It's like a business being asked to grow in size by ten times overnight, they'll need a loan to do so. They'll still make record profits, what they don't have is cash on hand to fill up those levels of inventory.

When you have already fallen, you are on a lower height and they still expect you to fall again rather than rebound which is what most countries do, you say they are predicted to recover. If you fall 5% every year, after just 10 years, you will have lost half of everything you had.
