Nigerians on Twitter have been reacting to the decision of the presidency to lock the comment section of the Tweet above on the President's official Twitter handle.

IgbereTV reports that the president had tweeted about the commissioning of the standard gauge railway line from Itakpe to Warri via the steel town complex of Ajaokuta. However, the comment section of the tweets was locked, making it impossible for Nigerians to share their thoughts on the commissioning.

The reactions from Nigerians varied. While some were against the decision to lock the comment section, others pointed out that the presidency opted for the decision to lock the comment section because Nigerians have in recent times spammed the comment section of any of President Buhari's tweets with ''I follow back'', ''Please Follow back''.

Adamu Adamu, Minister of Education, has approved the reopening of unity schools across the country on October 11.

This was contained in a letter signed by the minister on Wednesday, in Lagos.

Mr Adamu said that the approval is for students in junior and senior secondary schools.

He said that the action is to enable students who have been at home since the outbreak of COVID-19 pandemic to complete their academic session which will end in December.

The minister advised that COVID-19 protocols should be strictly observed in the schools to prevent its spread among students.

“However, schools that have not concluded their 2nd term examination should round off and commence 3rd term immediately which is expected to end in December,” he said.

IgbereTV reports that a seven-man gang of hardened armed robbers terrorising Girei, Ganye and Mayo-Belwa local government areas of the state have been arrested by the Adamawa State Police Command

Spokesperson of the command, DSP Suleiman Nguroje, who disclosed this in a statement on Tuesday, September 29, said that the suspects were arrested by police peratives attached to Girei, Ganye Divisions and the Special Anti Robbery Squad (SARS).

Nguroje said that the robbers attacked and robbed three commercial motor cyclists, inflicted upon them severe injuries and carted away their motorcycles.

"Investigation reveals that the dare-devil armed robbers, Kabiru Muhammed , 23, Idris SalisuI, 42, Friday Elkanai, 23, all residents of Wuro - Hausa ,Yola South,LG Lafiya in Lamurde LG and Dikong in Mayo-Belwa LG are members of Hunters Association and eventually betrayed the trust entrusted in them by members of the public,"

"Similarly, on the 27/9/2020 following a credible information, the gallant men of the command attached to special Anti Robbery Squard (SARS) arrested Sadiq Abdullahi, 20, Awal Bakari, 23, Aminu Gidado, 23, and Aliyu Abubakar, 25, all residents of Mayo Belwa local government and recovered two dane guns, four cutlasses, three knives, a set of military uniform and four pairs of dessert boots.'' the statement reads.

Emmy Kosgei, the Kenyan wife of Senior Pastor of the Revival Assembly Church Lagos, Anselm Madubuko, has advised people not to get carried away by certain smiles, friendships and assistance.

According to IgbereTV reports, the gospel musician said that some people use 'awesome dimensions' to get close to others in order to destroy them.

POLICE ARRESTED SIX (6) SUSPECTED RAPE AND UNNATURAL OFFENCE.

On 23/09/2020 about 1300hrs, one Usman Ahmed 'm' aged 46yrs of Unguwan Doya Gombe road Bauchi reported at 'A' Divisional Headquarters Bauchi that, on the same date at about 1100hrs, one Yusuf Yakubu 'm' aged 28yrs of Bayan Ganuwa Yakubu Wanka Gombe road Bauchi lured his son by name Salisu (not real name ) 'm' aged 13yrs to his house situated at Bayan Ganuwa area and forcefully had anal-sexual intercourse with him. On receipt of the report team of Policemen were drafted to the scene victim was taken to General Hospital Bauchi for medical treatment, all suspects arrested and confessed to the crime investigation is in progress after which suspect will be charge to court for prosecution.

Rape
On the 22/09/2020 at about 1100hrs a team of Policemen drafted to Udubo village Gamawa L.G.A arrested the following suspects namely; (1) Sagir Ahmed ‘m’ aged 22yrs, (2) Muhammed Tukur ‘m’ aged 24yrs, (3) Haruna Baba Babayo 32yrs , (4) Musa Dahiru ‘m’ aged 30yrs and (5) Bappah Garba ‘m’ aged 24yrs all of Unguwar Baba and Unguwar Chadi Gamawa respectively, which have been raping one Hauwa (not real name) ‘f’ aged 14yrs of the same address at different times and occasion and given her N200, N500 respectively, when interrogated all the suspects confessed to the crime. While the victim was taken to General Hospital Gamawa for medical attention similarly, the said Sagir Ahmed mentioned above is one of the wanted suspect for the case of Rape. Investigation is in progress after which suspect will be charge to court for prosecution.

Finally, the Commissioner of Police Bauchi State Command CP Lawan Tanko Jimeta psc, call on the good people of Bauchi state to continue exercising their civic responsibility of pointing and giving vital information that may ease Police in its operations to stem the state of all vices of Rape/Crime and Criminality.

Governor Babagana Zulum has talked about the Boko Haram attack he suffered which left some security operatives dead, IgbereTV reports.

Recall that security operatives were killed when insurgents opened fire on the governor’s convoy and another set of vehicles conveying government officials to Baga, a town in the state, for the resettlement of some persons displaced by insurgency.

In a statement released by his spokesperson Isa Gusau, Zulum stated that the ultimate wish of the Boko Haram sect is to take over the state. He prayed for the repose of souls of the late security operatives and also urged all stakeholders to remain committed to ongoing peace building efforts.

The statement read:

“Governor Babagana Umara Zulum is saddened by this unfortunate carnage. He shares the grief of families of these 11 priceless heroes to whom Borno shall remain grateful.

“The governor prays for the repose of their souls and urges all stakeholders to remain committed to ongoing peace building efforts.

As the Edo gubernatorial election draws close, Governor Nyesom Wike of Rivers State has observed that plans are being made by the All Progressives Congress (APC) to manipulate the result of the election.

According to IgbereTV reports, the Rivers state Governor stated this in an interview on African Independent Television (AIT) on Thursday September 17.

Wike who is also the chairman of the Peoples Democratic Party (PDP) campaign council on Edo governorship election, stated that the APC "will be beaten silly in the governorship election" if there are no thugs spearheading electoral malpractices.

He said:

“The IG has said they will not give room to any thugs, to any miscreants, and it is our prayer that is done. If that is done, APC will be beaten silly in this election. If what IG said is carried out, you will see that APC will not near – the only hope they have is to manipulate the security agencies.

“Remember what happened in my case and if you take the case of Rivers state, it was very clear, and the way I see APC going, the desperation is so much and the only hope APC has today is to use security agents, is to manipulate the process.

“Our own business is to let our people know, if you know the police are [compromised], we will not allow it. We want to believe in them but however, don’t slip, don’t slip, make sure you follow them bumper to bumper.

“Make sure you monitor what is happening. Let one policeman tell you that after they have declared results in this unit, that you cannot as an agent, follow that result to the collation centre. That is not correct.

“In some cases, you see security agents coming to even beat the agents of the opposition party. It is not something that anyone will come and tell me that you have assured me that nothing will happen.”

“Everybody knows, go to Edo, they don’t do publicity. They do their thing quietly. It may be different from ours.

The federal government on Wednesday approved the establishment of “ The Proceeds of Crime Recovery and Management Agency, to join the growing list of anti graft agencies established by the government

The government had in efforts to tackle corruption, established the Economic and Financial Crime Commission EFCC Act of 2004, the Independent Corrupt Practices & Other Related Offences Act 2000, the Advance Fee Fraud and Other Related Offences Act 2006 and the Money Laundering (Prohibition) (Amendment) Act 2012.

Others include the Miscellaneous Offences Act, Code of Conduct Act, the Nigerian Extractive Industries Transparency Initiative Act, the Freedom of Information Act 2011, the Fiscal Responsibilities Act 2010, as well as the Penal Code Laws of Federation of Nigeria 2004.

The government also promulgated the Criminal Code Law of Federation of Nigeria 2004, the Banks and Other Financial Institutions (Amendment) Act 1991 and the Failed Banks (Recovery of Debts) and Financial Malpractices in Banks (Amendment) Act 1994.

At the virtual meeting of the Federal Executive Council FEC presided over by President Muhammadu Buhari at the presidential villa, Abuja, the Council approved the transmission of a bill named “Proceeds of Crime Recovery and Management Agency Bill,” to the National Assembly.

Minister of Justice and Attorney General of the Federation, Abubakar Malami, explained that the agency is necessary to mange assets that constitute proceeds of crimes as he pointed out that previous proceeds of crime are scattered in different and multiple agencies.

“The Federal Ministry of Justice presented to Council a memo today. The Council memo is about a Bill which will seeks the approval of the Council to transmit to the National Assembly for passage. It is Proceeds of Crime Recovery and management Agency Bill.

“It is in essence a bill that is targeted and intended to have in place a legal and institutional framework. The legal component of it is having a law. And the institutional component of it is to have an agency that will be saddled with the responsibility of managing the assets that constitute the proceeds of crime in Nigeria.

“What happens before now is the proceeds of crime are scattered all over, and mostly in the hands of different and multiple agencies of government inclusive of the police, the DSS, EFCC, and ICPC.

“So, with that kind of arrangement which is ad-hoc, there is no agency of government that is saddled with the responsibility of data generation, an agency that can give you off-head the number of landed assets, number of immovable assets, the amount in cash that are recovered by the federal government by way of interim forfeiture overweigh of a
final forfeigture.

“So, it is indeed overtime a kind of arrangement that is not uniform and consistent.”

According to him, the new law seeks to move the fight against corruption to the next level.

He added: “Next level of transparency, next level of accountability in essence, will have in place an agency of government that is exclusively responsible for anything proceeds of crime.

“A one-stop shop arrangement by which all the assests that are recovered arising from crimes that are indeed vested in the federal government, you have a one-stop arrangenet where you can have an information. As it is for example, the Federal Ministry of Justice is only in a position to account and giving comprehensive account of what
recoveries were made by the ministry.

“But any recovery made by the police, DSS, the Ministry of Justice is not in a position to know. So, for the purpose of decision making and policy, the federal government is not in a position to have a wholistic appreciation.

“So, by the bill that is now presented for the consideration of the council, we’ll have a law that establishes an agency, and secondly, an agency.

“And as you rightly know, Mr President has sanctioned ever since he came on board, that there should be a budget line, a budget item for recovered assets.

“So, if you have a budget item for recovered assets, this agency will now be in a position to provide information to the Federal Ministry of Finance, Budget and National Planning on demand as to what amount is available for budget purposes, thereby establishing the desired transparency, the desired accountability which has not been available before now.

“So, it is about a memo that seeks to establish a legal framework, that seeks to establish institutional framework, that seeks to further take the fight against corruption to the next level by way of establishing transparency, accountability and making the possibility of forfeiture a proceeds of crime easy through the sanctioning of non-conviction based forfeiture among others.”

When asked whether the bill stemmed from his experience with the suspended Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, he said it had been long in planning.

Malami further explained: “Let me take you through the history lane as far as the proceeds of crime bill is concerned. There was an attempt some time back in 2007 to present to the FEC, it was unsuccessful, the bill was not passed.

“There was further attempt in 2011 to present same bill with some material amendments, and then it did not succeed in getting the blessings of FEC. And there was a further attempt in 2019 to present the Bill and it wasn’t as well successful but it eventually
succeeded today.

“So, perhaps to now tie it to a particular institution or particular development of 2020, I think is unfounded taking into consideration the historical antecedents relating to the bill.“

On the controversy surrounding the new gazette he issued, which has been seen as an attempt to weaken the Nigerian Bar Association (NBA), he said: “The first question has to do with rules of professional conduct with particular reference to a gazet in contention. My response is simple, that the matter is being interrogated and id make statement at the
appropriate time and id say no more as far as that issue is concerned.”

FEC also approved a new national policy on occupational safety and health, tagged: “National Policy on Occupational Safety 2020.”

Minister of Labour and employment, Chris Ngige disclosed this while briefing correspondents on his memo to FEC.

He explained that the new policy is aimed at ensuring that all workers are safe at their work places across the country, adding that it derives from provisions of the Nigerian constitution and the International Labour Organisation’s (ILO) convention.

Ngige added: “The Federal executive Council today approved a new policy on occupational safety and health-2020. This policy is designed to make for safety and health of workers at work places.

“It derives from the main ground norm norm law of the 1999 constitution as amended, which in section 17 (3c) prescribes that the Nigerian State shall make laws and bye-laws for preservation of the health and well-being of workers in the work places; men and women at work.

“It also derives form the ILO convention 155, which Nigeria has also domesticated. Again, that talks about making the work place conducive and ensuring the health and well-being of workers.”

The Minister said the last time the policy was reviewed was 14 years ago but the new one has a review period of three years.

He stated: “The last policy we have was approved in 2006 which makes it exactly 14 years since that was approved by the Federal Executive Council and that is the policy we have been working on. But you know that 14 years is a long span in the life of any law so in the course of operation, certain issues have been thrown up, the world has gone digital, work place mechanism and hazards have been changing and it was therefore necessary that we do a new policy.

“This policy we did now is what you call repeal and replace and it takes care of all that is needed for now, for the health of Nigerian workers.”

Continuing, he said: “It gives specific roles to agencies, National Environmental Standards and Regulations Enforcement Agency (NESREA,) Nigerian Civil Aviation Authority (NCAA,) Nigerian Maritime Administration and Safety Agency (NIMASA), Standards Organisation of Nigeria and the Federal Ministry of Health.

“Everybody has his own role now because it’s a cross-cutting situation as most Ministries, Departments and Agencies of government are involved.”

On the seven-day ultimatum given by the Trade Union Congress (TUC) threatening strike action, the Minister maintained that it is misplaced because it was addressed to the President of Nigerian, which he said, contravenes labour laws.

He said: “The TUC issue, the seven-day ultimatum was misplaced because they were writing the President and issuing ultimatum to him.

“The President is not recognised by ILO. The competent authority for this nature of dispute in Nigeria resides in the man who oversees them, which is whoever is the Minister of Labour and Employment.”

The Nigeria Labour Congress, NLC, has issued a two-week ultimatum to the federal government to reverse the recent hike in electricity tariff and the pump price of petrol or face a nationwide strike.

According to IgbereTV reports, the decision of the Labour Congress was reached on Wednesday, September 16, in Abuja during its Central Working Committee meeting which lasted for several hours.

In a communiqué read by NLC President, Ayuba Wabba, the body said the ultimatum takes immediate effect, warning that at the end of its expiration on September 28, it would mobilize its members nationwide for civil unrest.

''The Central Working Committee has resolved to issue a two-weeks ultimatum to the Federal government to reverse its decision or face industrial action and peaceful assembly.'' Wabba said

On September 1, the Nigerian Electricity Regulatory Commission (NERC) directed the various electricity distribution companies in the country to begin the implementation of the new electricity tariff regime which will see Nigerians paying more for electricity.

On Wednesday, September 2, the Federal Government through the Petroleum Pricing Marketing Company (PPMC) increased the ex-depot price of petrol from N138 to N151.56 per litre, forcing marketers to increase pump price from N148 to N162 per litre.

Protest In Osogbo As SARS Officers Chase 3 Suspected Fraudsters To Death (Photos)

After SARS officers allegedly chased three suspected internet fraudsters to their death in Osogbo, Osun State on September 15, young men in Osogbo, Osun state took to the streets to protest.

An eyewitnesses account revealed to IgbereTV that the young men were riding in their car when the SARS officers attempted to stop them. They refused to stop and the SARS officers engaged them in a hot chase. The driver of the car veered off the road and hit an electric pole. While one of the occupants in the car died on the spot, two others died later.

The angry youths in the area dumped one of the corpses in front of Osun Government House, Oke Fia, and destroyed a motorcycle. Also, the protesters, who were mostly youths, also targeted police operatives and attacked many bystanders around Oke Fia, Alekuwodo, and Ilobu road.

As at the time of filling this report, the Osun State Police Command is yet to make an official statement on the incident.
