modern Secondary School (MSS) Mpu, built by Senator Ike Ekweremadu in fulfillment of his electioneering campaign to his people, immediately the Rev. Father, who was not from the community sighted the green snake on the altar, he was terrified, but later summoned courage and smashed the head of the snake with his shoes. She added that, ‘’Fr. Ojiene did not just kill the snake and continue with the Mass but went further to put the snake in a bottle to be taken to the Bishop of the Diocese (Awgu).’’

She said, “We were in the church on that faithful morning and while taking the Gospel reading, the Rev. Father screamed. We saw him struggling with “Aka”. He killed it and put it in a bottle and later continued with the Mass. In his preaching, he condemned the culture and tradition that still upholds the worship of green snakes in this age. Adding that snake was a cursed creature and as such, God placed enemity between it and man.”

“Immediately Fr. Joseph killed the snake, the Igwe and other elders of the community in the church stood up, called out their family members, including the Principal of the Community Secondary School, (CSS), Mr. JT. Chukwuonu and they all left the Church. They never came back to that church again till I finished my service,” the corps member said.

“As if that was not enough, the youth and the women of the community upon hearing the news that the Rev. Father had killed their ‘fore-father’ on the altar, stormed the church while Mass was still ongoing and vandalized the church in protest, while also demanding for the proper burial of the snake as it was the tradition.”

“Later in the evening of that day, the community summoned the Priest to the Igwe’s palace and gave him list of items to buy. They also prescribed cash amount to be paid to appease the gods of the land. The Rev. Father who stood his ground, refused to observe any burial for the snake which he described as accursed creature by God.”

The corps member narrated that, “a petition was sent to the Bishop of Awgu Diocese demanding for the priest’s compliance and immediate transfer; else he will face the consequences. The Bishop however supported the Priest and a panel was set up to look into the case and it was ongoing before our final POP,” She narrated.

The corps member disclosed further that earlier at the NYSC Orientation camp, Awgu, the first orientation they had was on the green snake. ‘’We were asked never to kill it. We were told that they were harmless and that we could see them around our rooms and everywhere, but that we should not panic as they would not hurt us and indeed that was how the snakes were, and they were equally everywhere. Each time we saw them in our rooms, we would call any of the community members to send them out for us. Sometimes, they sprinkled water on them and sometimes they picked them with their bare hands. We were also told that even if one secretly kills “Aka”, he or she must confess his or her action; otherwise one would be troubled by the spirit. ‘’

She recalled a story of a police officer who served at Ndeabor Police Station. She said the officer accidentally killed one of the snakes but did not confess but worked out his transfer from the area in fear. Yet few months later, he came back to Ndeabor and confessed to the act and carried out its burial before he got his peace back. She said ‘’ In short, there were series of stories about even passing vehicles that accidentally killed Aka and it was either they paid money above a hundred thousand naira for its burial or they were burnt alive in their cars. I thank God for my successful year in this place. It was a wonderful experience,” she said.

A resident of the Community who simply identified himself as Okoro also told our reporter that the people hold the tradition at high esteem. He said it’s better to kill other domestic animals than killing those snakes that strangers may see to be harmful. He also narrated how a Pastor of one of new generation churches in Mpu who also did not support the worship of the green snake killed one of them in his living room and threw it out. He disclosed that when the community got the information, they approached the said Pastor, demanding for a befitting burial but he declined. He narrated that the community consequently set the church ablaze, including the Pastor’s house and car, while the Pastor narrowly escaped being burnt alive.

A youth leader in the community who does not want his name in print also told this reporter that those condemning the tradition were blind and had refused to see that every community has its own deity tied to its existence. He said even in another world, he will pay homage to those snakes. He said his success as a trader and farmer depended solely on his respect for those snakes. He said, ‘’ because I have favoured them, I have equally found favour in them. This is really not about being a Christian or a Muslim. Whoever you are, so long as you live in this community, you need to respect our tradition. Just like we won’t stop you from going to church, so you shouldn’t also come and debase our tradition. For heaven sake, these snakes are not harmful. We did not say don’t kill snakes, we are saying killing of green snakes is forbidden. It’s now left for you to respect this tradition, otherwise, you will have yourself to blame,’’ he said.

Responding to whether the tradition was inimical to the development of the place, he said ‘’ Even in the Western world, we have such rules. The only difference is that those rules are not tied to any particular tradition. We have rules in most of the advanced countries where certain Animals are reserved and not meant to be killed. It’s similar to what we are doing. What will the snake do to you if you allow it to pass? These are harmless creatures, ‘’ he argued.

DAILY POST investigation further reveals that another strong point of the people’s tradition is the bond they share with the Akineze people of Ebonyi State. Our reporter was told by a community elder that it is a bond of love that was established centuries ago and has been passed on from generation to generation. The tradition of the people forbids that an Mpu person sees an Akineze person suffering any form of injustice both home and abroad without intervention. They are prepared to die for each other. They forbid seeing each other’s blood. According to the elder, an Akineze student/teacher is forbidden from punishing erring student from Mpu and vice versa, even in formal schools.

Rather than abate, the crisis over the screening of ministerial nominee Rotimi Chibuike Amaechi is deepening at the Senate.

Yesterday, his name was removed from the Order Paper after being listed among the eight nominees for screening.

The number was pruned to three – Adebayo Shittu (Oyo), Hajia Khadija Abba-Ibrahim (Yobe) and Claudius Daramola (Ondo), who was not on the first Order Paper.

Only Shittu and Hajia Abba-Ibrahim were, however, screened.



On the first Order Paper before Amaechi’s name was removed are Shittu, Hajia Abba Ibrahim, Senator Heineken Lokpobiri (Bayelsa), Bawa Bwari (Niger), James Ocholi (Kogi), Mansur Muhammed (Zamfara) and Zainab Ahmed (Kaduna).

Amaechi, who is on the first list of 21 nominees sent to the Senate by President Muhammadu Buhari on September 30, has not been screened because of the petition filed against him by the self-styled The Integrity Group.

Amaechi has since denied the allegation against him and taken the matter to court.

The Senate yesterday suspended plenary today without stating reasons. But, it may not be unconnected with the resumption of Senate President Bukola Saraki’s trial before the Code of Conduct Tribunal (CCT) for alleged false assets declaration today.

The Senate Ethics, Privileges and Public Petitions Committee which considered the petition against Amaechi was set to submit its findings yesterday but the report’s submission was also deleted from the Order Paper.

Its Chairman Senator Samuel Anyanwu was listed to submit the report before the item, just like Amaechi’s name, was removed from the Order Paper.

No reasons were given for the removal. Efforts to find out why they were removed failed.

At the office of the Chairman, Senate Committee on Rules and Business, Senator Babajide Omoworare, nobody was ready to speak on the matter. An aide, after conferring with the lawmaker, told The Nation: “The time and terrain are too sensitive, so oga willnot say a word.”

But, it was learnt that “the leadership of the Senate decided to shift Amaechi’s screening to pave the way for constructive consultation with hardliner Senators, particularly of the Peoples Democratic Party (PDP).”

According to a source, the Senate leadership decided to shorten plenary to allow time for a meeting of the PDP caucus.

No member of the caucus spoke to reporters after the meeting but an insider said they were unable to resolve how to treat Amaechi’s case.

The source noted that while a few members of the caucus “wanted us to soft pedal and support the nomination of Amaechi, others were vehement that we should not back down on our stand .”

He added: “It is an open ended situation. Anything can still happen between today and tomorrow. The PDP caucus has not concluded. Nothing is cast in iron in politics. Some thing can still happen.”

The caucus, he said, would still meet at the party headquarters on the issue.

Another source said it was wrong of the Senate to continue to delay Amaechi’s screening.

According to the source, if Amaechi is screened, the Senate has the right to confirm or reject his nomination.

He said: “Even though PDP senators are insisting that Amaechi should not be screened, it is better for us to screen the nominee and take a decision on him. I have it on good authority that most PDP Senators have vowed to stop Amaechi’s screening but at the end of the day, good conscience will prevail because we are talking to one another on this sensitive issue.”

At his screening, Shittu described the upper chamber as “the most productive Senate on the soil of Africa.”

The nominee said if he is confirmed he would do his best to ensure that the Executive and the National Assembly work in tandem for the country’s development.

He said: “If confirmed, I will be a round peg in any ministerial posting that I’m given.”

Shittu denied that he was indicted by a panel for religious intolerance in Oyo State, nothing that he was in Saudi Arabia when the incident occurred and couldn’t have had anything to do with it.

The panel that investigated the matter, he said, never invited him, adding that the list of those invited was gazetted.

The panel, he said, merely “advised him” to refrain from writing books that could inflame religious passion, adding: “It was only an advice and not an indictment.”

Shittu said the government had since pardoned all those indicted by the panel.

On why he lost his governorship election in 2011 on the Congress for progressive Change (CPC) platform, the nominee said he did not lose because of his personality.

He said he lost because “the whole of South West people decided to vote for the Action Congress of Nigeria (ACN).”

Shittu said: “It was obvious in 2011 that in the whole of the Southwest, the ACN was the party to beat. If you have all the money and you are the best candidate our people have already formed their opinion about the party to vote for. My loss was not about my personality but about the opinion of the Southwest to vote for ACN.”

He said going to the ministry of culture and tourism would not be going to a foreign land because he had done it before.

The nominee said he was part of the people who crafted the APC manifesto, with the hope that if implemented, the country would have a new lease of life.

The students feeding programme of the APC if implemented, he said, would not only create jobs for Nigerians but would also attract many children to school.

The nominee noted that as a Muslim, his world view and aspiration were in line with what Islam teaches.

Shittu said he would never support coercing people to embrace any religion against their wish.

The nominee said even if Boko Haram insurgents lay claim to Islam, their activities have nothing whatsoever to do with Islam and denied that his publication, “Path to Paradice” is the sect’s guiding principle.

Hajia Abba-Ibrahim’s screening was full of drama. Saraki described her as an affiliate member of the 8th Senate, an affiliate member of the Nigeria Governors Forum, and a three-time member of the House of Representatives.

She said her last appointment before she joined active politics was as commissioner for Transport and Energy in Yobe State, adding that she was involved in the rural electrification programme in the 17 local government area of the state.

Asked by Saraki to take the first question, her husband, Senator Bukar Abba Ibrahim asked her how she would react if “I ask you to take a bow and go.”

There was general laughter in the chamber.

When the laughter subsided, Saraki asked the nominee to take a bow and go.

Senator Athanasius Achonu (Imo North) told the Senate that he has 10 petitions against the nomination of Professor Anthony Anwukah.

The petitions were referred to the ethics committee.

Anyanwu asked the Senate to give the committee time to treat the petitions since 10 petitions could not be treated in one day.

Sixteen other ministerial nominees are awaiting to be screened.

Afenifere chieftain, Chief Ayo Adebanjo, has accused President Muhammadu Buhari of using his anti-corruption war as vendetta.

Adebanjo told Punch that Buhari was acting the same way Buhari ex-President Olusegun Obasanjo did.

According to him, Obasanjo used the Economic and Financial Crimes Commission to harass all his political opponents under the guise of fighting corruption.
Adebanjo said this while reacting to an allegation by the Peoples Democratic Party that the EFCC was only probing ex-PDP governors while ex-All Progressives Congress governors like Babatunde Fashola and Rotimi Amaechi, accused of corruption, were being rewarded with ministerial appointments.

His words: “When fighting corruption, you must not be partisan. This particular one looks like a vendetta. He should immediately make amends. This is obviously partisan and I am not happy about that.

“We want a clean country. As Buhari said, if we don’t kill corruption, corruption will kill us. However, it must not look like a vendetta. This was how Obasanjo did during his time. He went after only those that were against his political ambition.

“Things like this could rubbish any anti-corruption campaign.”

Adebanjo further urged the EFCC to investigate the ex-APC governors that had also been accused of corruption so as to ensure balance.

The All Progressives Congress (APC) yesterday threw its weight behind former Rivers State Governor Rotimi Amaechi and other embattled ministerial nominees, saying they are above board.
The petitions against their nominations, the party said, could not stop their screening by the Senate.
According to APC National Secretary, Mallam Mai Malla Buni, the petitions do not amount to conviction.
The Senate until now had not screened Amaechi, Senator Heineken Lokpobiri (Bayelsa), Hajia Aisha Abubakar (Sokoto) and Hajia Zainab Shamsuna Ahmed (Kaduna).
Their screening is expected to hold between today and tomorrow.
Buni, who spoke exclusively with The Nation last night, said the party would support all the nominees irrespective of the petitions against them.
[b]He said: “On this ministerial screening, the party is behind all its nominees. That is why the APC National Chairman, Chief John Odigie-Oyegun, and key members of the National Working Committee (NWC) have attended the screening of nominees to give them moral support./b]
“As far as we are concerned, the petitions against some nominees cannot stop their screening because petitions are not court verdicts.
“A mere petition cannot be a conviction. These nominees are not guilty until otherwise proven by a court of competent jurisdiction. We are throwing our weight behind the nominees.”
Security has been beefed up at the National Assembly Complex ahead of today’s ministerial screening.
A security source said: “We have heard of plans by some people to mobilise protesters to the National Assembly but we will ensure that there is no security breach.
“We have been directed to ensure thorough screening of those coming to the assembly.
“Only staff and those accredited will be allowed to enter the National Assembly complex. There is no room for loafers.”
Also yesterday, Amaechi Media Office denied a report that the ministerial nominee stormed out of the residence of Senate President Bukola Saraki last Thursday.

In a statement in Abuja, the office said: “Our attention has been drawn to the lead report in a newspaper of today (Monday, October 19, 2015), where it was reported that Amaechi, the immediate past Governor of Rivers State “was incensed over the deferment of his screening last week and stormed Saraki’s house to register his protest.
“The report which the respected newspaper got from ‘sources’, further claimed that during the visit of Thursday, last week, Amaechi “was said to have raised his voice to express his frustration before leaving the residence without seeing the Senate President…”
“The imagery created in the last four paragraphs of the lead report was an angry Amaechi who stormed the residence of Senate President Bukola Saraki, raised his voice as he made a scene or caused a “ruckus” to display his frustration over the deferment of his screening by the Senate, before “storming out in a huff”, without seeing the Senate President.
“This is absolutely not true. There is a deliberate and carefully calibrated attempt to characterise Amaechi with a very bad and demeaning mannerism.

“We must clarify that Amaechi did not visit and was not at the residence of the Senate President on Thursday of last week. Since he did not go to the residence of the Senate President on Thursday of last week, so, there is absolutely no way what the newspaper sources claimed to have transpired, happened.
“We must emphasise that Amaechi holds the office of the President of the Senate in very high esteem and will never disrespect or act in anyway that would put the office in disrepute. However, in this case, the incident reported never occurred either on Thursday or any other day.
“While we understand the constraints and pressures journalists face in doing their jobs, we would advise them to be thorough and double-check or even triple-check their sources of information.
“There seems to exist an axis of fifth columnists, masquerading as ‘sources’ to journalists, but fabricate events, incidences and stories that never happened to malign and destroy the character and reputation of others, while fomenting acrimony and bad blood in the polity. Journalists must beware of such “sources.”
The Senate Ethics, Privileges and Public Petitions Committee will today submit its report on the petition against Amaechi.
Its Chairman, Senator Samuel Anyanwu, told reporters yesterday in Abuja that the panel had concluded work on the case.

The committee has refused the petition against Hajia Aisha Abubakar, a Sokoto State ministerial nominee.
Anyanwu said the committee was ready to present its report to the Senate today for consideration.
He said he expected the Senate to consider the report today and do what is right.
The screening of Amaechi, who is on the first list of 21 ministerial nominees, has been delayed because of a petition against him by Port Harcourt based group “The Integrity Group.”

The group claimed that Amaechi mismanaged N70 billion of Rivers State funds when was governor.
Amaechi however dismissed the allegation as part of the smear campaign against him.
When he appeared before the Senate panel on October 12, Amaechi said the issues contained in the petition were already a subject of litigation.
An insider told our correspondent that in line with the Senate Rules book which forbids it and its committees from considering any matter in court, the panel is constrained.
The source said the panel’s report would be a one-line item that “the substance and ingredients contained in the petition against Amaechi is pending in court for adjudication.”

He said: “We agreed that since the matter is in court, there is little the committee can do than to report to the Senate that this matter you assigned to us to consider is in court. It is as straight forward as that.”

On the petition against Hajia Abubakar, the panel noted that it was wrongly addressed.
Three members of the committee, Senator Obinna Ogba, Jeremiah Useni and Dino Melaye said the panel should have noting to do with the petition since it was addressed to President Muhammadu Buhari and not Saraki.
They noted that the petitioners merely copied the Senate for “information”
Ogba said the Senate standing rule is clear that all petitions must be addressed to the Senate through its President.
He said it would be wrong for the Senate to consider a petition addressed to Buhari.
Useni said: “If you agree with me, we should ask Aisha to go because the petition against her was wrongly addressed.”
Anyanwu, who agreed that the petition was wrongly addressed asked the nominee whether she is actually from Sokoto State and whether she is a member of APC.
Hajia Abubakar said she hails from Dogan Daji in Tambuwal Local Government, Sokoto State.
The nominee also told the committee that as a civil servant, she is not supposed to belong to any political party.
Shortly after her discharge by the committee, the petitioners led by Hajia Balaraba Abdullahi walked into Room 120, which the committee is sitting.
Hajia Abdullahi agreed that the petition was addressed to President Buhari through the APC chairman in Sokoto State.
She brought out another handwritten petition asking the committee to consider it.
Anyanwu ruled that since the handwritten petition was not what Senator Abdullahi Gobir presented and laid on the floor of the Senate, the committee would not consider it.
He asked the petitioners to go home and reroute their petition properly before it could be considered.
Anyanwu insisted that it would be against Senate rule for the committee to consider a petition that was not properly routed.

He said, “I will advise that you go home, if you still want to pursue this petition, give it to your Senator to lay before the Senate for consideration by this honourable committee. The petition that was addressed to the President of the country is certainly not for the Senate.”
