Policemen in Enugu have arrested a woman, Mrs. Ifeoma Ezeugwu for drilling nails in two places into the head of a-10 years old girl, Miss Chinonye Nnadi. According to Vanguard, the woman also allegedly used hot electric iron all over the body of the teenage girl. The WomenAids Collective, WACOL, who made disclosure of the incident to newsmen in Enugu described the incident as “ Evil and Horrific violence on a girl-child.” Founding Director of WACOL /Tamar SARC, Prof. Joy Ngozi Ezeilo said her office was alerted, on Friday, about the case of the ten 10 years old Chinonye, who sustained grievous bodily harm at the hands of the so-called ‘Madam’ relative that she works for as domestic help. “This is gory and torture of a young innocent girl whose only crime is being born to a poor widow who had to give her up to live with someone in the hope that she will get an education and survive. We pray that she recovers. “We demand full wrath of the law on this woman that inflicted such a level of physical injury on this girl. “I spoke to the distraught mother of the victim. She is a poor widow living in a rural village in Aku, near Nsukka, Enugu state. “It is time to eradicate child labour, ban and punish heavily anyone using children as domestic help. The Child Rights Act and the NAPTIP Act must be effectively enforced. The House of Representatives has taken steps to strip the President of powers to order the forfeiture of moveable and immovable assets and to vest such powers on the nation’s courts. This comes after the house on Thursday passed for second reading a Bill that seeks to Amend of the Currency Conversion (Freezing Orders) Act Cap. C43, Laws of the- Federation of Nigeria, 2004 to give discretionary powers to the Judge of a High Court, to order forfeiture of assets of affected persons. Leading a debate on the general principles of the bill sponsor of the bill and Deputy Speaker of the House, Rep. Ahmed Idris Wase said the discretionary power previously granted to the President by the Principal Act will be replaced by that of a High Court Judge to bring it in line with the spirit of the Constitution as such powers can be abused by the President. According to Wase, the provision for forfeiture in the Laws is geared towards ensuring that persons found guilty of offenses do not benefit from the proceeds of those offences, adding that the doctrine of forfeiture is regulated by several legal regime captured in various Laws such as The Code of Conduct Bureau and Tribunal Act, Cap C15, LFN, 2004; Foreign Exchange Monitoring and Miscellaneous Provision Act, Cap F34 LFN, 2004, Financial Malpractices in Bank Act, Cap F2, 2004, EFCC Act, Cap E4, 2004 among others. He stressed that section 9 of the Currency Conversion (Freezing Orders) Act, which was first enacted in 1971 contains a provision which deals with the subject of forfeiture that vest the discretion to order forfeiture of movable and immovable properties on the President of the Federal Republic. According to him, considering that the Constitution guarantees right to movable and immovable property as a Fundamental Right under Chapter IV, Section 44, a person cannot be deprived of such rights except in circumstances stipulated by the Constitution, stressing that Section 9 of the Principal Act runs foul of the spirit of the Nigerian constitution. The Deputy Speaker argued that the provision which vest in the President the power to order forfeiture of property (both movable or immovable) is not in line with the provisions of the 1999 Constitution (as amended), hence the need for its amendment. He maintained that Section 44 of the 1999 Constitution (as amended) guarantees the fundamental right of individuals to movable and immovable properties which shall not be deprived except in specified circumstances which include the ‘imposition of penalties or forfeiture for the breach of any Law whether under any civil process or after conviction for an offence. According to the Deputy Speaker, such breach can only be determined by the Judge of a Court and should never be at the discretion of the President, insisting that the discretion of the President to order the forfeiture of property of an accused person can be subjected to executive abuses and recklessness. He maintained that Section 9 in the Principal Act does not provide any mechanism (whether legal or administrative) through which the President may exercise this power, saying “Instead, the power is left solely at the discretion of the President. In a country that has witnessed reckless abuse of political and administrative powers, it will be dangerous to allow such unchecked arrogation of powers to determine the forfeiture of a person’s properties. “Such discretion to be exercised by the President can be contrary to the natural doctrine of fair trial as it amounts to the executive being a prosecutor and a ‘Judge’ in its own case. This negates the spirit of the 1999 Constitution (as amended) which specifies the conditions under which a person can be deprived of movable or immovable properties. The President cannot therefore usurp the Powers of the Courts for such will run foul of the doctrine of Separation of Powers. “It is noteworthy that the provisions in Section 9 is in contradiction with the provisions of other Laws dealing with forfeiture which vest the power to make forfeiture orders in a Law Court and not in the President. It is therefore important to bring the Currency Conversion (Freezing Order) Act in line with these other Laws. “Vesting in the President the power to make forfeiture order smack of the era of military dictatorship where the Head of State and Head of the Supreme Military Council can unilaterally order the forfeiture of properties of persons without recourse to any judicial mechanism. The protagonist of Biafra Independence Movement, BIM, Chief Ralph Uwazuruike, has apologised to Igbo elders, Christian and Muslim leaders “for the unprintable remarks constantly rolled out from the Nnamdi Kanu-controlled Radio Biafra in London”, and emphasised freedom of religion. According to Uwazuruike, “if an independent Biafra will not guarantee freedom of religion, to hell with it.” He added: “I sincerely wish to apologise to everyone that has been affected by the incessant insults, abuses and blackmails from radio Biafra, London broadcasts or any other news channels.” Furthermore, he acknowledged that he founded the Radio Biafra London and trained everyone that is fighting for Biafra today, either directly or indirectly. A federal high court in Abuja has awarded the sum of N15 million against the Nigerian police force over the killing of three members of the Islamic Movement in Nigeria (IMN). In the judgment delivered on Monday, Taiwo Taiwo, the judge, also ordered the National Hospital in Abuja to release the three bodies deposited at the hospital’s mortuary. Ahmad Musa, Ibrahim Abdullahi and Yusuf Abubakar Faska had filed a fundamental rights enforcement suit against the police, claiming the killing of their brothers, Mahdi Musa, Biliaminu Abubakar Faska and Suleiman Shehu, was an infringement of their rights to life and liberty. The applicants alleged the deceased were killed on July 22, 2019 while on a peaceful protest to demand the freedom of Ibrahim El-Zakzaky, their leader, and his wife, at the federal secretariat in Abuja. They also asked the court to direct the police to issue an apology to the group in two national newspapers. The inspector-general of police is the first respondent while the medical directors of the National Hospital, and Asokoro District Hospital are both second respondent in separate suits. The bodies of the deceased were said to have been deposited at the National Hospital. Throughout the duration of the proceedings, the police never made legal appearances neither did they file any affidavit to counter the reliefs sought by the applicants. The judge while delivering judgment, held that the rights of the dead men were indeed breached. He ordered the respondents to pay N5 million as damages to each of the applicants, and release the bodies of the dead to them for burial. A young man, Lateef Ahmed, who allegedly hit a friend with a magic ring that led to his death during a football match, yesterday, in Iwo, Osun State, has been arrested. It was gathered that the suspect, with the deceased, Shuaib Isola and other guys were playing football at St Mary’s Grammar School football field when an argument ensued, yesterday. At press time, it was not yet clear what led to the argument, but an eye witness disclosed that the suspect hit the deceased with some sort of magic ring, which made him (Shuaib) to collapse on the spot. Checks showed that attempt to revive the deceased proved abortive. The deceased was then rushed to the General Hospital in the town, where he was confirmed dead. However, his parents declined autopsy test as they insisted on taking the body for burial. Confirming the incident, the state Police Public Relations Officer, Yemisi Opalola, said the duo engaged in a fight at the football field when the suspect, who lived at Atanda Road in Iwo, hit the deceased with his fist and the deceased collapsed. She added that the deceased was confirmed dead at the General Hospital, but the parents did not allow an autopsy to be carried out on the body before it was evacuated to the family house. The Simpsons will no longer use white actors to voice ethnic minority characters, the producers of the long- running animated series announced Friday, June 26. "Moving forward, THE SIMPSONS will no longer have white actors voice non-white characters," Fox Studios said in a statement to AFP. The series, launched in 1989, has a number of coloured characters that are voiced by white actors. The recurring character Apu Nahasapeemapetilon, a grocer of Indian origin, is voiced in the American version of the show by white actor Hank Azaria. The character has long been seen as problematic and conveying racist stereotypes. Last January Azaria announced that, in agreement with producers, he was abandoning the role. The change will also affect the character of Dr Hibbert, a black character voiced by the white actor Harry Shearer who also lends his voice to many other characters on the series — from Homer Simpson’s boss Mr Burns to the chirpy neighbour Ned Flanders. The Federal Ministry of Education has said that schools must create isolation spaces and have fully-equipped clinics before reopening. This was contained in the "Guidelines for schools and learning facilities reopening after COVID-19 pandemic closure", submitted to the National Assembly on Tuesday, June 23. According to the guidelines, each school is "required to create temporary isolation spaces and fully-equipped clinics before reopening". Schools are also required to "establish a referral system, including protocols and procedures to take if learners, teachers, administrators, and other education personnel become unwell while in schools.' The Ministry further stated in the document that any state wishing to reopen schools should "hold adequate consultations with the Presidential Task Force on COVID-19 and the parents." The guidelines also require that proprietors construct additional structures and employ more teachers to ensure that they accommodate their students by adhering to the two-metre spacing system in classrooms. The Ondo State Deputy Governor, Mr Agboola Ajayi, has cried out to the Inspector-General of police accusing the Ondo state Police Commissioner, Mr Bolaji Salami of withdrawing his police escort. Recall that the deputy governor recently decamped to the Peoples Democratic Party from the All Progressives Congress. The CP had on Saturday blocked the deputy governor on his way out of the government house with his official vehicle. In a statement issued on Wednesday by his Chief Press Secretary, Mr Tope Okeowo, the deputy governor said the withdrawal of the escort had been putting his life, that of his family and staff in danger. He said, “We are not oblivious of their surreptitious move to undermine the security of the deputy governor and strip him of his security apparatus to make him venerable in order to carry out their evil agenda. “President Buhari, the Inspector General of Police, Mohammed Adamu, and the Director- General of Department of State Services, Yusuf Bichi should be aware of this latest ugly development in Ondo State. “Should anything happen to the Deputy Governor, his family and staff, the Commissioner of Police in Ondo State should be held responsible.” In a reaction, the state Police Public Relations Officer, Mr Tee-Leo Ikoro, denied the allegation, saying there was no such plan from the CP. “That should be a rumour, the CP cannot withdraw the escort of the deputy governor, the man is still the deputy governor of this state and he has the right to have his escorts. The police command in Kano says it rescued 126 workers held hostage for three months at Popular Farms and Mills Limited located in Challawa Industrial Estate area of the state. Abdullahi Haruna, police public relations officer who confirmed the incident, said on June 21 a complaint was received from Global Community for Human Rights Network, Kano, that some labourers were wrongly confined inside the said mill. “On receiving the information a team of policemen was deployed and when a search was conducted, 126 labourers trapped inside the factory for three months were rescued,” he said. According to him, four officials of the factory have been arrested and investigation has commenced to “unravel facts of the matter”. The workers reportedly said they were denied exit from the mill since the beginning of the nationwide lockdown imposed in March for fear of importing COVID-19 into the factory. They said they were promised an increase in their monthly salary, and that those who did not accept were threatened with dismissal. The workers alleged that they were forced to work in poor condition during their lock up. “We were treated like slaves for three months,” one of the freed workers was quoted to have said. “We were all set free on Monday. It was a nasty experience…I don’t know how to describe the food we were fed with. The head of the administration recruited one woman who was cooking the food for us to buy. “My monthly salary was N32,000. We were working day and night. I wanted to leave but there was no way; my wife and children were traumatized.” Karibu Kabara, a member of the human rights network, said his organisation was taking up the case to ensure that the men got justice. “What I saw was heartbreaking. World Bank has approved a $750 million loan through the International Development Association (IDA) to improve the reliability of electricity supply in Nigeria. In a statement on Tuesday, the World Bank said the loan is for the power sector recovery operation (PSRO) to achieve financial sustainability and enhance accountability in the sector. According to the bank, the PSRO will ensure that 4,500 MWh/hour of electricity is supplied to the distribution grid by 2022. It also estimated that the economic cost of power shortages in Nigeria is $28 billion, equivalent to 2% of the country’s gross domestic product (GDP). Commenting on the credit facility, Shubham Chaudhuri, World Bank country director for Nigeria, said adequate electricity supply is capable of lifting 100 million Nigerians out of poverty. “The lack of reliable power has stifled economic activity and private investment and job creation, which is ultimately what is needed to lift 100 million Nigerians out of poverty,” Chaudhuri said. “The objective of this operation is to help turn around the power sector and set it on a fiscally sustainable path. This is particularly urgent at a time when the government needs all the fiscal resources it can marshal to help protect lives and livelihoods amidst the COVID-19 pandemic.” The PSRO provides results-based financing to support the implementation of the power sector recovery programme (PSRP).
