If you are sensible you would see that it was for Administrative convenience, because all their facilities were in Lagos Colony already so it would very costly to relocate all to Calabar. 1. If Britain thought Lagos was important enough to make it a stand alone Colony, shows it was viable.

They used the placess to then administrate those areas.

The civil war caused a slow down in enrollment figures but right now check it the south east has overtaken in enrollment figures once again.
