A: The fact remains that the Commerce secretary position was vacant till confirmation in March.
For a period of 3 months irrespective of the nomination, the position is vacant until confirmation. In Buhari's case, permanent secretaries are playing this role, the fact that the Ministers are not in place doesn't mean that the ministries would stop working.

Given that those who even named their cabinet within days/weeks after being sworn into office were the most corrupt civilian presidents ever!. Yar'Adua who delayed his appointment fared so well only that his life was cut short.
