You're trying to cheat the immigration system of Canada and when caught in such ACT, you may be found inadmissible to Canada for a period of 5-years. Consequently, my professional advice for you is to wait until your brother's application has been completed and a decision reached on his file. IRCC are a team of smart people and are quick to pick out irregularities on any file submitted to them. It's also possible your application goes to same visa officer processing your brother's file. JustMellow:IRCC are becoming strict on some applicants providing an IELTS Certificate before a decison would be made on their application. I have seen a case of such whereby the visa office in Nairobi made reference to their request via email response about the IELTS Certificate which is yet to be provided by the applicant. Apparently, the 20days processing times spelled out for applications under the NSE program are not been observed by IRCC. Although, there are a lot of applicants who have provided response to the NSE request on their inability to provide certain documentation and are still waiting for months, while some others who applied with the complete NSE package are getting faster feedback on their application. Hence, my suggestion that non-compliance in providing any of the requested documents, such application wouldn't be considered under the NSE program and might take a longer processing time.
