The Minister of Finance, Mrs. Kemi Adeosun, Monday revealed government’s strategy for foreign loans that will be used to fund the 2016 budget. According to a statement from the ministry issued by the Special Adviser to the Minister on Media Matters, Mr. Festus Akanbi, Mrs Adeosun disclosed that one of the options the federal government will explore will be to get credit from multi-lateral agencies like the World Bank and African Development Bank (AfDB). “These Multilateral agencies provide loans on concessional terms, which include low interest, moratorium before repayment and long tenor.” “The second funding option being explored includes Export Credit Agencies such as China Exim Bank. These funds are also concessional and are tied to specific capital projects,” the statement said. The balance of foreign borrowing required will be raised in the Eurobond market at commercial rates of interest. The Minister explained that by blending these different sources of funding, the overall cost of funds will be maintained at the lowest possible level, stating that “as far as possible, our foreign borrowing will be tied to specific capital projects. There is outrage in Enugu State following the discovery, Monday evening, shocking images of dead bodies buried in shallow graves along the Enugu Port-Harcourt Express Road. The incident, which occurred at the Ugwuaji Area of the State has kept residents in tears. The corpses were buried inside the foundation of the building suspected to be a church under construction and totally covered with concrete. It was gathered that construction of the building whose owner could not be immediately ascertained, commenced recently and was at the foundation level before the gory discovery Monday. Unconfirmed sources said one of the workers at the site, who heard about the burial of the deceased inside the foundation before it was concretized, alerted security operatives about the evil act. Policemen were said to have after receiving the tip-off mobilized some labourers who dug the foundation open and discovered the corpses. The discovery attracted several passersby and motorists plying the road to the scene. They expressed shock at the discovery and called on security agents to do everything possible to fish out the perpetrators of the act, who they suspected could be ritualists. Some residents of the neighbourhood alleged that the building believed to be a proposed place of worship, belonged to a ritualist who disguised to be a man of God. The State Police spokesman, Mr Ebere Amaraizu, who confirmed the report said the corpses were recovered from the site following a tip-off. “On information, three decomposing bodies were discovered and full scale investigations have commenced with a view to unmasking circumstances surrounding the incident,” he said. Meanwhile, fear has gripped residents of Ugwuaji as security operatives were said to have swung into action to crackdown on the ritualist and his cohorts who killed and buried the deceased persons. One of those who were at the scene described the act as “wicked and the most inhuman action I have seen in my entire life.” “I was traveling when I saw the crowd there and had to stop. This is wickedness of the highest order. Some aides and close associates of Chief (Barr) Nyesom Wike, the Governor of Rivers State have expressed fears over what they referred to as the “uncharitable threats” by the Governor. Governor Wike who is said to be troubled by the spate of defections that is on going in his party, the People’s Democratic Party in Rivers State has issued a threat while meeting with selected members of the PDP leadership. Worried about the defection he said: “Everybody is running away to APC and they expect me to stay calm and suffer the brunt alone. It will never happen. Today I went to the bank to carry out some transactions (no ask me wetin) and my eye went straight to the counter watching the cashier arrange bundles of #1000. I began wondering, the banks collect from the public and send to the CBN. Each day millions of naira are collected and sent to the mother bank. The million dollar questions are: 1) what does the CBN do with the money and how to they store/manage it? 2) The CBN collects revenues and those generated, do the CBN and ministry of finance use both the revenues and bank deposit to run the economy? I have been wondering the relationship between girls and recharge card ie airtime. You meet a girl today and not too long she starts asking you for card. The reason why these schools are expensive is because majority of the teachers are foreigners especially these foreign schools. Whiteplain british high school(jabi), nigeria turkish (wuse 2), jesuit loyola (maitama), ICS (jabi ext) has foreign teachers n their curriculum supports the teaching of more than one language and also the extra moral activities such music learning, karate etc adds to the price. The environment is conducive, fully air conditioned classes n tight security. For me, the fees is on the high side but its worth it. The place will influence ur kid positively and majority do get admission easily to foreign universities or very exclusive private unis in 9ja. |

Though am an Igbo, I strongly believe that the general was the best thing to happen to Nigeria. A man with an iron fist, had the interest of the nation at heart, and many things. Thou, he was corrupted to a fault by those who planned in their own benefit. It didn't change his stance on my country. Our military was the main thing and a super power in west africa unlike what we see now. A no nonsense kind of man which made people hate him because they couldn't have their way like they did with the previous administration. I still see him as the best military head of state of my country. Next in line would have been yaradua(best civilian head of state) but he didn't live long thereby giving the title to Oga Jona. Jonathan is more like abacha but didn't have the heart of a lion. He knows what he wants for the country but he allowed lots of people to influence him unlike Abacha who didn't always bend to the will of every one..... I see him as a mentor |
A confidential document obtained from within Nigeria's Communications Commission (NCC) shows that MTN Nigeria, the telecom giant which was fined a massive $5.2bn yesterday, is a serial offender of regulations in the industry, and explains how the staggering figure was arrived at. The fine, which MTN says it is studying, is a punishment for non-compliance with a deadline set by the NCC to disconnect all non-registered sim cards. The document explains that the punishment follows a review of the registration records of all the telecom operators,and having taken into consideration their compliance records, the agency imposed a fine on MTN alone for non-compliance on SIM registration. “The fine of N1,040 billion is in line with Section 19 of the SIM Registration Regulations specifying N200,000 per unregistered SIM and the penalty has been applied for the 5.2m MTN SIM card registration records found to be non-compliant by the NCC,” the document says. “This unprecedented fine is indicative of the magnitude of the transgression and the seriousness with which the NCC and the authorities are approaching this issue. It is also more likely to ensure that the wilful non-compliance by MTN ceases.” The document shows that as far back as May 2010, all local telecommunications operators were required to commence the collection of biometric and non-biometric personal information for each new subscriber in an effort to improve information gathering towards enhancing national security. The initiative was at the instance of the Office of the National Security Adviser in collaboration with other security agencies and the NCC. The SIM Registration Regulations came into force on November 7, 2011, and exactly two years later, operators were directed to fully bar any newly registered SIM card which failed to perform a voice or data communication within 48 hours of its registration. The document shows that the NCC and security agencies conducted a compliance audit on all operators in August this year following expiry of the deadline of August 11, for deactivation of improperly registered SIM cards. “The NCC disclosed, at Press Conference on August 17, 2015, that despite sharing a list of invalid registration details with operators, MTN had made little or no effort towards compliance with the deactivation directive whilst other operators had largely complied.” The document further shows that last month, an unprecedented high level meeting chaired by the Chief of Staff was called at the presidential villa, bringing the telecom CEOs face-to-face with the heads of the main security agencies and the NCC, for the purpose of emphasizing compliance with the deactivation directive. “The Chief of Staff implored operators to take the matter seriously noting that (i) security and safety of the people is No. 1 on the president agenda; (ii) 70% of kidnappings, violent crimes and insurgence are facilitated using unregistered SIM cards making it impossible to trace the perpetrators; (iii) government supports the private sector but companies must operate within the law; (iv) in other countries heavy fines are levied on the private sector for non-compliance (e.g. JP Morgan’s $20bn fine),” it said. “It was also agreed that (i) operators were to immediately reconcile the records of their deactivations against the list of invalid registrations earlier shared with operators by the NCC by September 7, 2015; and (ii) a penalty of N200, 000 per unregistered / poorly registered SIM would be imposed as stipulated in the SIM Registration Regulations 2011.” The document notes that despite all of those efforts, MTN failed to comply with the directive to deactivate improperly registered subscribers. “The NCC and security agencies informed the public during a press conference held on August 18, 2015, that, as at the expiration of the 7-day deactivation deadline ending on August 11, 2015, MTN had failed to fully deactivate any subscriber,” and following repeated warnings and compliance enforcement visits by the responsible authorities only made a partial attempt to bar unregistered subscribers in selected areas over a few days in September 2015. Other operators had fully complied and reconciled their deactivations with the invalid registrations shared by the NCC up to 4 weeks earlier. “The consequence of MTNs refusal to comply with the directive is even more pronounced as fully half of all the invalid registrations shared by the NCC belonged to MTN,” the document shows. “These SIM cards with invalid registrations pose a grave security risk to the country as their registration information cannot be used to successfully identify their owners in the event of a security issue involving any of these SIM cards. The recent kidnapping of the former finance minister Chief Olu Falae is one example of this risk; the kidnappers used MTN SIM cards and MTN was unable to provide any registration data for those SIMs.” The document further reveals that MTN’s non-compliance with the deactivation directive, rather than being an isolated incident, must be seen as part of a general pattern of non-compliance, with regulatory directives that actually predates the current SIM registration infractions. It cites many examples of violations and non-compliance, beginning in November 2012, to buttress this point. “As it stands today MTN’s persistent violations have forced the NCC to impose the unprecedented sanction of suspending all regulatory services to MTN following its accumulation of over 28 separate and proven infractions,” it says. CALABAR—TONGUES are wagging in Calabar, Cross River State, over why the police are yet to arraign in court a dismissed staff of the Nigeria National Petroleum Corporation, NNPC, who allegedly shot dead a 22-year-old secondary school leaver, Douglas Ochaga Ojugbo, on March 10, for hitting it off with his daughter. Health officials from Calabar Urban Development Authority, CUDA, buried the remains of Douglas, who was preparing to write his 2015 JAMB-UTME examination, in a shallow grave on the orders of the Divisional Police Officer, DPO, in the area without identifying him. The DPO said the killer informed the police that Douglas was an armed robber, who came to rob him in his house. ‘It’s cock and bull story’ However, family of the deceased described the claim by the police and their son’s killer as a cock and bull story. Mother of the slain boy, Mrs. Maria Ogar Ojugbo, a director at the Fishery Unit, Ministry of Agriculture, Calabar, toldNiger Delta Voicethat her son went to collect money for a mini-notebook he sold to the man’s daughter, Mercy, when the assailant killed him. Father of the deceased, Mr. Ogar Ojugbo, in a petition to the Inspector General of Police, said his son was not a robber and that the former NNPC staff killed him in cold blood because he was having an amorous relationship with his daughter. He asserted: “My son is 22 years old. Sometime this year, he sold his used mini-laptop to the daughter of the suspect, who leaves with him at his River Basin Authority home. The daughter made a part payment of the agreed sum leaving a balance. “My son had been visiting the home of the suspect to collect or recover the balance of his money. The suspect, not pleased with the boy’s presence, inquired or demanded to know what he was doing in his house. “My son tried to explain to him his transaction with his daughter. Without any effort to verify the boy’s story, he asked him to leave his house and warned him never to visit his house again. “My son was about leaving when his daughter asked my son to come on March 10 and collect the balance of his money. On the said day, my son went to the house hoping to see his daughter as they agreed, but unfortunately he saw the suspect. Deadly confrontation “The suspect, on sighting my son, ran into his room and fetched his gun. Douglas, on sighting him with a gun, took to his heels to save his life. “However, having made up his mind to kill my son, he pursued him until he caught up with him at the gate of Basin Authority, a distance of a kilometre from his house. “He shot my son first on the leg as a result of which Douglas fell down and to accomplish his goal, he shot him the second time on the arm to make sure that my son is dead. “Furthermore, the suspect having accomplished his goal bundled the body of the late Douglas into a police van and took same to the Divisional Police Officer of Federal Housing Police station. “He conspired with the police to get rid of the body of Douglas in order to conceal his death.” DPO’s story WhenNiger Delta Voicevisited the Federal Housing Police Station, the DPO, Mr. Mike Ezeweren opened up: “I got a call from one of my patrol officers, who said an armed robbery suspect was being brought in. “I called the control unit informing them that a suspect was apprehended at the Basin Authority area. When the patrol team came, I saw somebody at the back of the pick-up van and they brought him down. “Under such circumstance, when a suspected armed robber is killed, we heave a sigh of relief because we refer to the deceased as minus one. They brought along with him some iron bender and a locally-made pistol and told me an angry mob seized him. The suspect was there with the mob. “He said he was in his compound, a twin flat, when he heard dog barking from the other end and that when he sought to find out why the dog was barking, he saw someone rushing out from the sitting room of the other flat. “He said the suspect (Douglas) threatened him with the machete he was holding, but he retreated to his flat and brought out his double-barrelled gun with which he shot the suspect. “He said after the shooting, the suspect still managed to scale through the fence in a bid to escape but when people around heard the shout of thief, they responded and pursued him, brought him down and continued battering him before they even called the police. Unknown victim! “At that point, I sought to know the boy’s identity but nobody knew him in which case it was an unidentified corpse. I then told my men to take the statement from the suspect, who acted on self-defense, after which I contacted the health authorities to come and convey the corpse out of our premises. “The corpse was unidentified and besides I cannot raise N35,000 to deposit in the mortuary for an unidentified corpse. Under what sub-head will I even tag that money or do they expect me to use my salary? “It was that reason that made me to call the health authorities to go and dispose of it in their own way.” Police know nothing about boyfriend/girlfriend affair The DPO also said: “I do not know anything about this issue of girlfriend and boyfriend. The man said the boy came to rob in one of his flats with iron bar and threatened him with it. “Therefore, it was a case of robbery; it was even the mob that first said the man shot the boy and the man later confirmed that he actually shot the boy. “If there is anything in the matter, they should not face the police, they should face the man that shot him and the man is not on the run.” On the hasty burial of Douglas, the DPO said: “Where do you expect me to keep the corpse when I do not have the financial backup to send the body to mortuary? We have health authority that we call upon at any time to dispose unidentified corpse. “Where they would have faulted me is if someone had come to identify the corpse and I still went ahead to the health authorities to bury the corpse. I did not follow the health authorities to where they took the corpse. “We normally call them to come and dispose corpses, especially unidentified ones. At every point in this whole encounter, I communicated with the Commissioner of Police and also sent signals.” Suspect warned deceased—Neighbour A neighbour of the suspect toldNiger Delta Voicethat the suspect’s daughter, Mercy, and Douglas were friends and the suspect had warned Douglas a number of times to stop coming to his house before the tragedy. The neigbour said: “The man had warned the boy not to come near the daughter again, but the two of them could not keep away from each other and we hear that it was because of the relationship between the boy and the girl that the man decided to take that horrible action. “On that fateful afternoon, we saw the man running after the boy, who was panting and running but the man caught up with him around the Basin Authority gate and shot him with a gun. “After shooting him, he called the police that he had shot an armed robber. All of us were running for our dear lives because the man is dangerous and everyone around knows him for that.” Mother’s agony Mrs. Ojugbo, however, bemoaned that the suspect was bragging in a cozy room at the police clinic, where police kept him, that nothing would happen to him. Captain Koli had to flee Nigeria once PDP top officials as well as the military realized that he had secretly taped conversations of the highly criminal conspiracy to intimidate voters in Ekiti State and to thwart the reelection bid of then Governor Kayode Fayemi. The tapes, which revealed the PDP officials trying to blackmail General Momoh whilst also offering him financial inducement, created a political scandal known as Ekitigate. After the whistleblower eluded the ferocious military and PDP dragnet that sought to capture and punish him, military authorities detained his younger brother and harassed other members of his family.
