This is non-issue since Sayyidina Umar ibn Khattab invented the start of hijra calendar. He basically regulated it. Therefore, it becomes Sunnah due to nabi's statement to follow Sunnah of his khulafah.

Therefore, Muslims MUST recognize the birth of the new Islamic month {Muharram} and create awareness for it. The good news is that more and more people are being acquainted to it now unlike before.

Interestingly, Ottoman Empire did celebrate 1st day of Hijra like today by paying respect to Sultan by various governors and leaders. But it was not exerggerated due to clash with karbala with respect to Sayyidina Hussein ibn Ali (karamaLlahu wajiha). So they were very sensitive about it.

But the saying that "don't initiate greetings" is ridiculous. This is not the saying of the prophet (saw). Therefore, it is irrelevant. Hijra is not kufar calendar. Why can't we greet one another?

Again, awareness of hijra MUST be made known to the world. Fireworks, greeting cards, eating and dancing are not the primary essence. So we should not focus on that and use that as yardsticks for rebuking celebration of Hijra.

Muslim children must be aware of Hijra and ESSENCE of it. Just because Salaf didn't have open celebration does not mean it is Haram thing to do. For the fact that Sayyidina Umar (ra) invented hijra, this alone makes the celebration valid.

Tope Fasau comes a close second to me and I don't really know who to choose between Fela Durotoye and Sowore because I think both seem good to go,b I don't really trust them based on certain facts and factors that emerge some time ago.
