Nigeria servicing debt with more than 50% revenue – IMF

The International Monetary Fund on Thursday painted the precarious situation of the nation’s economy in particular and Sub-Saharan Africa’s, in general, going by how much the country and the region spend on debt servicing.

According to the Breton Woods financial institution, Nigeria spends more than 50 per cent of its revenues on servicing debts, a situation that does not give room for other necessary expenses.


Speaking at the presentation of the Regional Economic Outlook for Sub-Saharan Africa – Capital Flows and the Future of Work in Abuja on Thursday, Senior Resident Representative and Mission Chief for Nigeria, African Department, Amine Mati, put Nigeria’s growth rate for 2018 at 1.9 per cent.



Mati said that although Nigeria’s debt to Gross Domestic Product remained low at between 20 and 25 per cent, the country spent a high proportion of its revenue on debt servicing as a result of low revenue generation.

For Nigeria, he added, the debt servicing to revenue ratio was more than 50 per cent while for sub-Saharan Africa, the rate was about 10 per cent; a figure he said was too high and reminiscent of what the region went through in the period following debt relief at the beginning of the 21st century.


Mati said, “Security issues are exacting a significant human toll in a number of countries. Debt to GDP ratio is increasing in the past five years. Public debt is diverting more resources towards debt servicing.

“The interest rate has gone up to where they used to be around the year 2000 before the debt relief. The adjustment has relied on spending compression rather than revenues mobilisation. Meeting the Sustainable Development Goals will require stronger growth and more financing.”


The IMF top-notch said that the sub-region needed to create 20 million jobs every year and added that the situation was even more precarious with the Fourth Industrial Revolution lurking around.

“Policies are needed today to create more jobs in the coming years. Twenty million jobs are required every year in Sub-Saharan Africa to meet the SDGs. Job creation is complicated by uncertainty to which technology replaces labour,” he said.


Speaking at the event, Director General of the Debt Management Office, Patience Oniha, stated that it was important for the government to borrow especially given the nation’s low revenue generating capacity.


She contended that without sufficient revenue and with the recession that the country found itself between 2016 and 2017, the government had no option but to borrow and spend the country out of recession.


Oniha said, “We are borrowing to be able to increase forex availability. The government needed to borrow in order to spend the country out of recession.”

She disclosed that the government had proposed to borrow N1.5tn in the 2019 fiscal year, adding that borrowing had reduced as the nation was now out of recession.

Justifying this viewpoint, Oniha said that in 2016, the Federal Government borrowed N2.5tn which was approved by the National Assembly while it proposed to borrow N1.64tn in the current financial year.


In 2019, she added, the proposed debt of N1.5tn had gone further down. She added that the government had taken steps to diversify the economy and increase tax collection which she said was lower than in most countries of the Economic Community of West African States.

The DMO boss differed with the opinion of a questioner who argued that the infrastructure in the country had been decaying despite increased borrowing in the last three years.


However, a Non-Governmental Organisation, Social Action, has berated the government for its inclination towards borrowing.

President Muhammadu Buhari has quietly appointed his son-in-law as the head of Nigeria’s Border Communities Development Agency.

Junaid Abdullahi, a retired Army captain, assumed duties at the agency on a low-key on October 18.

He was married to Zulaihat, Mr Buhari’s first daughter who passed away in 2012 from childbirth complications. She was 40.

Mr Abdullahi took over from Jummai Idakwo, the former director of the agency.

Such appointments are usually announced by either the Presidency or the Office of the Secretary to the Government of the Federation.

It was not immediately clear why both institutions kept a sealed lip over the appointment.

A government source who learnt about the appointment last month said it might have been hushed to save Mr Buhari the trouble of again being accused of nepotism.

The president has faced regular allegations of being sectional, with critics saying his appointments have been lopsided since he assumed office in 2015.

His critics often raise concerns about how most key federal appointments, especially top national security positions, have been ceded to northerners.

Last week, the presidential candidate of the Allied Congress Party of Nigeria, Oby Ezekwesili, said Mr Buhari was Nigeria’s “most nepotistic” leader ever.

Mr Buhari has repeatedly denied the allegations, and often urged Nigerians to scrutinise his appointments, after which they are likely to reach a different conclusion.

Vice President Yemi Osinbajo has also said the administration’s appointments are not lopsided, and suggested that more seats have gone to the south than the north under Mr Buhari.

Doctors’ resident training now for seven years, says FG


The Minister of Labour and Employment, Chris Ngige, on Wednesday, said the Federal Government has decided to approve seven years tenure doctors’ resident training.

Ngige said this while briefing State House correspondents of the outcome of the weekly meeting of the Federal Executive Council at the Presidential Villa, Abuja.

“Government has fixed a tenure for doctors’ resident training at seven years. It is not a permanent job,” the minister said.

He explained that the decision was taken based on the report of a technical committee presented to the government.

As part of the recommendations in the report, Ngige said the government was also demanding that there should be tenure of a maximum of two terms for executives of trade unions.

PUNCH newspapers correspondent in Plateau State, Friday Olokor, has been arrested by some soldiers in Jos, the state capital.

Olokor, who had reportedly gone to eat at a restaurant, Anne Breeze Restaurant, in the Rayfield area of Jos, was picked up by masked military officials around 9.15pm on Saturday.

PUNCH Metro gathered that the soldiers, who were attached to a special quad in Maiduguri, Borno State, were recently deployed in the state by the Chief of Army Staff, Lt. Gen. Yusuf Buratai, over the ethnic and religious crisis in Plateau State.

The soldiers were also reportedly involved in the investigation into the circumstances surrounding the disappearance of a retired army General, Mohammed Alkali.

Alkali went missing on Monday, September 3, 2018; a day after some gunmen swooped on Dura-Du in the Jos South Local Government Area of Plateau State and killed 13 persons.

Some people had been arrested by the military before Olokor was picked up at the restaurant together with 36 other residents of the area.

The 49-year-old said he initially thought that the soldiers were bandits, adding that despite identifying himself with his PUNCH identity card, he was thrown into a truck.

He said, “On Saturday, October 6, 2018, I went to buy potatoes and eggs at the popular Anne Breeze Restaurant. The waiters had not brought my food when soldiers (about 30 of them) in two trucks, all masked and armed, swooped on the place, shot indiscriminately and arrested everybody.

“My initial feeling was that they were either Fulani herdsmen (who had been a thorn in the flesh of the Berom ethnic group), fake soldiers in military uniform or Boko Haram insurgents, because many of them were masked.

“Passersby were not spared; women and other residents of the area were arrested. I identified myself as a journalist with The PUNCH, but they did not listen to me; they refused to see my ID card. We were 37 victims of the invasion; 28 men and nine women.”

The reporter noted that the raid was led by one Captain Rabiu of the 3 Division of the Nigerian Army Headquarters in Rukuba Barracks, Jos.

He said while two elderly men in their mid-70s, including a retired Chief Superintendent of Police, Chuwang Choji, and his son, were arrested, a serving Army General who was “drinking with a young woman” was spared.

PUNCH Metro learnt that the government, due to the crisis in the state, had imposed a curfew from 10pm till 6am.

The invading solders also picked waiters at another drinking joint called Big Daddy and many other persons by roadsides who were trekking to their homes.

“Three persons who came as wedding guests from Makurdi and Keffi, including the Information and Protocol Officer of Nasarawa State University, Keffi, Abraham Ekpo, were unlucky. They were accommodated in a hotel in the vicinity of Steffans Night Club and had just decided to take a walk when they were arrested.


“As the soldiers took us away, we were told to put off our telephones. The law was that you don’t talk, you don’t move and even when faced with the call of nature, you are in trouble.

“All the men were driven to the 3 Division of the Nigerian Army in Rukuba Barracks, Jos, and kept in an uncompleted building. They confiscated all our belongings, including telephones, money, ATM cards and house keys.

“All the male suspects in captivity were chained in pairs, hands and legs. If one wants to answer the call of nature, his partner must go with him, under the tight security of a soldier.

“The nine women among us, including the owner of Anne Breeze Restaurant, were kept in a separate place as a form of preferential treatment. The rest of us were in the uncompleted building, which was manned by heavily armed men of the military police.

“The room the 28 of us were kept cannot take 10 persons ordinarily. We were bitten by mosquitoes. Throughout our stay, one young soldier kept issuing threats.

“Before we slept, they gave us the opportunity to go out to urinate; but at bedtime, that grace stopped. We had to urinate in a plastic container. A very old Plateau native urinated more than 10 times before daybreak. Baba said he was sick and on drugs which had been responsible for the constant need to urinate. On one occasion, he had to spill it on the ground as he did not get quick permission,” Olokor added.

The victim said the following day, he was called and interviewed about “five times,” adding that the soldiers took his photos and house address and those of the other detainees.

He said his pleas that he was a journalist and had only gone to eat fell on deaf ears.

“They never answered me until I met a responsible officer during one of the interview sessions. I told him that I was working on the press statement sent to me by the Deputy Director of Army Public Relations in 3 Division Nigerian Army, Col. Kayode Ogunsanya, when the invaders struck.

He instructed that they should get my phone; he saw the details of my chat with Ogunsanya and he said I should wait.

“When Ogunsanya came, he confirmed that we had been communicating. He was dazed that despite introducing myself, they still held me. He promised to ‘do something.’

“Despite that, I and others were still held for over seven hours before our eventual freedom,” Olokor said.

The Chairman of the Nigeria Union of Journalists in Plateau State, Mr Paul Jatau, condemned the action of the soldiers.

He threatened that if nothing was done to redress the wrong, journalists in the state would refrain from covering activities of the military.

He said, “We have been working with the military as partners and unfortunately they chose one of our own for maltreatment even after he introduced himself as a journalist. We condemn what they did and we have told them in a statement that if something is not done, we may ask our members to suspend coverage of the military activities.”

The Deputy Director of the Army Public Relations, 3 Division, Ogunsanya, said Olokor was at the wrong place at the wrong time.

He said, “You know there is curfew in Jos. We are looking for the retired army officer and where he went to eat was close to the scene. There was a raid in the early hours of the curfew; two bars were raided at the same time. He was unfortunate to be in one of them.

He was picked up and taken to the barracks. When I was told that a journalist was there, I asked them to release him. I even gave him an escort that saw him off.”

PUNCH newspapers correspondent in Plateau State, Friday Olokor, has been arrested by some soldiers in Jos, the state capital.

Olokor, who had reportedly gone to eat at a restaurant, Anne Breeze Restaurant, in the Rayfield area of Jos, was picked up by masked military officials around 9.15pm on Saturday.

CBN warns of another looming recession




The Monetary Policy Committee (MPR) of the Central Bank of Nigeria (CBN) on Tuesday warned that the economy may recede again into recession unless concrete steps were taken to implement the 2018 budget, create employment and increase the minimum wage.

This is just as seven of the 10 members that attended voted to retain all the policy rates including Monetary Policy Rate (MPR) at 14 per cent; Liquidity Ratio at 30 per cent; Cash Reserve Ratio (CRR) at 22.5 per cent; and Asymmetric Corridor of +200 and -500 basis points around the MPR
Briefing journalists on the outcome of the meeting which held on Monday and Tuesday, Governor of CBN, Mr Godwin Emefiele said “the committee was concerned that the exit from the recession may be under threat as the eco0nomy slowed to 1.95 and 1.50 per cent during the first and second quarters of 2018 respectively.

“The committee noted that the slow down emanated from the oil sector with strong linkages to unemployment and growth in other key sectors of the economy.

“In this regard, the committee urged the government to take advantage of the current rising trend in oil prices to rebuild fiscal buffers, strengthen government finances in the medium term and reverse the current trend of decline in output growth.”

According to him, MPC noted that “though growth remains weak, the effective implementation of 2018 Federal Government budget and policies that would encourage credit delivery to the real sector of the economy may boost aggregate demand, stimulate economic activity and reduce unemployment in the country.

Did Adeboye make any STATEMENT when his Deaconess was killed in Abuja or Bridget killed in Kano?

What STATEMENT has he made to identify with persecuted, displaced and bereaved Christians in the middle belt since the government he supported came into power?

By statement, I mean 'actions' & strong statements that shake government and enemies of the Christian faith.


Calling Adeboye a Christian leader is an insult to the Christian faith. He's at best RCCG (denominational) leader, and it's time the media stopped referring to him as a (National) Christian leader.

First of all, you are entitled to your opinion. This is just a rant. If you have experienced leading people or know what it involves you will know that the leadership mindset of a motor park tout, a national union leader and a global influencer are different. They are not the same. You may have expectations of how they should lead but they will lead from the standpoint of what they are seeing and what they know. Leaders like Adeoye are not elected by popular opinion. They exercise oversight over Christian across nations because they have built the capacity to be respected even when they are not liked. How many leaders in Nigeria commands respect across denominations like he does? He does not need anyone's vote. You can not ignore what he says because he is not flippant.

For your information, I am not a member of RCCG, but I respect them.

Don't get me wrong, I'm against any sort of corruption, but there are so many men in Nigerian politics today who came through the back door! And there are so many corrupt politicians (men) of course, Walking freely without being disturbed or pressurised to step down. BREAKING: Buhari replaces Seiyefa, names Bichi new DSS DG



President Muhammadu Buhari has approved with effect from the 14th of September, the appointment of Yusuf Magaji Bichi (fwc), as new Director-General (DG) of the Department of State Service (DSS).

He replaced Matthew Seiyefa, who had headed the outfit in an acting capacity since August 7, 2018.

Seiyefa, from Bayelsa State, assumed the position as the most senior member of the service following the removal of the substantive DG, Lawal Daura, over the siege on the National Assembly.

According to a statement issued by Garba Shehu, Senior Special Assistant to the President

(Media and Publicity), the new appointee is a core Secret Service operative.


He attended Danbatta Secondary School, the Kano State College of Advanced Studies and the Ahmadu Bello University, Zaria where he graduated with a degree in Political Science.


The new Director-General began his career in the security division of the Cabinet Office in Kano, from where he joined the defunct Nigerian Security Organization (NSO), the precursor of the present DSS.

Bichi has undergone training in intelligence processing analysis, agent handling recruitment and intelligence processing in the UK, as well as strategic training at the National Defence College.


The new DSS boss comes to the job with skills in intelligence gathering, research analysis, conflict management, general investigation, risk and vulnerability operations, counterintelligence and protective operation and human resources management.

In the course of his career, Mr. Bichi has worked as the State Director of Security in Jigawa, Niger, Sokoto and Abia States.

He was at various times the Director, National Assembly Liaison, (National War College), Director at National Headquarters in the Directorate of Security Enforcement, Directorate of Operations, Directorate of Intelligence, Directorate of Inspection and Directorate of Administration and Finance.


He also served as Director at State Service Academy.

Mr Bichi is married and with children.
