The European Space Agency has refused to cooperate with Roscosmos Russia on the joint ExoMars mission. The European Space Agency has suspended all Bilateral relations with Roscosmos Russia. The desire by Russia to work together with The European Space Agency is a clear indicator that Russia could not shoulder the cost of the project and future projects alone thus the Bilateral agreements.
