No, it's not a glitch. Device to Router speed test measures the quality of your connection from your device (Phone, PC etc) to the router.

Typically, the closer you are to the router, the higher your speed. It's not an internet speed measure, just connection quality from device to the router.

the max speed I have gotten in a speed test is 260mbps(32MB/s) and I have gotten it more than once but while downloading a large file like a video game of 40gb size, I download at an average speed of 15MB/s. If you watch the video, you would notice that his actual download speed, not downlink speed, is hovering around 200MB/s. That's why I said it's unreal.
