These institutions are usually set up from charities of members but once started are made self sustaining to enable payment of staff and general maintenance.
When students can no longer pay fees and patients can't pay bills, what it means is that staff and infrastructure suffer.
When charity from members reduce, orphanages, old peoples' homes and and other asylums suffer.

I don't understand how people view the concept of marriage but a gift to one's wife is a gift to him and vice versa.
