Ranching to take off in five states

Nigeria to end ECOWAS free movement

ADVOCATES of ranching have won their battle.

The National Economic Council (NEC) yesterday agreed to stop herdsmen’s movement, starting with five states – Benue, Taraba, Adamawa, Kaduna and Plateau. They are the states mostly affected by the bloodletting sparked by herdsmen-farmers clashes.

The Council supported the immediate creation of ranches across the country, Ebonyi State Governor Dave Umahi told State House correspondents at the end of the NEC meeting chaired by Vice President Yemi Osinbajo.

According to him, the five states are expected to provide land for ranches.

He said that through ranching, the nomadic herdsmen and their families would have access to medical facilities and schools.

Staying in a ranch, he said, would also improve the well-being of the cattle.

Umahi said foreign herdsmen would have to show some travel documents, even though visa is not allowed for movement of West Africans.

His words: “Today, NEC took briefing from the NEC technical committee on the farmers and herdsmen conflicts in the various states of the federation. NEC sometime this year came up with a committee following the constant conflicts between herdsmen and farmers. They came up with the committee of nine governors with the VP as the chairman, and the committee went into deliberations.

”After a couple of meetings, they decided that the most five affected states should be visited. So, they came up with a sub technical committee of three governors, chaired by governor of Ebonyi State, with the governors of Plateau, Adamawa as members.

”We were constituted to visit the five core states. Later, other states, like Plateau and Kaduna states, were also added. But we were able to visit only five states, such as Benue, Nasarawa, Taraba, Jigawa and Zamfara states.

”The core causes of the conflicts we were made to understand were ; perception and, of course, our media friends, competition for scarce resources and banditry or what you can call pure criminal activities through cattle rustling, kidnapping etc.

’Today we look at three categories of herdsmen in Nigeria. We look at the foreign herdsmen that come in due to the treaty and we continue to say that the treaty is not being properly implemented. For any herdsman to come into Nigeria from outside, there should be a kind of certification, there must be a letter, even though you are not coming in with a visa, you have to travel with ECOWAS documentation. Animals that are coming into the country are required to be quarantined, but this is not being done.

”So, this one category of them. Secondly, we have the nomadic herdsmen, who during the dry season, travel from up North to the Middle Belt down to the South. This crest conflicts . Also foreign herdsmen coming all through the way from neighboring countries and travelling through the farm lands also cause conflicts.

”Then, of course, we have the migrant herdsmen who migrate for a very long time and settle with the villagers and even inter marry with them. These are the three categories we have in Nigeria. In all, we agreed that movement is not either profitable to the herdsmen because they value the milk from the cow even more than the cow itself.

”So, the movement is not healthy for the cows as it dries up the meat and gives less than two liters of milk per cow per day,” he said

According to him, NEC also condemned the issues of foreign invasion by foreign herdsmen.

He said: “Today, there was a meeting of ECOWAS countries on the subject and we also agreed that these movements by the nomadic herdsmen have to stop and occasionally by those who have settled and integrated from other parts of the country, like the Middle Belt, they sometimes go into conflicts with farmers because of movement of their cows.

”So, in all, we agreed that there is a more profitable and modern way of raising these cows which is by ranching. So, we have agreed that the five states that are involved are going to give land. Niger and Kaduna, outside the five states, have given land and Plateau is also giving land. Ranching is being practised in Mambila, in Taraba State and they have success stories with regards to that.

”We also agreed that through the Agric Ministry, we have the need to introduce new species of cows. The minister told us that there are new species that produce as much as 60 liters of milk per day per cow, and that the cows weight as much as 900 Kgs but our own weigh less than 200kgs. So, we have agreed that we are going to work on these new species, while also working with our ranching. We also agreed that livestock production in Nigeria has not been taken care of.

”As we are taking care of the farmers by way of the Anchor Borrowers Scheme, of course the farmers cry of the high interest rate. The rate of interest should be between 2 to 5%, so, we should extend those gestures to the herdsmen. And it was discovered that most of these cows are not being herded by their owners. Big men buy these cattle and give them out to the herders So, the children of the herders have nothing to inherit. They, therefore, go into cattle rustling and other forms of criminalities.

”Through this policy and intervention in the livestock production, it will be possible for the herdsmen to own their own livestock and have something for the future. We also agreed that there is need for good life for the herdsmen. Through theses policies their children will be able to go to schools.

“There will be nomadic education and medical facilities through these ranches for the herdsmen and their animals. Grasses will be planted, irrigation and dams will be created for source of water. Lastly, we ask the public to begin to see livestock as another means of investment.” he said

Agriculture Minister Audu Ogbeh said that the Federal Government would not allow the killings to continue.

According to him, Nigeria may no longer be able to keep to the ECOWAS protocol on free movement of persons.



Nigeria to end ECOWAS free movement to curtail criminals’ influx

Nigeria will stop unfettered movement of persons into the country from the West Africa sub region to curb killings believed to be carried out by foreigners, the President said yesterday.

President Muhammadu Buhari blamed the non-implementation of two ECOWAS protocols on free movement of persons, goods and services for the lingering herders/ farmers conflicts in the sub region.

He was speaking at the ECOWAS Ministerial Meeting on Conflicts between Herders and Farmers in the region organised in partnership with the countries’ ministries of Agriculture and Interior in Abuja. It was on a day when gunmen struck at a church in Benue State, killing seven people and injuring others.

The President said: ”We can no longer continue to tolerate the undocumented movement of persons that simply contribute to the escalation of our security challenges.

“We must be able to track the movement; we must ensure that the protocols are complied with and relevant sections are activated.’’

Represented by Vice President Yemi Osinbajo, the President said the protocols were necessary in the discussions to proffer a lasting solution to incessant killings as a result of the conflict.

“Two ECOWAS Protocols are critical to the conversation that we are going to have here today.

“The 1979 Protocols of free movement of persons, goods, capital and services and the protocol relating to transhumance in 1998.

“Regrettably, what we have been confronted with over the years is the failure to fully follow and enforce the terms of these protocols and in some cases the failure to activate sections of the protocols.

“So that where for example transhumance certificates are to be used and endorsed by medical or immigration officials; this is not the case; this has to change.

The President said the vision of integration of the ECOWAS founding fathers must not be allowed to be derailed by the failure to comply with the safeguards and conditions that they in their wisdom and foresight embedded in the protocols.

He said that was why Nigeria had taken the lead in organising the conference, bringing together senior government officials with oversight for agriculture and internal security in the region and beyond to proffer solutions to the lingering problem threatening national security and regional security as well.

Buhari noted that the economic implications were quite worrisome, considering that no fewer than 70 per cent of the ECOWAS made a living by agriculture.

According to him, many of the countries in the region are already struggling with food security and the violence, if unchecked, will lead to a catastrophe.

The President stated that the grazing of cattle along long distances and the whole transhumance experiences needed to be reviewed in favour of ranching.

He said ranching was a more productive way of breeding cattle rather than walking long distances, adding that the region must explore all the options and look for new and creative solutions to resolve the problem.

He said the solution should be holistic – from law enforcement to climate change and reforms in current methods and practices of crop and animal production.

“We simply must move with the times and modernise our thinking and approach to the issues that face us,’’ he stated.

Buhari said the Federal Government and states were collaborating to work out an acceptable plan to quell the conflicts by proper management of land resources.

“We just concluded the work plan jointly put together by the states and Federal governments on the sustainable resolution of herders/farmers’ conflicts and we are now at the point of implementing that plan,’’ he said.

ILORIN—It has been revealed that the 12 suspects currently being interrogated by Police operatives in Kwara State over the recent bank robbery in Offa were arrested through the tracking of mobile phones the robbers collected from victims.



Vanguard gathered that after the robbery operation, the suspects took away the handsets of the victims, which they later gave out to their girlfriends.


Police 
Officials of the robbed banks were also said to have given the Police all handsets found within their premises after the robbery.

It was gathered that the interrogation of the girlfriends with whom the phones were found, led to the arrest of the suspects in Ibadan, Lagos and Abeokuta.

Further checks revealed that the suspects had been in and out of jail several times and that they regrouped for that operation.

Some policemen compromised

Vanguard also reliably gathered that the proprietor of the hotel where the bandits lodged a day before they struck, was said to have informed the Divisional Police Officer, DPO, in the town over the alleged discoveries of some incriminating materials on the bandits while they were checking into his hotel.

The DPO and Divisional Crime Officer, DCO, immediately sent some officers to the hotel.

A source said instead of arresting the suspects, the police officers negotiated with the bandits, and “the bandits offered the officers N400,000.”

When the policemen returned to the station, they told the DPO and DCO that the bandits were Yahoo boys and not robbers as claimed by the hotel owner.

The source said: “It was not surprising that the robbers visited the police station the following day and killed about nine policemen in retaliation for collecting N400,000 from them.”

Hotelier docked

Although, the Police has arraigned the proprietor of the hotel before a magistrate court in Ilorin last week for alleged conspiracy in the attack, sources told Vanguard the proprietor challenged the DPO and DCO in Offa to deny if he had not informed them about the bandits when they lodged in his hotel before the attacks on the banks.

Recall that also arraigned alongside the hotelier last week were the accountant, a receptionist, a room keeper and a club house operator of the hotel.

They were arraigned on a two-count charge of criminal conspiracy and causing disappearance of evidence and giving false information to screen an offender.

The Police said the offences contravened Sections 97 and 167 of the Penal Code.

After taking submissions from the Police and defence counsel, the magistrate, Mrs. M. B. Folorunso adjourned the case till May 3 for further hearing.

Meanwhile, spokesman of Kwara State Police Command, Ajayi Okasanmi, told Vanguard yesterday that he was not aware of such information.

His words: “If the hotelier actually gave the Police information about the suspects in his hotel, why didn’t he deny them lodging? To me, it is an afterthought.”

The alleged victim of sexual harassment by a lecturer in the Department of Accounting at the Obafemi Awolowo University, Ile -Ife, Osun State, Ms. Monica Osagie, “resorted to self help” through audio recording after two lecturers approached by her for intervention disappointed her, a gender activist who issued a statement on her behalf, Dr. Abiola Akiyode-Afolabi, has said.

Akiyode-Afolabi, who is the Executive Director of Women Advocates Research and Documentation Centre, also said that contrary to claims by the institution, Osagie was never invited to appear before any panel for questioning to expatiate on the issues she had raised in the audio tape.

The activist, in a statement she issued on behalf of Osagie, on Friday, demanded “thorough investigation” into what she called “ sexploitation .”

Akiyode-Afolabi said several efforts made by Osagie in reporting her predicament to two senior lecturers in the Faculty of Administration were unsuccessful as they both refused to intervene, adding that she, therefore, resorted to self-help in documenting her evidence.

She added that Osagie was willing “to appear before any school panel if and when duly invited.”

This clarification came after the press statement by the school management entitled: “Audio Conversation, Obafemi Awolowo University Suspends Prof. Richard I Akindele.”

THE PUNCH reported that Osagie was an MBA regular student of OAU and was said to have gone into hiding since the sex-for-marks scandal broke out

Akiyode-Afolabi called on the school authorities “not to compromise the reputation of this old and respected university and its responsibility for protecting its students in a bid to cover up the unethical and disgraceful behaviour of individual lecturers.

She said, “Contrary to the information coming from OAU, Ms. Monica Osagie was never invited by the school management to appear before any panel. I ( Dr. Abiola Akiyode-Afolabi), have been in contact with Ms. Osagie and has her instructions to inform the management of her willingness to appear before any school panel if and when duly invited.

“In this case in point, Ms. Osagie made the efforts to inform two senior members of the Faculty of Administration about her predicament and no one was able or willing to intervene, leaving her to resort to self-help in documenting her evidence.

“This once again brought into focus the need to strengthen regulations and complaint mechanisms in our institutions, so as not to expose students to unethical advances by randy lecturers.”

President Muhammadu Buhari on Wednesday said many Nigerian youths like free things based on the notion that Nigeria is an oil-rich nation.

According to The Cable, President Buhari made this assertion while speaking at the Commonwealth Business Forum in Westminster.

The president said that Nigeria has a very young population, most of whom were uneducated but wanted everything offered them on a silver platter, just because the country is an oil-producing nation.

“About the economy, we have a very young population, our population is estimated conservatively to be 180 million. This is a very conservative one.

“More than 60 percent of the population is below 30, a lot of them haven’t been to school and they are claiming that Nigeria is an oil producing country, therefore, they should sit and do nothing, and get housing, healthcare, education free,” Buhari said.


The president is expected to meet with business leaders and other heads of state as the Commonwealth Heads of Government Meeting progress through the week.

Meanwhile, President Buhari hosted the CEO of Shell, Mr Ben van Beurden and a delegation of executives. The Managing Director of NNPC and the Minister of State for Petroleum Resources, Ibe Kachikwu.

Governor Yahaya Bello does not need to jump into the fire, yet. The Kogi State governor who had, in fact, sprained an ankle in what might have been a practice match for the big leap, was saved the trouble after President Muhammadu Buhari finally gave the hint that he would run for a second term in office.

The governor had said that if Buhari asked him to jump into the fire, he would. Perhaps the only thing that might have tempted him to jump without Buhari asking is Buhari refusing to run again. The Kano State Governor, Abdullahi Ganduje, has also been saved the trouble of incurring expensive legal fees. Days before Buhari gave the hint that he would re-contest, the Kano State governor threatened to sue Buhari if he decided not to run or delayed the announcement any further.

Also before he was pressed to the edge of the cliff, the Chairman of the All Progressives Congress, John Odigie-Oyegun, had said like it or not, Buhari must run because Nigeria had no alternative. The surprise is not the vows of extreme personal sacrifice that the Buharists have made to force his hand or their extravagant it’s-him-or-no-other posture. We have seen it many times before.

In an earlier life, Asari Dokubo threatened that President Goodluck Jonathan was incapable of declining to contest re-election. “E no fit na! Ah…How?” Dokubo mused in a video that was aimed below the former President’s belt, targeting his self-esteem. Tompolo, the militant, oil pipeline guardian and saboteur-in-chief, joined in the gravy train to warn that any attempt to stop Jonathan from re-contesting might end the country.

A mini version of this familiar drama was staged years earlier when former army and defence chief, T. Y. Danjuma, said he would go on self-exile if then candidate Olusegun Obasanjo was not elected president in 1999.

Old playbook

The politicians are taking a leaf from the old playbook. There’s a sense in which it seems that Buhari owes these fellows something that he is not even entitled to think about before consenting to.

Much more than his talismanic effect that they think they need to win in their own corner, they probably think he also owes them the nation’s soul as a burnt offering. Or what else do they really want from Buhari? He wants to run again, not because he is convinced it’s best for him or the country; but because “he’s responding to the clamour by Nigerians.”

By the way, a free people do not clamour; they request. But it’s understandable. Bello owes his improbable rise to power to Buhari; and whatever Odigie-Oyegun may be going through now, without Buhari’s backing, he would have been finished long ago. As for Ganduje, he is in the Buhari bandwagon for what he can get – the same motivation that attracted him to former Governor Rabiu Kwankwaso, whom he served energetically for eight years, with the famous double-minded loyalty of many PDP politicians.

The surprise is not the overzealousness of Bello and co. It’s the anguished silence of those who supported Buhari not just in 2015 when he won, but each time on the three previous occasions when he lost. A chunk of his original supporters who lifted him from the deck – those his wife, Aisha, feared might rebel – has been silent, resigned in malicious acquiescence, or stirred up in angry defiance.

When Buhari did not look like it, T. Y. Danjuma was one of the few who not only believed in him, but who also put his money where his mouth was. In the days when Buhari’s ANPP could barely pay for space for a public rally and a PDP arrowhead said candidate Buhari did not know the difference between a Blackberry phone and the berry fruit, Danjuma was among the very few that Buhari could still depend on.

Old chapter, new friends

As at Tuesday when Buhari announced his intention to run for office again, his government’s poor handling of the deadly herdsmen-farmers clashes had put a wedge between him and Danjuma. For the first time in the last 15 years, Buhari would take the plunge unsure of the active support of Danjuma, one of his most ardent supporters now bruised and left stranded by government officials for his frank comment on Taraba.

Tunde Bakare may not have had the same long relationship with Buhari like Danjuma but his honesty and total commitment since he ran as the President’s running mate seven years ago has been tested again and again in recent times. Hours after Buhari signaled his intention to run again, Bakare reportedly told Daily Sun that he would support Buhari, if the president pitched him; but you could almost feel that the hubris of a presidential wedding party train in Kano only hours after the kidnap of the Dapchi girls and the incompetent handling of the herdsmen-farmers’ killings have taken their toll on Bakare.

This was not the Buhari he ran with seven years ago. But why, the bow has left the arrow: he’s welcome to run again. As for Kwankwaso under whose watch Kano delivered perhaps the most consequential single block of votes in the 2015 presidential election, and Governor Samuel Ortom who was, in fact, one of the earliest to endorse a Buhari second term, both have fallen on the wrong side the power play. There is an irrational fear of Kwankwaso’s clout, while Ortom is out of favour for standing up for the people of Benue.

The fire this time


But neither Danjuma nor Bakare nor Kwankwaso nor Ortom matters as much as the hundreds of thousands of young people who had invested their hope in Buhari, eight million of whom have lost their jobs since he took office three years ago – an average of two million plus every year he has spent in office.

It doesn’t matter what those who are happy to be trampled over for Buhari’s re-election may say, he’ll be walking a more difficult road this time. Not necessarily because most second term presidents are victims of a jaded honeymoon, but because he has done little in three years to straighten his own path.

He has been a ceremonial president enjoying the pleasure and entitlement of office, while part outsourcing and part abdicating the dirty work. His wife was right. The rebellion she predicted is on and gaining momentum. But it’s not just among his core supporters, as she had said.

Millions of Nigerians who may not have voted for him but yet gave him the benefit of the doubt that he would be a president for all have been heartbroken and left behind. That forlorn hope, the broken promise, will come back to haunt him, and the latter-day interlopers will find it hard to save him. Yahaya and co would not need to jump into the fire for Buhari. The fire will come to their doorsteps.

Africa’s richest man and President of Dangote Group, Aliko Dangote, said telecoms business in Nigeria thrived because of the initiative of former President Olusegun Obasanjo.

Dangote said this at a business conference organised by the Gateway Partners in Singapore. The video of the conference was posted on Youtube and Facebook on Tuesday.



The billionaire said government policies could either help businesses to grow or kill them.

He, therefore, stated that it took the creativity of Obasanjo to give telecoms companies a tax holiday before they could make profit.

Dangote added, “The telecoms industry wouldn’t have been successful especially in Nigeria when they came in. In Nigeria, we have a tax rule in which we don’t offer any tax holiday or any incentive to services but President Obasanjo was very very creative. That is the truth, not because he is here. I didn’t even know that he was here.

“There was a claim that there would not be any profitability and he said you know what, ‘I am going to give you a five-year tax holiday’ even though it was not in the tax law but as a President he had the prerogative of approving a tax holiday which he did and that was what even allowed them to come in because the calculation was that the entire country, both land and mobile, we had 500,000 lines in 2000 and today, you are talking about 147 million lines.

“So, it depends on the government of the day, it depends on what you can convince them to do and what they are trying to do.”

Meanwhile, Dangote is expected to hold a town hall meeting with the Chairman of Econet Wireless and billionaire businessman, Strive Masiyiwa, at the Obasanjo Presidential Library in Abeokuta.

Masiyiwa said in a Facebook post that they would attend the town hall meeting to discuss the future of African youths.

Obasanjo, who has been advocating for greater youth participation in politics, was said to have convinced the two billionaires at a business conference organised by Gateway Partners in Singapore.



Masiyiwa said, “Mr. Dangote and I have accepted an invitation from former President Obasanjo (who also attended the meeting in Singapore) to hold a town hall meeting in Nigeria in which he will moderate a discussion between the two of us on how Africa can help its young entrepreneurs.

“It will be held at his library in Nigeria, but will be broadcast live. We just have to find a date in our respective schedules. Hopefully we can do it this year.”

Meanwhile, the Coalition for Nigerian Movement led by Obasanjo has slammed President Muhammadu Buhari for seeking a second term in office.

The spokesman for the CNM, Akin Osuntokun, told our correspondent that Buhari had done nothing to deserve a second term.

He said, “He would be required to clearly enunciate the record on which he wants to run for second term. He would have to clarify how his incumbency and the APC government has proven a better alternative to the PDP and President Goodluck Jonathan with whom they steadfastly compare record of failures – not achievements.”

The Minister of Education, Adamu Adamu, on Wednesday said the Federal Government was worried about the low number of candidates seeking admission into its 104 colleges across the country, who registered for the 2018 National Common Entrance Examination.

The minister, in a statement released in Abuja by the spokesperson of the Ministry of Education, Mrs. Priscillia Ihuoma, noted that only 28 candidates from Zamfara State registered for the examination.


Pleading with state governments, heads of schools and interest groups to persuade school-age children in the areas with low registration to register for the examination, he said that a directive had been given to leave the portal open for registration until April 13.

Adamu said the report of a stakeholders’ meeting held recently indicated that Taraba, Kebbi and Zamfara states had the lowest number of candidates who registered for the entrance examination. While Taraba had 95 candidates, Kebbi had 50.


The release read in part, “Ahead of the 2018 National Common Entrance Examination for admission of candidates into the 104 Federal Government colleges on Saturday, April 14, the minister has expressed worry over low registration for the examination so far.

“According to him, the report of a meeting of major stakeholders in the education sector said candidates registered in 2018 stood at 71,294 as against 80,421 that wrote the examination in 2017.


“The report further shows three states with the highest number of pupils registered so far are: Lagos with 24,465 candidates, the Federal Capital Territory, Abuja, with 7,699 and Rivers State with 4,810 candidates respectively. On the other hand, three states with extreme low registration are: Zamfara with only 28 candidates, Kebbi, 50 and Taraba, 95 candidates respectively.”

The minister said the examination would go on as planned and urged state governments, parents, heads of schools and relevant interest groups in areas to take steps to remedy the situation.

The next level of thievery is the installation of a new type of prepaid meter that has been programmed to consume more units. There has been cries all over town about this meter. Yesterday, the electricity distribution company staff came around with generic letters to houses in our neighborhood on their intention to replace the prepaid meter we are using with a new one with suggestions that this one will serve us better and all what not. By "ghost," the KJV translators did not intend to communicate the idea of "the spirit of a deceased person." In 1611, when the KJV was originally translated, the word "ghost" primarily referred to "an immaterial being."

With recent Scripture translations, "Spirit" has replaced "Ghost" in most instances. Some of this came about because words don't always hold their meanings. In the days of Shakespeare or King James, ghost meant the living essence of a person. Looking back, we see that "breath" or "soul" were often used as synonyms of "ghost." During these times, spirit normally meant the essence of a departed person or a demonic or paranormal apparition. With slight exceptions, "ghost" and "spirit" changed places over some 300 years.

The real issue is that both "Holy Ghost" and "Holy Spirit" refer to the Third Person of the Trinity, coequal and consubstantial with the Father and the Son (Matthew 28:19; Acts 5:3,4; 28:25,26; 1 Corinthians 12:4-6). He is the gift of the Father to His people on earth to initiate and complete the building of the body of Christ (1 Corinthians 12:13). He is also the agency by which the world is convicted of sin, the Lord Jesus is glorified, and believers are transformed into His image (John 16:7-9; Acts 1:5, 2:4; Romans 8:29; 2 Corinthians 3:18; Ephesians 2:22). Whichever term we use, we remember that this Holy Ghost is God's active breath, blowing where He wishes, creating faith through water and Word.

They love to see people frightened out of their skin. The more uncomfortable and frightened you are the happier they feel. Therefore, ghosts are associated with banging of doors, hearing thumping footsteps. All these things are possibly to get our attention.

To sum up, ghosts are the stuck souls waiting to pass on to the next realm and continue with the learning process. Whereas, spirits are those that have passed on to the next realm and now are able to fluidly move across different realms and be besides those who need comfort.

The concept of ghost and spirit are entirely based on human beliefs.

Why the word Ghost is still been used is because of the fixation of older Christians with KJV as the version that is "Authorized", which conveys the meaning that no other translation can be better after it. People forget that until the Bible was translated to common language that was also the opinion of the Catholic church about the Latin version of the Bible before reformation by Martin Luther. Actually, the translation of the Bible to common language gave birth to the reformation. Some of the terms and usage of the KJV Bible are from the Shakespearean Era that have become outdated in today's English. So, the word Spirit, in today's English, conveys a more acceptable understanding of what Holy Ghost means.

“We have a few very experienced players, such as our captain John Obi Mikel (Tianjin Teda, China). Our two central defenders William Troost-Ekong (Bursaspor, Turkey) and Leon Balogun (Mainz, Germany) are also very important to us,” the Eagles coach said in an interview with Soccer Laduma.

“We have players such as Victor Moses (Chelsea, England) and Alex Iwobi (Arsenal, England) – they are also very important for us.

“We have many young players, and everyone has a role to play in our team. “But the most important leaders are our captain Mikel, the vice-captain Ogenyi Onazi, and Ahmed Musa also.”

Lagos Govt Reduces Land Use Charge



The Lagos State Government has reduced its Land Use Charge.

According to the state government, commercial fee charge is reduced by 50 percent, while owner occupier third-party fee is reduced by 25 percent and the owner-occupier fee charge is reduced by 15 percent.

This was made known after the executive council meeting which was held today at the State House.

Earlier, the Lagos State government had clarified the figures on the rate for the newly reviewed Land Use Charge Law of 2018.

The state government said that many of the numbers were based on several years of arrears on the levy not paid by affected property owners.

Commissioner for Information and Strategy, Mr Kehinde Bamigbetan, made the clarification to newsmen.

He decried the misconceptions and misinformation about the new law, describing the law as a progressive enactment duly made by the House of Assembly and handed over to the executive for implementation in the overall interest of the people.

The commissioner specifically dismissed the humongous figures being bandied about on the social media, saying many of the calculations were based on arrears of many years of non-payment.

But these clarifications did not go down well with Nigerians as members of the Nigerian Bar Association (NBA), Ikeja Branch on Tuesday staged a protest over the reviewed Land Use Charge Law in Lagos State.

The lawyers during the protest marched to the Governor’s Office in Alausa, Ikeja, the state capital, carrying a banner and various placards with inscriptions lamenting over the law.

They also chanted solidarity songs expressing their disapproval over the increase in the land use charge.

The lawyers were joined by other civil society groups as they walked from the Bar Centre of the Ikeja High Court and then to the Governor’s office.

The Lagos State Government, in its desire to build world-class infrastructure and improve the well-being of its citizens, reviewed the Land Use Charges payable by all property owners. This exercise was received with mixed feelings by various interest groups who expressed serious concerns.

In line with this administration’s tradition of inclusive governance and civic engagement, and as a Government that is committed to the welfare of its citizens and understands the importance of continuously engaging the populace, we undertook extensive dialogue with various stakeholders on the Land Use Charge (“LUC”) revised Law and its implementation.

Consequently, we received a wide range of responses from our dialogue with various stakeholders on the amended LUC Law 2018. The stakeholders included the Organised Private Sector, Nigeria Bar Association, Real estate investors & developers, Landlord & Resident Associations, Community Development Associations, Civil Society Organisations, Lagos Chamber of Commerce and Industries (LCCI), Nigeria Institute of Estate Surveyors & Valuers and several other professional groups.

These various interactions formed the subject of extensive deliberations at the meeting of the Lagos State Executive Council on Wednesday, March 14th, 2018. The Lagos State Executive Council chaired by His Excellency, Mr. Akinwunmi Ambode, therefore resolved as follows:

Commercial Property: Commercial Property owners, who are undoubtedly the stakeholders mostly impacted by this amended Law will be granted 50% discount. This means a commercial property valued at N20 million which was earlier billed N91,200 will now pay N45,600 per annum.
Property Occupied by Owner and Third Party & Property Used for Industrial and Manufacturing Purposes: These categories of property will now enjoy 25% discount. This means that a N20 million property expected to pay N30,720 will now pay N23,040 per annum.
Owner-occupied Property: This category of property will enjoy 15% discount. For a N20 million property, this used to be N9,120. Now, it is N7,752 per annum.
The penalty regime for late payment of LUC has been waived completely. Therefore, LUC payers who have received their bills will no longer be penalised for late payment of bills issued in 2018, thereby providing additional relief to LUC payers.
Other rates and reliefs, apart from the ones stated above, will remain unchanged and will be implemented as stipulated by the Law. These include 40% general relief, 10% for 70 years and above, 10% for properties owned by persons living with disability and 10% for properties that are 25 years old and so on and so forth.
Owners of Property across all categories will now be allowed to make payments by instalments. This will help to reduce the burden of taxation on our citizens.
We appreciate and commend property owners of all categories who have performed their civic duties faithfully by paying the LUC. Consequently, as a result of these new measures, those who have paid the original amount will be awarded tax credits to the extent of the excess amount paid and carried forward to next year.
It is our fervent desire to ensure that we empower every property owner with the self-assessment provisions of the law. Therefore, we shall forward to the Lagos State House of Assembly for review and passage the following regulations:

a) The Regulation for review of applicable rates and regime of reliefs on Categories of Properties pursuant to LUC Law.
b) The Regulation for a framework for self-assessment
We implore all stakeholders to participate effectively in the legislative proceedings and sincerely appreciate them for trusting the current administration with the responsibility of investing the revenue from LUC in infrastructure renewal and overall development of our State. We will continue to make your tax work for you.
