To cut the long story short my neighbours in similar situation had to negotiate with the NEPA officials on how to pay in instalments…. E.g on each recharge it was agreed that 30% should be removed ….

I was lucky enough enough to get a NEPA official who agreed to help me takeoff my bill for a small token… he wiped out my bill from the system (300k plus) in 2020….

My candid advice is 16k is small…. Close eyes and clear it off and enjoy your recharge

So I just moved into a compound newly and this is my first month.
