The Plateau State government yesterday announced an immediate ban of street begging and exposing sick persons along the streets.
Governor Jonah Jang made the decision an executive council meeting Monday, our correspondent gathered. The Commissioner for Information and Communication, Pastor Abraham Yiljap, who briefed journalists on the decision said: “The state government has observed with dismay, the influx of beggars from unknown destinations to most streets in the state. The state government is not comfortable as some of the beggars might pose a security threat to people of the state.”
Yiljap who said the Jang administration had also placed a ban on individuals who parade sick persons on the roads in search of alms added that such persons should be taken to hospitals for medical attention, and not linger on the streets.
He said: “The street is not the best place to display sick persons, but rather such persons should be taken to hospitals for medical attention. We want to warn that such practice be stopped henceforth and all those involved should take note or face the full wrath of the law.” The commissioner said all preparations had been completed for the conduct of local government polls in 15 out of the existing 17 councils in the state and advised politicians to follow the electoral rules without bitterness.

. National carrier coming in January
The Nigeria Civil Aviation Authority [NCAA] did not purchase bullet proof cars as widely alleged by the media but only leased them, Minister of Aviation Princess Stella Oduah said in Abuja yesterday. She also said she could not speak on the outcome of the investigations made into the bullet proof cars’ scandal.
Ms Oduah had paid a visit to Media Trust Limited’s head office. Asked about the outcome of the administrative inquiry ordered by President Goodluck Jonathan into the bullet proof cars’ purchase, she said, “I really would not want to respond to that. The only thing I want to say is that armoured cars were not bought in the minister’s name. In fact, no armoured cars were bought by NCAA. NCAA only leased them. As regards the report of the President’s panel, I really don’t know how to respond. I am not a member of that panel so I cannot speak for it.”
Ms Oduah also dismissed online media reports last week which said she was seen at the State House waiting to collect her sack letter. She said, “The State House is where we report to, so we go there to do a lot of things.”
She said the new national carrier for Nigeria would be unveiled in January. Government, she said, has not and will not spend any money to create the new national carrier, which she said is private sector driven. All that government did, she said, was to draw up the criteria by which domestic carriers could become the national carrier. She said the new carrier will be a publicly owned entity in which Nigerians could buy shares. It will also be professionally and efficiently managed, she said. She refused to say if Aero Contractors will be the new carrier, saying Nigerians should await official unveiling of the new carrier.
Ms Oduah also said an aerotopolis, a major commercial, maintenance and aviation training hub will take off in Nigeria by 2016, which will also be private sector driven. She said airports should no longer be seen only as places where people board flights but as major commercial clusters. She said Nigeria aims to achieve what Ethiopia and Kenya achieved with aviation being the main driver of their economies.
The minister also spoke about plans to transform Nigeria’s lesser airports, 16 of which are categorized as perishable terminals out of a total 22 in Nigeria. She said they would be transformed in order to create wealth for their local communities through industrialization and employment generation. The necessary infrastructure must be provided in order for them to perform the role of economic drivers hence their remodeling and refurbishing, she said. She also said the 52 year old Kano Airport had to be pulled down and rebuilt. She said the remodeling is not for cosmetic but for safety and security reasons.
Ms Oduah dismissed charges that the aviation ministry had stopped foreign airlines from patronizing Kano airport. She said, “It is not true. It is not possible. The more airlines that come into Nigeria, the more charges that the aviation agencies will collect, in addition to many other commercial benefits. We only ensure conformity with the terms of BASA [bilateral air services agreements] but the decision to fly into which airport is entirely the responsibility of the airlines.”

The Chairman described a media report that an
object crashed into the home of a resident as
very unfortunate and misleading.
Prof Olowofela also frowned at the report and its
writers intention, saying there was nothing like a
crash as reported, and that it was untrue that
the US used the object as a spy .
“What happened was that a man was playing
with a toy with his son and the toy got lost only
to be discovered by a neighbour and instead of
searching for the owner of the toy, the
neighbour kept it in his home for a week . And
the next thing was to read on a newspaper that
a spy object lost control and crashed into a
resident home”, he said.
The owner of the kite- like object, Sunday
Folayan, an Electronic engineer and the Vice
President,Nigeria Internet Registration
Association, also expressed shock at the reported
crash.
Folayan ,who is also into orbit, is the owner of
Skynet , a service provider company based in
Ibadan.
Folayan accompanied the Chairman, top local
government officials, the police, SSS and other
security men to recover the toy on Sunday.
Folayan who claimed to have produced many
similar toys for his son in the past explained
that he was playing with his son with the
battery propelled toy when it got missing and all
effort to retrieve it failed last week Sunday.
He gave a vivid description of the toy which he
produced for his son “The weight of the toy is
0.8 kilogram with the shape of an i-pad . It
cannot run more than 15 minutes . It is not
solar panelled, but uses battery and a remote
control .”
The owner is lying, he is trying an experiment or on a mission on it's own and not a toy for his son, looking at his line of job.

A mysterious spacecraft, which residents of Awotan in Ido Local Government Area of Oyo State called a “drone”, was reported to have crashed into a building at Omiremi Quarters in the community, leaving a crater on the roof of the building, just as aviation sources confirmed the object as a United States’ drone on an espionage mission in Nigeria.

Considering the registration number, TX 5803, inscribed on a black battery under the craft, a source said the space craft must have taken off from NASA base in Texas in the US, stating that the battery attached to the spacecraft powered it and enabled it to move around so that it could do the bidding of those who sent it.

Though many aviation sources told Sunday Tribune that the object could be a device used in espionage, another source, however, believed that the craft was a “nondescript aviation device”.

It will be recalled that the United States of America has, in recent times, come under attack by other countries for spying on their activities which may have confirmed the discovery of the spacecraft in Ibadan.

The craft, which was said to have dropped down from the orbit, flew into a toilet in the house of Ashipa of Awotan, Chief Tajudeen Adetoro, a few minutes after his grandson, Afeez Adewale and daughter-in-law, Adikat, left the toilet where they had gone to answer the call of nature.

According to Chief Adetoro, the mysterious aircraft forced itself into the toilet through the roof making deafening sound, saying it could have killed Afeez and his mother, if it had met them in the toilet.

The spacecraft, with a product number QR X30, has four stands and a rounded compartment housing its engine. It has a dry cell battery, USB drive, a censor and cables, while each of its stands has a two-way roving fan mounted on them.

The residents of the sleepy community told Sunday Tribune that the object was not a toy due to the fearful noise it made and the way it flew about, adding that it could be an explosive.

“When it flew out, we rushed after it and it was found hanging on the antennae of our neighbour...making a terrible noise and emitting heavy smoke,” Chief Adetoro narrated.

He said they ran for safety on hearing the loud bang made on the roof of their house only to discover that the object had entered the toilet hitting its wall in an attempt to exit.

Information obtained about the object from the internet revealed that it shares similarities with a device called Walkera QR X350 GPS which is sold for roughly $500.

Though the product description on it is not intelligible, Sunday Tribune learnt that it could be a remote-controlled transmitter that gives no signal when in the air, but which is used for gathering information.

INFORMATION NIGERIA– The governor of Kano State, Engr. Rabi’u Musa Kwankwaso has said the governors, who recently defected from the Peoples Democratic Party (PDP) to All Progressive Congress (APC) have the chance of overshadowing other stakeholders that formed the APC.
APC is the product of a merger between three political parties namely: Action Congress of Nigeria (ACN), All Nigeria People’s Party (ANPP) and the Congress for Progressive Change.
Gov. Kwankwaso was speaking against the backdrop of last week’s petition by his predecessor and a chieftain of APC, Malam Ibrahim Shekarau to the national headquarters of the party kicking against planned handing over of the party structure in the state to the incumbent governor.
Speaking with the Hausa Service of British Broadcasting Corporation, BBC, yesterday, Kwankwaso said with the growing certainty surrounding the defection of more PDP governors to APC, there was the possibility of the present five governors to emerge with the largest number of members in the party.
“There is no issue of taking over the party, because it is a new party. In the whole Nigeria, nobody has an APC membership card. So there is no need for the concern (Shekarau) of taking over the party by anyone, it is every body’s party”, he said.
Kwankwaso added: “As a mega party of ANPP, ACN and CPC, who formed the party, we from PDP are also part of that merger. And among these parties, it is PDP, our group that can boast of having five governors in APC now, with the exception of ACN.
“Unlike ACN, who are entirely into APC now, it is the PDP bloc that has all certainty of having other governors joining the party. Hence, we may be having the largest contingent in APC”, he stressed.
The Kano governor said as a strong party that is capable of winning elections in the country, APC could not be immune from certain hiccups from other members, stressing the need for understanding with people of different views and interest in any political quest.

THE EAGLES ONLINE– The leadership of the House of Representatives is set to change its Principal Officers when members resume after the Christmas and New Year break in January 2014.
The decision to effect the change is sequel to the emergence of the All Progressive Congress as the majority party in the Lower Chamber.
Last week, 37 members elected on the platform of the Peoples Democratic Party formally decamped to the APC, citing relevant sections of the constitution.
With this development, the rank of APC swelled to 175 members to emerge as the majority party, thus pushing the PDP to minority party, with 171 members.
The 37 lawmakers that decamped were from Kano, Kwara, Sokoto, Adamawa and Rivers States.
The governors of the five states – Rotimi Amaechi, Murtala Nyako, Aliyu Wamakko, Rabiu Kwankwaso and Abdulfatah Ahmed had earlier defected, following the merger of the defunct ‘New PDP’, a faction of the ruling party with the APC.
Other parties represented in the House are: Labour Party, Democratic Peoples Party, All Progressives Grand Alliance and Accord Party (AP).
After reading the letter notifying the House of the defection, Speaker Aminu Tambuwal also announced that he was in possession of a court injunction restraining him from declaring the seats of the defectors vacant.
Last Wednesday, 22 Senators and some members of the House of Representatives secured a court injunction restraining the President of the President, Speaker of the House of Representatives and the leadership of the PDP from declaring the seats of decampees vacant.
The Eagle Online gathered that during the week, there was a meeting between the APC Caucus in House and Speaker Tambuwal, during which agreements were struck.
It was learnt that the APC leadership agreed that Speaker Tambuwal and his Deputy, Emeka Ihedioha, should retain their positions while other Minority Principal Officers should take over as Majority Principal Officers.
Thus, Femi Gbajabiamila (APC-Lagos) is said to be warming up to takeover from Mulikat Adeola-Akande (PDP-Oyo) as Majority Leader.
Also, Deputy Leader, Leo Ogor; Chief Whip, Ishaka Bawa; and Deputy Whip, Ahmed Muktar Muhammed, are also poised to lose their seats.
To join Gbajabiamila on the majority side as Principal Officers are Deputy Minority Leader, Sumaila Kawu; Minority Whip, Samson Osagie; and Deputy whip, Garba Datti.
The leadership of the PDP, it was learnt, will determine whether the present Principal Officers on the majority side should become Minority Officers or they would nominate other members to takeover the positions.
On resumption of plenary in January, the APC is expected to formally notify the office of the speaker to allow it nominate the its Principal Officers in line with the House rules, having become the majority party.
The Eagle Online also gathered that once that is effected, the Speaker may dissolve all the standing committees so that members of the APC in their new status could head some of the so-called ‘juicy’ committees.

PDP national chairman Boko Haram fighting for justice –Tukur

National Chairman of the Peoples Democratic Party, Alhaji Bamanga Tukur, has said members of the Islamic sect, Boko Haram, are fighting for justice.
According to him, many Nigerians feel aggrieved and seek various means of airing their grievances.
Tukur, who spoke in Abuja on Tuesday when he received members of the party from Gombe State, said there must be justice in the country for peace to reign.
He however regretted that the activities of the sect were preventing some northerners from travelling to their home states.
Tukur said there was no way angry people would control their anger when there was nothing on their stomachs.

The Afenifere, a Pan-Yoruba socio-political group, on Friday called on President Goodluck Jonathan to faithfully implement the agenda of the proposed national conference.
The group led by its National Chairman, Chief Reuben Fasoranti and the Ondo State governor, Olusegun Mimiko, made the call at a meeting with the President at the State House.
Addressing State House correspondents after the closed door meeting, Fasoranti said the proposed national conference “is the soul of a new Nigeria and bigger than everything, including the 2015 general elections.’’
He commended the President for the initiative of a national dialogue to bring the people together to discuss their union.

“This is a bold move that will earn you a good place in history if faithfully implemented. Any leader who is able to get us out of this structural quagmire will never be forgotten.

“Mr President said some forces that have benefited from the
imbalance and inequity of decades will not fold their arms and watch Nigeria restructured into an entity that works for all its component units.

“This is why all manners of “letters” were posted to you with impeachment calls. Expect more of that as the process moves on by those who want the National Dialogue aborted.

“We strongly advise that the conference be concluded early so that the 2015 elections can be conducted on the basis of the new constitution,’’ he said.
Fasoranti assured the President of the group’s support in carrying out the national conference.
He said that the group also commended the President’s commitment to the completion of the rehabilitation and expansion work on Lagos-Ibadan expressway.
Fasoranti said that Afenifere also appealed to the President to look into revitalising the moribund government companies in the South West such as the machine tools and Osogbo Steel Rolling Mills.
Special Adviser to the President on Media and Publicity, Dr Reuben Abati, said that the President reassured the group of his commitment to convening the national conference early next year.
He said that Jonathan also assured that he would not interfere in anyway in the discourse and the nation would be guided by the resolutions from the conference.

The House of Representatives today has asked President Goodluck Jonathan to fire the Minister of Aviation, Stella Oduah, over her purchase of two luxury and overpriced bulletproof cars through a department under her, the Nigerian Civil Aviation Authority (NCAA).
The recommendation came today as the House adopted the report of its Committee on Aviation which investigated the purchase.
The House also wants the Economic and Financial Crimes Commission, EFCC, to carry out further investigations of government official involved in the fraud, as well as Coscharis Motors, which supplied the cars.
Reacting through a prepared text, the Minister expressed “shock and disappointment” at the development, and suggested the House had a hidden motive right from the beginning.
“We recall vividly the underhand tactics of the House when, 24 long hours before the Report of the investigation was due to be laid before the Plenary, ‘’Certified True Copies’’ were handed over to online and traditional media,” a statement by the Minister’s Media aide, Joe Obi, said. “The motive of those who handed the document to unauthorized persons has fully manifested in the adoption of the recommendations that have no reflection to the Public Hearing conducted in the full glare of Nigerians and the media.”
The statement insisted that due process was followed in the procurement of the vehicles, and that they were neither purchased for the Minister nor in her name.
“The action of the Committee and the House were pre-meditated with the sole aim of casting aspersion on the person and office of the Aviation Minister. We reiterate that the recommendations of the Committee do not reflect the actual course of proceedings at the Hearing. The Minister and the Ministry of Aviation however remain focused in the implementation of the Transformation Agenda of the Federal Government in the sector.”
In the report, which leaked to the media early in November, the Committee refused to accept a single submission made to it by Ms. Oduah, in essence calling her a serial liar.
Among others, the committee concluded that:
*.There was no appropriation for the purchase of the two cars, and stressed that a proposal by the NCAA for the purchase of the two cars had previously been rejected.
*.It was not true as claimed by the Minister and the Director-General of NCAA claimed that the vehicles were purchased under a lease agreement with First Bank because that bank clearly testified that they were procured under an auto loan, a point substantiated by the loan agreement between NCAA and First Bank.”
*.A false vehicle was presented to the committee for inspection, because while the document submitted indicated that the vehicles in question had BMW chassis numbers DW68044 and DW68032; the vehicles actually presented for inspection showed BMW chassis No. DW68044 and W68011. The committee said it was therefore unable to authenticate the identity of W68011.
The adoption of the report by the House has now yielded a situation where a Minister indicted for corruption at the National Assembly continues to be retained in office by the executive, with that Minister clinging to the “Transformation Agenda of the Federal Government.”
President Goodluck Jonathan is yet to release the report of a three-man panel he set up to investigate the same issue.
