The answer they gave to it is (E).But I think it should be (A) because The employer and his representative are two people(ie plural) and one of the rules of concord states that plural subjects take plural verbs.

It seems that UI is going to defy JAMB's order that DECISIONS ON FIRST CHOICE CANDIDATES MUST BE COMPLETED BEFORE 15th OCTOBER 2017.
