Hello...there are a lot more Tecno users on this forum than there are Gionee users and enthusiasts combined, so naturally one should expect to see more activity - including screen shots - in the Tecno threads. Having said that, a whole lot of screen shots have been posted by kind & deft users on this thread already. But, seriously, this news item is not simply pointing to an administrative bottleneck...it points to an administration that is increasingly being unable to properly manage its financial portfolio. And, from repeated indications, the shoddy manner NNPC's accruals are being managed is a major factor.
It is not a good or encouraging sign.

Politics › Is Nigeria Broke? by duwdu(op): 8:18am On Sep 24, 2013*. Modified: 8:36am On Sep 24, 2013 |
Dear Nairalanders; The subject matter appeared in The Guardian Newspaper of Lagos this morning, and is quoted below.. FG, States Can’t Share Revenue as Cash Crunch Deepens...Is Nigeria Broke?
• Finance commissioners reject N548.393b
• Insist on inclusion of N75b by NNPC
• Govt pays N46.971b to oil marketers
IS Nigeria broke? Notwithstanding the vigour with which officials of the Federal Government may respond with a no, they would not have the support of finance commissioners who returned to their states from Abuja Monday empty-handed.
They were in the federal capital to get their statutory revenue allocation from the Federation Account. But a shortfall of N75 billion from the last month’s revenue which could not be remedied by the Nigerian National Petroleum (NNPC) aborted this.
The commissioners and their accountants-general who were gathered for the second time this month to share revenue for September on the instruction of their governors, turned down the N548.393 billion revenue for the month, insisting that NNPC must clear the outstanding N75 billion before they could settle down for the distribution of the current revenue.
This came as the Ministry of Finance Monday announced the payment of N46.971 billion of petroleum subsidy claims to verified oil marketers. This brought the total payments so far in 2013 to N287.351 billion.
The rejection of the N548.393 billion by the states was against an appeal by the Accountant-General of the Federation (AGF), Mr. Jonah Otunla, who presided over the second Federation Accounts Allocation Committee (FAAC) meeting. He had assured that the outstanding N75 billion would be provided by the NNPC soon.
Otunla said the September’s revenue was an improvement on that of August and told the commissioners: “The Office of the Accountant-General of the Federation has received assurances from the NNPC that the issue will be dealt with with dispatch and a positive outcome is expected soon.”
This explanation did not go down well with the commissioners. Their Chairman, Mr. John Odah, expressed disappointment and said the Federal Government was treating the states with contempt.
He told journalists after the botched meeting: “We told them not to invite us until all issues are settled. Today by 8.00 a.m., the AGF called me that the minister asked him to preside. He said I should come with the commissioners. I made calls to some of them; we are just coming back from him. He said he wanted to let us know that there was no change. We asked him the need for the invitation and he said the minister asked him to invite us. He was reminded that he had always been asked by the minister to chair the meeting when there was any problem. He could not proffer any solution.
“The minister said they could not dip hands in the reserve which made us to believe that NNPC has brought in something.
“Today, we have come for the second time within the month of September and the FAAC session ended in a stalemate. We were invited by Minister of State for Finance who is the chairman of FAAC but we have not seen him. The AGF had addressed a few of our executives and told us nothing was available. We appreciate the efforts of the AGF but the minister has chosen the path of treating our case with levity. We have been slighted, to the extent that the interests of our states and local councils are suffering. He has treated us with contempt and treated our states and local councils with contempt. One condition we gave was that we should not be invited again until the situation improves. But right now, there is no improvement. We have demands, augmentations and differentials in benchmark which we listed.
“We agreed that there would be no further augmentation in order to clear the backlog. But up till now, no augmentation, no clearing of the backlog. The worst effect of this is that it is having a retrospective effect on the states and local councils. The states rely on the budget in order to secure financial commitment and handle security issues and issues of contractors. Just clear the backlog and we get along. But today, nothing. It is the reason the commissioners of finance, accountant-generals with directive of the governors cannot review our positions. To have called us without any improvement on our demands is a great slight and has shown that the minister does not brief the President. We know the President as a good leader with listening ears who would have attended to this problem immediately if he was aware, but it is like Ngama goes to tell him he will control us. We do not support this situation. The minster should be competent enough and show that level of competency. The minister is running FAAC as his own show; FAAC is degenerating into a different thing.
“It is like the states are being starved by the minster,… handle the dog with great starvation and whichever way you want him to turn he will turn. We are not dogs; we respect the President and are calling on him to hear this.”
Meanwhile, the Federal Government reduced public spending on oil subsidy payments from N2.2 trillion in 2012 to N971 billion . This represents a reduction of over N1.2 trillion or 56 per cent.
Speaking on the issue, the Co-ordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, recalled the background to the issue which generated immense public concern.
“In 2011, there was a huge public outcry. As a result, this administration has worked hard to clean up the process of subsidy payments. In response the ministry set up the Aig-Imoukhuede committee which investigated the subsidy payments. The committee was later elevated to a presidential committee by the President.
“We also hired new auditors and we put in place different checks and balances. As a result, last year, we brought subsidy payment down to about N950 billion, and we expect that this year, we will pay about N971 billion.
“I believe this is a huge achievement for which the Jonathan administration deserves some credit, something that should make Nigerians proud of their government.” Source: https://www.nairaland.com/newtopic?board=20Dear Nairalanders, your thoughts? P34c3 |

sylaz: I think godvilla said something about the whole phone been 4 inches not just the screen alone. Please is this true?? You're misquoting @Godvilla ooo.. What was said - which is correct - is that it is the screen by itself that is 4 inches ĺacross its diagonal.) When a phone is said to have an "X-inch" screen size, it refers strictly to the screen...it doesn't have much to do with the other/overall dimensions of the phone. To clarify further, two phones can have the same size screen, but the total size of one of the phones may be bigger/larger than the other, because the larger phone has a larger area around the screen where the body would normally be gripped. Hope that helps a little. Good luck. P34c3 |
Politics › Okogie On 2015: Don’t Run, Jonathan, Don’t... by duwdu(op): 5:41am On Sep 22, 2013 |
Dear Nairalanders; The following was just sighted as the primary news item on the front page of The Guardian Newspapers of Lagos. Enjoy. Okogie On 2015: Don’t Run, Jonathan, Don’t...
Sunday, 22 September 2013 00:00 By Gbenga Salau News -
THE Archbishop emeritus of the Catholic Archdiocese of Lagos, His Eminence, Anthony Cardinal Olubunmi Okogie, has advised President Goodluck Jonathan to jettison the idea (if any) of running for a second term in office in 2015.
In an exclusive interview with The Guardian, Okogie said “the handwriting on the wall,” does not favour it, even as the election date is two years away.
Making direct reference to the alleged “third-term bid” of former President Olusegun Obasanjo, the Archbishop, who decried flattery and sycophancy ‘in high places,’ stressed the need to keep political agreement, if any.
According to Okogie, by 20015, the incumbent President would have served the country in that capacity for, at least, six years, the number of service years, which, he said, is enough for modest contribution to national development.
“If I were Jonathan, I will not try it (running for a second term), because the writing on the wall does not favour it. We have not even got to 2015, (yet) there is so much sycophancy and flattery. It is like telling Okogie now to go into politics: ‘come, you are the kind of person we want;’ you think I’m stupid?”
He continued: “Jonathan will be there for almost six years; there was a time, he was Vice, and now President for four years. What is he looking for again? It is just like comparing it with Obasanjo; what was Obasanjo looking for in third term?
“You know what happened then. Apart from the story that Jonathan made an agreement that he would do just one term, if it is true, do you think those who were there when he said ‘just one term’ are stupid.”
The Bishop Emeritus also expressed dissatisfaction with the manner the Nigerian elite go about the business of politics, describing it in the words of late musician, Fela Anikulapo Kuti, as “chop I chop.” He also condemned corruption and the killings in Nigeria.
“And why are so many people running into politics? 2015 is two years away; see how they are killing themselves. Who even knows who will get to 2015? What do you think they are looking for, money? Nothing else. They are not patriotic; they are not. All our political leaders, how many of them can beat their chests to say they are patriotic. It is just gimmick and pancake that they are doing.”
FULL INTERVIEW
Anthony Cardinal Olubunmi Okogie, 77 is a Catholic Priest and social crusader. He was ordained a Priest in 1966, at the age of 30; five years after in 1971, he was appointed Auxiliary Bishop of Oyo. After serving in that office for two years, he was promoted the Archbishop of Lagos in 1973 and got elevated to the office of Cardinal in 2003. As a Priest, Okogie did not only lead his sheep along the path of righteousness, he also stood for less privileged persons and spoke ceaselessly on their behalf. He was quick to join issues with governments whose actions and decisions do not favour the people. Now in retirement, he spoke to GBENGA SALAU on a range of issues concerning the country and his faith.
SOME people have argued that Nigeria has not achieved much in spite of her resources, because religious leaders tend to romance the political class, instead of calling them to order when the need arises; do you agree?
I will not agree with you that it is only the religious leaders that are romancing with the political leaders; I do not think it is true. It is the society as a whole, and people like to romance where the pasture is green. But unfortunately, religious leaders happen to be among them and they are members of the society, so we cannot exclude ourselves. It is a pity that a good number of those who call themselves religious leaders today are not religious leaders; they only became religious leaders because they want to feed their tummy and because the Bible and the Koran is available for everybody. And they feel they can take it up, read and interpret it to suit themselves; but no way. And this is why they are not keeping to their calling
Unfortunately also, all these people who form churches get approval from the Corporate Affairs Commission (CAC). When we were there in Christian Association of Nigeria (CAN), we told them, they have no right to approve any church because the church is something spiritual, even the Lord Jesus Christ said that you should give unto Caesar what belongs to Caesar and to God what belongs to God.
Churches belong to the spiritual spheres. For example, any religious leader that dabble into politics, I do not say that politics is bad because it is part and parcel of us, but the problem is that when they go into politics, they forget that is not there field. For CAC, we tried to tell them that they have no right to license the formation of a church. Already, we have about two or three associations that cater to religious groups, so these large groups, when somebody comes up to say he wants to form a church, why not send him to these groups, let them screen him, whether he is genuine or not. Not CAC, which is for business, that is why most of these people, when they are licensed they go into business and they say they are preaching the gospel and show you the certificate from CAC to back up their work. Who is at fault? It is not our fault and this was what we were fighting for when CAN began. This is it.
Because of the love of money and materialism, things began to take another different shape. The religious leaders began to say, ‘why can’t I do this or that, after all, I am a human being, God says this, God said that;’ who ever heard from God. It is the conscience that dictates all these things. And if you read the Bible properly, you cannot serve God and mammon together, it is not possible. This is why these people mislead their followers and are always after money. For instance, what does a religious leader have to do with a jet plane or many wives? The Bible says we are in the world but not of the world. So they want to be in both, they cannot.
Therefore, how can we attain development when those who are supposed to knock you on the head when you go wrong, are not there? This is the problem and this is what we have at the moment and how many religious leaders can you point to that are straightforward and godly? There are lay people today who are far better than religious leaders, but they also keep their mouths shut. But I also wonder, why can’t they talk too because they are part of the society. So that is why I said it is not only religious leaders. It is just greed and a lot of religious leaders have lost their calling and they have nowhere to go; that is why they are pushing on. Some are even going into politics. I often see commissioner so, so, so with Reverend title before his name, what is he looking for there. Are we saying we cannot sanitise these places from outside, because good example teaches best? So what are you looking for inside? Once you are there, gradually with time, you will want to play along. This is the problem.
But has the church provided good example?
This is because .... Read the rest of the interview at: Source: http://www.ngrguardiannews.com/national-news/133511--okogie-on-2015dont-run-jonathan-dontP34c3

Deruze: its 4.1 tecno L3 bush4ker: then it should work without tun.ko No phone under ANY Android OS can work with DroidVPN without its own compatible tun.ko module already present. And, not all devices with OS 4.0 & above have a compatible tun.ko module already installed or embedded from the factory or via a custom ROM oo...especially if it is not a mainstream phone. Unfortunately, all OS versions need a compatible tun.ko module. So, if a compatible tun.ko module is not already loaded on your phone, & the tun.ko installer cannot locate & load one for you from the DroidVPN database, then I'm afraid you're out of luck, & you can't use DroidVPN in the meantime. You just have to make a request & wait for someone to upload a compatible one for your phone to the DroidVPN database, so the installer can help you load it. Sorry, there's no other way around it - at least not that I know of. Good luck. P34c3 . |

Nokia is still well respected AND trusted to provide superb hardware for the buck. The company will have good success if, somehow, it manages to switch to the Android OS for the company's superb hardware.
Unfortunately for Nokia (as led to destruction by Elop,) Microsoft will lose a lot of face and followership should the Android OS take over on Nokia hardware. Because then, there'd be no going back and no more saving grace for the Windows OS on mobile devices.
Otherwise what other thing/point does Microsoft intend to achieve/prove with a dwindling three percent share of the market for mobile devices? SMDH.
I honestly wish and pray that Microsoft would just let Nokia go. That way, Nokia should find its legendary mojo back.
And we consumers will be the happier for it. Nokia will also start making sustainable money and profit again.

Sincere 9gerian: Only few weeks ago, you were among those who condemned the attempt by 5 members of Rivers State House of Assembly to take over the leadership of the house. But today, you'r excited about attempts by 7 governors to take over a party with 16 governors. That is the proper definition of HYPOCRISY, a very COMMON ailment in Nigeria.
Meanwhile, the renegade PDP members do not qualify to called a faction of PDP. By law, a faction of a political party must emanate from divisions in the National Working Committee of the party. It is not enough for some losers to walk out of a convention ground and make bogus claims. First. Apples and oranges. The consequences of just governors voting solely within a committee of equals, and without any constitutional or pending national election backing it, are tiny, compared to those already beginning to manifest when it comes to that involving an entire political machinery - the executive and legislators at both state and federal levels. Second. The law does not say that the NWC must break up before a party is deemed to have broken up. In any case, the NWC derives its power/mandate from the NEC. As it stands today, the NEC (or is it the neck?) of the PDP is broken in two. Maybe not in equal halves, but nevertheless broken apart in two. So, you were reaching there. P34c3 |

While I doubt this news? When did the certificate get missing? Who have been in the possession of this certicate all this while? Was atiku still in possession of this document even as the AC presidential candidate? If the mere possession of this document could confer authenticity on a faction why didn't he use it against Obasanjo in 2007? You're just a rambler or a cofused soul, or both...as your questions are just repeats of those already asked or answered in this short thread. The answer already given to your earlier question regarding 2011, could apply to your 2007 one as well, for all anyone cares. But... Why I'm I not surprised? Instead of acknowledging it whenever you're owned, as with the answer to your question regarding 2011, you just move on to your next rabble rousing "project." What a life. P34c3 |

Kairoseki77: Why are you posting every member of the House of Reps as though they are all PDP.
You really need to learn how to count and basic math. What matters is what percentage of PDP is moving to the new faction, not how many are in the House of Reps in total.
To spell it out for you - With this move GEJ's PDP controls 148 House of Reps seats, while the opposition (APC + New PDP) controls 212 seats. This has put the House of Representatives firmly in the hands of the opposition.
The 22 Senators that joined New PDP yesterday have similarly given the opposition control of the Senate. With GEJ's PDP currently holding 50 seats, and APC + New PDP holding 59.
The 7 Governors that joined New PDP have also given the opposition the majority of the Governorships in country, with 16 Gov's being GEJ's PDP and 19 being APC + New PDP.
It's like we just had a major election without anyone knowing it. The opposition is now in control of the Senate, House, and has most of the Governorships.
We will have to wait to see how many more PDP people leave to join either New PDP or APC. 7 Governors, 22 Senators, and 57 House of Reps members in three days...is a lot. Very well said, thank you. Couldn't have put/articulated it any better myself. As for that clueless, lone ranger, sabre-rattling, straw holding chukwudi-fake-44-year- old poster, just leave him/ her....he/she will soon "know where the rest of his/her body belongs," then repent. :-D P34c3 |
