Everyone plans to achieve 100% in an exam but plans are just wishful thinkings. INEC's plan was to transmit the result live but circumstances beyond its control made them not to! Does that mean the elections have to be postponed? And if it happens again on the postponed date, would it be postponed again? All these have been foreseen in the electoral act! Oga! Whether them tell the whole world or the whole heaven, it does not matter. INEC guidelines does not supercede the electoral act. It is the act that is the law not the guidelines. Even at that, there is what is call "substantial compliance" meaning the act may not be followed 100% and the election will still stand. The law is the law, and it is called a law because there are consequence if not followed. For example, if an EMP device was dropped in the country on that day, does it mean there will be no election? The law foresee all this that is why transmission of result is at INEC discretion.
