Before Tinubu became governor in 1999- 2007, Lagos state had already developmental plans.

Don't mind them jare. Even Lam adeshina and Ladoja and Ajimobi built legacy schools. Lam even paid for Waec fees and had free education. Under ladoja it was 50 students in a class. States that were not earning one third of what Lagos was earning.
