I'm a farmer and have personal experience with some of these birds and also hear from other farmers.

Most of these birds (so called Agric birds) have been bred to loose broodiness so that they lay more eggs. So Boiler is not reliable for sitting on eggs. Yes some will sit and hatch but there are cases of them abandoning the eggs midway. I used to use local chickens to hatch their eggs.

Noiler birds can scavenge for food like local chickens. But if you are not supplementing they will take longer to attain their full weight and may not even attain if the environment doesn't have sufficient food. If scavenging look at around a year to reach full potential. But if well fed, they arrive at about 6 months giving around 4 - 4.5kg for male and 2.5kg for females. I once a female that wasn't laying and it reached 4.2kg, my highest male was 3.9kg

There are. They're not spread across the delta, so you won't find them in all the states. But if you have friends from Akwa Ibom, you can ask them and they'll tell you first-hand stories about hippos. Hippos in the delta are endangered so there are few of them left.

They are still very much available. The day old are sold as black cockerel but I think its usually the males only that are sold. I think the reasons they are no longer as popular or common again are:

1. Cost: Because of the general cost of things, most people can't afford to by them anymore. The people that used to make them popular were those that brooded them and go about from street to street and local markets to sale them. They are expensive as day old chicks (last I remember is around N400 to N500 each) and feed is also expensive. After brooding for 3 weeks the cost is so high that its difficult to sell. If you do have them and feed them well, you can have 4kg meat when mature.

2. Alternatives: There are two alternatives that have moved the demand for these birds.

I. White cockerel: These ones are cheaper as day old chicks (around N70 to N100 and sometimes of poor demand it can go for N20). So the brood and retail people use this one instead. But these birds would not grow to be nearly as weighty as the black ones. I hate them. They consume almost same amount of feed to produce less meat (about 1.5 to 2kg).

ii. Noiler: These ones cost about the same as the black cockerel and mostly a little more expensive but they are preferred because they come in equal number of both sexes. The males will give you about same if not actually more meat (4 - 4.5kg) which is better than the black cockerel, while the females (with little less meat - 2.5kg) will give you eggs. They can lay about 150 eggs per year when well fed.

III. Broilers: When you consider cost of feed, you'll see that broiler is much more worth it if you are caging or having to provide 100% feed. They mature faster to give better weight of meat with less feed.

Unless you want to be aggressively imperialistic, I don't see the need for an aircraft carrier. Moreover, powerful nations won't need an aircraft carrier in the event of a war in the future.
You will definitely need a carrier if you are interested in maintaining any level of air presence. How do you fight an enemy that is far away? Jet fighters are not designed to fly for too long. Even if they can refuel mid flight, it leaves them exposed to enemy radar system and interceptors.
Why do you think the US need carriers? How do you plan to effectively fight far away from home ( middle east) if you don't have a platform where your air assets can land and take off for sorties? Not all countries will allow you to station your men and equipment on their soil like South Korea is doing for the USA. You need carriers to be a global power

I am saying they are not getting what was quoted in the budget, not that they are not getting funds.

You can only judge them by thier expenditure not by what was budgetted

So what you should be asking for is expenditure in that fiscal year.
So if 250 million was budgetted for and only 100 million was expended, we should be auditing the expended 100 million not the budgetted 250 million.
So yes money was spent, but it is wrong to judge efficiency of that organisation on budget not expenditure.
What ever was received would have been able to revamp the hospital to global standards. I can bet my left hairy ball on this. There is no commitment to fix this things. No explanation will suffice pls

That is what am trying to make you understand, it is budgetted based on expected income, if the income is not achieved it can not be executed.
The same thing you are expecting for health, someone else is expecting for education, another person is expecting for security, another person for infrastructure, so which one should be done and which one should be excused, putting into perspective limited income.
So the question is not why is it not done, because there is no money for it.

The real question should be how can people be made to understand this limitations , remove biasedness and look for actual working solutions.

This i say because most people will have inherited anger because the keep on seeing bogus amounts being awarded for the same thing year in year out.
Please help me answer this question first. Does the hospital get any money at all or not? Are you saying they never received a dime in all of these years

Budget in national context does not mean it is what will be spent, it only means earmarked.

Lets say i pan on making 100 million this year, i budget buying a car, building a house and marrying my second wife, if i dont make that 100 million will i achieve all that, Next year i will adjust my budget based on expectation.

This is different from reoccurring expenditure.

So all those numbers you are seeing there are just amounts earmarked based on an expected benchmark, not what was spent.
It's no different from what I have in mind.
But truth of the matter is that even if the hospital don't receive all that money they budgeted, at least it gets a sizable chunk of that fund each year. Why not fix the damnn hospital and the health care sector by extension? If you want to go outside for treatment as a president due to security reasons, no problem, but fix these facilities so that Nigerians can get quality service then you can go and die in your London clinic, no problem. The other time Aisha was complaining about the state of the said hospital. let's not keep making excuses for these demons.
