Some South-West leaders are currently biting their fingers in regret over voting President Muhammadu Buhari into office. The zone is particularly angry with the President, who is the leader of the All Progressives Congress, APC, for tolerating the outcome of National Assembly leadership election, which did not favour the region. Buhari’s silence according to them is a serious indication that the zone, which queued behind him to ensure victory at the recent polls, may benefit little or nothing from the administration. “For the fact that the South-West played a key role in the emergence of Buhari as the President, it is expected that they would occupy a more strategic position than the post of vice president”, said one of the leaders. They argued that the National Assembly leadership election, which eventually placed the North Central geopolitical zone as a powerful force in the country’s power equation through the emergence of former Kwara governor, Bukola Saraki, as Senate President and Yakubu Dogara from the North-East, has depicted the South- West as not only a weak power bloc in the equation. With the power structure now, the South-West as a region has been relegated to the background in the power structure of the country. Some of the leaders of the region who also participated in the last National Conference argue that since the South-West does not hold any substantial position in the current power structure, the region must re-strategise to assert itself in the politics of the nation. They further argued that the position of Vice President, which is presently held by a south westerner, does not place the region as a powerful force. By Bassey Udo The Central Bank of Nigeria on Friday explained its new policy of making public lists of goods and services items barred from for accessing foreign exchange in the Nigerian market for their imports. The Bank's Director of Trade and Exchange department, Olakanmi Gbadamosi, said the new policy was part of efforts at stabilising the foreign exchange market and stimulating local production of goods and services. "It has become imperative to exclude importers of some goods and services from accessing foreign exchange at the Nigerian foreign exchange markets in order to encourage local production of these items," Mr. Gbadamosi said. "The implementation of the policy will help conserve foreign reserves as well as facilitate the resuscitation of domestic industries and employment generation," he added. Some of the affected items included rice, cement, margarine, palm kernel, palm oil products, vegetable oils, meat and processed meat products, vegetables and process vegetable products, poultry (chicken, eggs, turkey), tomatoes/tomato paste, soap and cosmetics and clothes. Other items included private airplanes/jets, Indian incense, tinned fish in sauce (Geisha/sardines, cold rolled steel sheets, galvanized steel sheets, roofing sheets, wheelbarrows, head pans, metal boxes/containers, enamelware, steel drums and pipes, wire mesh, steel nails, wood particle boards and panels. The policy also covers security and razor wire, wood particle boards and panels, wood fibre Board and panels, Wood fibre Boards and panels, wooden doors, furnitures, toothpicks, glass/glassware, kitchen utensils, tableware, tiles (vitrified, ceramics), textiles, wooden fabrics, plastic/rubber products (polypropylene granules, cellophane wrappers, euro bond/foreign currency bond/share purchases. Residents of Anambra state took to the streets this morning in Awka the state capital to protest the alleged plans by the Federal Government to transfer some Boko Haram prisoners down to Awka prisons to serve their time. The residents are not in agreement with the alleged transfer. Shillong, June 26 (IANS) A Nigerian drug smuggler has been arrested by Shillong-based customs officials from New Delhi, where he was under detaintion after his visa lapsed, an official said on Friday. Samnneji Chukwuemeka alias Moses Jeffery was wanted in Meghalaya for trying to smuggle drugs from the state to Holland in 2011. "He (Chukwuemeka) has under security radar for nearly four years after we foiled his attempt to smuggle 645 grams of brown sugar from Shillong to Holland way back in August 2011 through a courier agency," Superintendent of Customs (Preventive) Shillong, D. Bhattacharjee, told IANS. The Jigawa Command of the National Drugs Law Enforcement Agency said it arrested 92 suspects for allegedly using and dealing in illegal drugs in the state between January and June 2015. This is contained in a statement signed by the Commandant of the NDLEA, Alhaji Abdullahi Abdul, in Dutse on Friday. Abdul said the command had seized 151.704 kilogrammes of illicit substance from the suspects within the period under review. He explained that the major seizure by the agency was that of 22.350kg of cannabis property of one Muhammad Aminu, arrested in Gumel on June 1. “The major seizure within this time is that of 22.350kgs of cannabis belonging to Muhammad Jazuli and Sani Aminu all arrested in Gumel on the 1st of June 2015,” he said. He said that 60 drug addicts were counseled and rehabilitated by the agency within the same period. The commandant said the agency would carry out extensive awareness campaign in the state on the dangers associated with drug abuse. Abdul explained that the gesture was due to the increase in the number of youths that abuse commonly prescribed drugs like Cough syrups, Tramol and Valium. He said the major challenge militating against the operation of the agency was lack of adequate vehicles to cover all the nooks and crannies of the state. One Michael David, a 31 year carpenter has surrendered himself to the police after killing his girlfriend during a fight at Ojodu area of Lagos. The Delta born, stabbed the mother of his son, Oyinyechi Dennis to death after an argument which later resulted into a fight. Michael who turned himself in, at the Tolu Divisional Police Station said his deceased ‘baby mama’ had stormed his house on Tuesday morning after she learnt that he was spreading false rumour about her. “Oyinye is the mother of my son, although I did not marry her legally but when she became pregnant for me, I went to her aunty and uncle who she was living with for introduction. We then started living together. But we had a misunderstanding and then she packed out of my house. “On Tuesday morning, Onyinye came to my house, I thought she just came to visit me but I later saw her mood and knew something was wrong. She confronted me with an issue she heard. She said I was spreading rumour about her living a wayward life style and not sleeping at home. “She asked me if I was behind the rumour and I told her yes, that I had noticed it since she left my place. “Out of anger, she picked up a bottle, broke it and threatened to deal with me and we began to fight. While we were fighting, I overpowered her and took the broken bottle from her. She rushed again to where the knife was and picked the knife. “Out of anger, I collected the knife from her and mistakenly stabbed her in the stomach with the knife, shortly after she died. “Out of anger, I collected the knife from her and mistakenly stabbed her in the stomach with the knife, shortly after she died. “After my action, I sat for sometime thinking of what to do, whether to run away or go to the police station to report myself. I asked her what was wrong, and she said nothing, that she does not want to continue living with Michael. “Even a week before this incident, when Michael came to visit his son in the family house, immediately he entered, Onyinye walked out of the house. By Soni Daniel, - Regional Editor, North After three weeks of consultations with international and Nigeria’s political leaders, President Muhammadu Buhari appears set to effect major changes in the administration of the country in a bid to translate the ‘change’ mantra of his party into reality. To start with, the President is said to have accepted the recommendation of the transition committee he raised a few weeks ago to slash the number of ministries from the present 42 to 19 with a view to saving cost and making them more effective and responsive to the needs of Nigerians. In the same vein, many of the ministries have been merged to ensure proper coordination of duties and ensure greater efficiency and service delivery. A source close to the Presidency told Sunday Vanguard that the number of Federal Government departments and agencies had also been trimmed in line with the policy of the administration. Effectively, it means that no fewer than 50 of the MDAs that were not backed by relevant laws might be scrapped and their staff moved into relevant departments to save cost. The Presidency source hinted,”But the point being made is that relevant MDAs that will exist under the present administration must be those backed by laws. “What that means is that the era of doing things the wrong way to please certain persons in positions of power is over.” Shedding light on some of the ministries that had been merged, the official pointed out that the Ministry of Aviation and relevant agencies had been subsumed with Inland Waterways and associated agencies. Similarly, the Ministry of Agriculture has been merged with that of Water Resources under what the Presidency source described as the consolidation of larger ministries. It was learnt that under the administration of Buhari, only 19 ministers and 17 ministers of state would operate as opposed to the previous arrangement where there were at least 42. It was further gathered that some ministries would be run by senior ministers while others would be manned by junior ministers to save cost. On the fight against corruption, the source disclosed to Sunday Vanguard that the Economic and Financial Crimes Commission (EFCC) is to be merged with the Independent Corrupt Practices Commission, ICPC, to tackle graft in a new way that would be prompt, fearless and decisive. Many of those who gave President Muhammadu Buhari no chance of winning the March 28 presidential election are on a daily watch for where he will falter so they will yell, “Yes, we said it”. Already, those in this group are worrying themselves sore over the non-constitution of the Federal Executive Council (the federal cabinet). The murmuring in the closets are getting louder on the streets about why more than three weeks after, the Buhari-led government is yet running without ministers, Chief of Staff, Secretary to the Government of the Federation etc. etc. The PDP megaphones are already making a song and dance over how unprepared and inexperienced the APC is for governance. Already, some people are lapping up the comment by Mr President in South Africa, that at 72, there is a limit to what he can do, to mean that he lacks the capacity for either quick actions or overall poor performance altogether. Even within the APC, many of the politicians eyeing one position or the other, in accordance with the old order, are already pushing media pressure to so-to-say, stampede President Buhari into announcing his cabinet and making more appointments; after all, that is how they will have access to the famous national cake. But with the interview granted Arise TV News early in the week, those baying for the ministerial appointment list will have to wait a little longer since Mr President has declared that he is not in a hurry to make the appointments. The Chairman of the All Progressives Congress (APC), Chief John Odigie-Oyegun, cleared some of the fog surrounding the said appointments when he explained that not only is Mr President doing a thorough check on the calibre of persons he will appoint, but also that he will indeed look beyond the APC to fill up his cabinet. But those who think the president can be a little faster in his said checks, argue that ever since he knew he will form the government since March 28, he ought to have fished wide enough for suitable persons, after all, he is believed to have developed a governance template long before now. And pray, will the president also look beyond the party to name his SGF, Chief of Staff and all such other inner-circle appointees? Why have such appointments not been made? It is perhaps even more confounding to party chieftains as everybody is left guessing what the president will do. It is said that he has kept the list to his chest like an infant clutching his new toy. Not even the said top-rank chieftains of the party know their fate as far as the list is concerned. It is said that everybody who comes to make any suggestion of what to do and how to do it, only gets a “Thank You” from the taciturn president. Buhari has managed to present an image of an unusual politician. Like Teflon, he has been able to wash-off all the pressure on him. And Nigerians are eagerly waiting to see those who will make the cabinet. Those who think Buhari is slow fear that it might turn out to be like a young lady who is so selective of suitors and ends up marrying a deformed crook. Such people who believe the President can expedite action in his consultations argue that too much discussion brings confusion noting that it is such indecision of where to go that created the crisis in the National Assembly because for too long, the APC was neither here nor there in what position it will take in the leadership of the National Assembly . Not even Alhaji Rabiu Kwankwaso’s warning could jolt the APC up from its inertia. On the other hand, those who believe Buhari can take all his time to sift all the chaff from the wheat note that it is the deference to such pressure that often threw up people who aggregated bad name for a government as they help to devalue the government by the way they conduct the affairs of their offices. Many of such ministers whose first loyalty is to the godfathers who brought them into the cabinet, end up serving other interests other than the overall interest of the Nigerian nation. All said, President Buhari must draw a balance between his microscopic scrutiny of his nominees, and the need to urgently rev the engine of governance by putting his cabinet in place.
