Security operatives attached to the Rivers State Government House, Port Harcourt, in the early hours of Friday, sealed three facilities belonging to associates of a former Deputy Speaker of the House of Representatives, Chief Austin Opara, in parts of the State capital. Recall that Governor Nyesom Ezenwo Wike had in a statewide broadcast few days ago, threatened that the state government will seal hotels and other facilities being used as gathering points for suspected political thugs and cultists in the state. Opara is one of the prominent leaders of the Peoples Democratic Party (PDP) in the state, who are working for the party’s presidential candidate, Alhaji Atiku Abubakar. LEADERSHIP gathered that over 40 staff and guests in the three facilities, including a bar, hotel and a filling station were arrested by security operatives during the operation. A source, who pleaded for anonymity told our correspondent that while the bar and the hotel belong to a former member of the Rivers State House of Assembly, Hon. Jones Ogbonda, and former PDP chairman in Port Harcourt City local government area, Hon. Ikechi Chinda, respectively, the filling station belongs to a member of the House of Representatives, Hon. A Nigerian national and four other suspects have so far been arrested in connection with the murder of Hillary Indira Gardee in South Africa. Hillary was the daughter of Godrich Gardee, a South African politician and former Secretary-General of the Economic Freedom Fighters (EFF) The 28-year-old postgraduate student who was born in Lagos, disappeared on April 29, 2022, before her body was found in May. She went missing while shopping with her adopted three-year-old daughter. The child was later that day dropped off at Umnenke Street at KaMaGugu where they resided. The suspect, a Nigerian national in his mid-thirties, was taken in for questioning on Sunday, August 14. Mpumalanga police spokesperson Brigadier Selvy Mohlala, who confirmed the development on Tuesday, August 16, said the suspect has been charged in terms of defeating the ends of justice. "We have taken him for questioning on Sunday afternoon and ultimately we managed to charge him today and he's expected to appear in the Nelspruit magistrate's court on Wednesday 17 August, facing the charges that I've just indicated," he said. "And I must indicate that we have indeed said from the beginning that we are not going to leave any stone unturned and all the people or all the suspects who have been involved in this particular case are going to be arrested." he added. Four other suspects, all South African nationals, have already appeared in court in connection with the murder. Police arrested a fourth suspect in KwaThema in Gauteng last Thursday night. Provincial police commissioner, Lt-Gen Semakaleng Manamela described the fourth suspect as a possible serial killer as he's been linked to the murders of three other women. "We can confirm that working with our team from Gauteng, we managed to arrest a suspect who was wanted [in connection to the case]," Manamela said. The Senate Public Accounts Committee (SPAC) has put the current and past management of the Nigeria Social Insurance Trust Fund (NSITF) under scrutiny. The committee said it discovered that the fund’s management failed to produce relevant documents to justify alleged spending of N17.158 billion in 2013. Some of the documents to back the expenses were said to have been eaten up by termites, according to the Nation. The Office of the Auditor General of the Federation (OAuGF), in its 2018 audit report – now being considered by the Senate panel chaired by Senator Matthew Urhoghide (Edo South) – had queried the agency over the disbursed sums without appropriate supporting documents. In his report, the OAuGF said the N17.158 billion represented the total sum of money, transferred by the agency from its Skye and First Bank accounts, into various untraceable accounts belonging to individuals and companies between January and December 2013. The OAuGF had, in its 2018 audit report, raised 50 different queries bordering on alleged misappropriation of funds against the agency. The AuGF’s query reads: "Management of NSITF, as shown in statements of account number 1750011691 with Skye Bank Plc, for the period 1st January, 2013 to 20th December, 2013, and statements of account number 2001754610 with First Bank Plc for the period January 7, 2013 to February 28, 2013, transferred amounts totalling N17,158,883,034.69 to some persons and companies from these accounts. "However, payment vouchers relating to the transfers together with their supporting documents were not provided for audit. Consequently, the purpose(s) for the transfers could not be authenticated. "These are in violation of Financial Regulation 601 which states that 'all payment entries in the cashbook/accounts shall be vouched for on one of the prescribed treasury forms. Vouchers shall be made out in favour of the person or persons to whom the money is actually due'. "Under no circumstances shall a cheque be raised, or cash paid for services for which a voucher has not been raised." The Chairman of the Senate Committee, Urhoghide, had summoned and interviewed NSITF’s past and present managements on where the said N17.158 billion was transferred to between January and December 2013. It was learnt that no official of the former management could offer satisfactory explanation on the alleged multiple transfers with necessary documents. Members of management in charge of the agency in 2013 had told the committee that relevant cash vouchers pertaining to the transactions were left behind by them. But the current NSITF Managing Director, Dr. Michael Akabogu, was said to have claimed that no such documents were in the organisation’s custody. "The container the said documents were kept by past management has not only been beaten by rains over the years but even possibly been eaten up by termites. "As directed by this committee, I told the past management officers on the need for them to help us out in answering this query with necessary documents which have not been made available for us," Akabogu allegedly said. The Managing Director of NSITF from 2010 to 2016, Mallam Umar Munir Abubakar, allegedly claimed that he was aware of the query and had no explanations to render since the audit exercise was not carried out during his tenure. But his successor, Mr. Adebayo Somefun, who was head of the agency from May 2017 to July 2020, allegedly insisted that those in the agency’s account section should be able to trace the documents. But the current General Manager Finance of the agency allegedly said that the container in question had been under lock and key and abandoned in an isolated area within the premises of the organisation in Abuja. The Defence Headquarters (DHQ) has revealed details of masterminds of June 5 attack on St. Francis Catholic Church in Owo, Ondo state. The DHQ in a statement on Wednesday, August 10, stated that four among the terrorists who carried out the attack were arrested at Eika, Okehi LGA, Kogi State on 1 August 2022. Recall that Chief of Defence Staff (CDS), General Lucky Irabor, had on Tuesday in Abuja, said that five masterminds of the church massacre including one Idris Ojo, had been captured by security operatives. Following the statement by the CDS, Nigerians questioned how Ojo, who escaped from Kuje prison in July, was able to launch an attack in Owo in June, a month earlier. In a swift reaction, Ondo State Governor, Rotimi Akeredolu, clarified that Ojo is not one of the suspected masterminds of the Owo church attack, adding that it was a mix-up. The statement signed by Director Defence Information, Major General Jimmy Akpor, said Ojo was one of the suspected ISWAP terrorists who escaped from the Kuje Medium Correctional Centre. According to the statement, Ojo was apprehended at Ayetoro Osi, Ondo State through the combined effort of military and DSS personnel on 7 August. The arrested Owo church attackers are; Idris Abdulmalik Omeiza (a.k.a Bin Malik), Momoh Otohu Abubakar, Aliyu Yusuf Itopa and Auwal Ishaq Onimisi. "The Chief of Defence Staff (CDS), General Lucky Irabor, has confirmed the arrest of 4 of the architects of the terrorists’ attack on St Francis Catholic Church, Owo, Ondo State on 5 June 2022," the statement read. "He made the confirmation during the second CDS’ parley with media executives and editors, which took place at the Defence Headquarters (DHQ), Abuja on Tuesday 9 August 2022. "The Defence Chief also mentioned the arrest of another terrorist, Idris Ojo (32 years), who was apprehended at Ayetoro Osi, Ondo State through the combined effort of military and DSS personnel on 7 August 2022 "Idris Ojo, the CDS said, was one of the suspected ISWAP terrorists who escaped from the Kuje Medium Correctional Centre highlighted on 5 July 2022. The CDS also mentioned that Ojo was arrested alongside Jimoh Ibrahim (39 years), a sympathizer of the terrorist group, who accommodated him "The CDS further revealed that, the arrest of Idris Ojo was crucial as he, along with others, was already planning terrorists’ attacks against some selected targets, in order to create fear amongst the citizenry aimed at discrediting the government "Gen Irabor also confirmed the death of a bandit leader, Alhaji Abdulkareem, who was killed alongside his fighters on 6 August 2022 during air operations in the North West region. "Whilst mentioning the unfortunate terrorists’ attacks on Kaduna-Abuja Train Service, Owo Catholic Church, Kuje Medium Correctional Centre and the presidential advance convoy, the CDS assured the media chiefs that the military, Nigeria Police, DSS and other security agencies were collaborating in many fronts, working day and night to keep the country safe "He appreciated Nigerians of goodwill, in understanding what military operations were like and what the responsibilities of Nigeria Police, DSS and other security agencies were and what they were doing in ensuring that every one of us, within our geographical space, lived in peace and harmony "The CDS used the opportunity to solicit the cooperation of the larger society, saying that, “what the criminals (terrorists) amongst us want to do is to stoke fear and to promote it to such a level that every one of us will not even want to leave our houses. This is the strategy, which if we do not take time, will become part and parcel of our daily lives”. Gen Irabor said the media gatekeepers had a responsibility “in educating the society to understand that, never again should we allow agents of destabilization to stoke fear amongst us, that together we will crush the elements that do not want us to leave in peace”. "The CDS therefore, urged the media executives and editors to remain partners in progress in ensuring that their media were insulated from being used by terrorists to unintentionally fuel fear in the minds of Nigerians "Gen Irabor also expressed the commitment of the Armed Forces of Nigeria (AFN) in guaranteeing a secure and peaceful 2023 general elections during the parley. He remarked that, “members of the Armed Forces have a covenant with the democratic process that the covenant deposition is that the military would create conditions for free, safe and secure conduct of the 2023 general elections”. The CDS further explained that, all the operational engagements of the AFN have been tailored towards ensuring that the nation’s democratic process was not only nurtured but also made to remain solid. He urged all stakeholders that would be involved in politicking to take actions that are focused and geared towards moving the democratic process forward. The Chief Executive Officer (CEO), The Media Today International, Barrister Charles Odenigbo, in his opening remarks, commended the AFN for the operational successes recorded in the various theatres of operations in recent times. He said the second CDS parley was planned in the spirit of openness, to elicit a practical and robust review of media reportage of defence and security sector over the intervening period since the first CDS parley. This, he said was aimed at evaluating the contributions of mainstream and online media towards assisting the military and security agencies in the fight against insecurity in Nigeria. Barr Odenigbo urged the media to continue to work with the military in the task of national security and nation building. In his welcome address, the Director Defence Information (DDI), Major General Jimmy Akpor, recounted that the first edition of the CDS parley with media executives and editors, which held in January this year, was mooted by the current CDS, Gen Irabor. The Commissioner of Police in the Federal Capital Territory (FCT) has warned against the indiscriminate and illegal use of personal and commercial drones in the FCT. In a statement released, the police command said information at its disposal as well as public outcry on the sighting of drones hovering around personal and government-restricted air-spaces contrary to extant laws, thereby creating fear and apprehension in the minds of residents, pushed the decision. The statement adds that the police boss has therefore ordered the immediate enforcement of drone usage regulations, arrest of violators and confiscation of such drones. The statement in part reads ''Consequent upon the above, the Commissioner of Police FCT Command CP Babaji Sunday has directed the immediate Enforcement of Drone usage Regulations, arrest of violators, and the confiscation of such Drones. In the light of the above, it is pertinent to state that flying drones in the FCT requires meeting certain qualifications, obtaining certifications, as demanded by the Nigerian Civil Aviation Authority (NCAA), & Obtaining approval from the Office of the National Security Adviser- (NSA) as the case may be without which it becomes an offense to at any time and any day be found flying one. The CP while calling for calm, noted that investigations carried out has shown that the small and lightweight drones sighted are of zero imminent security threat as they are flown by individuals for leisure or commercial purposes. However, to help the Police effectively Police the air-spaces, it is important to in addition to the above notify the Police of the usage of the drone in every instance, especially for commercial purposes.'
