One thing is to have an approved budget and another thing is for the government to finance it.

Actually the police were being very professional and conducting their search. The Indian who shouted a couple of times out of frustration appeared to be drunk.
Bear in mind that the video was edited to show only the 2 occasions the drunk Indian raised his voice, but the police were not prevented from conducting the search of their vehicle and bags.
