The Independent National Electoral Commission is considering burning unclaimed Permanent Voter Cards (PVCs) before next year’s general elections.

Dr. Rufus Akeju, the new Resident Electoral Commissioner (REC) in Ondo State told newsmen on Monday in Akure that INEC is considering the option since all attempts had been made in vain by the commission thorough sensitization campaign to reach out to the affected voters to collect their PVCs.

He said the commission was making efforts almost on a daily basis for voters to get their PVCs, adding that the commission may be compelled to resort to the burning of the cards or destroying them to check being used to manipulate elections.

The REC said that the burning process would be made public for all Nigerians to witness.

Akeju said in Ondo state, 1,659,186 people have been registered as eligible voters, and 1,288,722 cards had been distributed so far, adding that 370,464 PVCs are unclaimed.

He also said the commission was doing everything possible to ensure a credible election that would meet with global best practices.

“ We now have new and improve data capturing for moderate and effective capturing.

“We have introduced additional card readers in case one is malfunctioning in a particular unit,’’ he said.

The REC solicited the support of all journalists in the state, saying they remain major stakeholders in educating the general public.

He, however, urged journalists to report accurate stories they gather from INEC offices in the state without bias.

The Chairman of the Nigeria Union of Journalists (NUJ) in the state, Mr. James Sowole, promised that the union would continue to support the commission in its activities.

The News Agency of Nigeria (NAN) reports that Akeju was the immediate past REC in Osun before his posting to Ondo State.

The Cross River State Police Command las week Friday arrested three Internet fraudsters, popularly known yahoo-boys, with charms which they been is using in defrauding and stealing their victims of money and other valuables.

This was as another group of five yahoo-boys was also arrested in an area of Calabar.

Mr. Hafiz Inuwa, the Commissioner of Police in the state, who revealed this in Calabar during the parade of the suspects, gave the names of the yahoo boys that were arrested with charms as 22-year-old Chukwuemeka Ahunanya; Francis Ugochukwu, 25; and Emmanuel Chukwuma, 25.

The Hafiz Inuwa, said the three-man gang had admitted to belonging to a syndicate that was using charms to hypnotize potential victims.

Inuwa stated that,

“On February 23, 2018, at about 0940hours, the following suspects were arrested in the Akpabuyo Local Government Area on a tip-off. They are Chukwuemeka Ahunanya, Francis Ugochukwu, and Emmanuel Chukwuma.

“During interrogation, the suspects confessed to belonging to an Internet fraud group also known as yahoo boys. They used charms to defraud and dispossess unsuspecting members of the public of their hard-earned money and other valuables. Some charms were recovered from them during the search.”


According to Punch, he said that investigation was continuing to identify their victims, adding that the suspects would soon be charged to court.

So, Inuwa disclosed that the command also on March 8, 2018, arrested another set of Internet fraudsters.

“We got a tip-off that five young men who specialize in Internet fraud were sighted along Itu Street, off Mary Slessor Avenue, in Calabar, ostensibly to commit a crime.
“The following five suspects were arrested by men of the Special Anti-Robbery Squad: Emmanuel Anthony, 33; Victor Eyo, 23; Joshua Archibong, 22; Michael Oyo, 23; and Edet Emmanuel, 20,” he said.

Inuwa disclosed that items recovered from the suspects were a pair of scissors, bottles of CSP Codeine, some mobile phones, ATM cards, play station and ML 350 Mercedes Benz SUV.

When interrogated by Southern City News, one of the suspects who specialized in using charms, Ahunanya, said the gang introduced the use of charms to defraud their victims two weeks ago.

Ahunanya, who declared he's a graduate of the Maritime Academy in Akwa Ibom State, said,

“We just introduced the use of charms into our business. Though we have not perfected it, we think it will work. We have seen others using it. We started it like two weeks ago. We get information that it works for others using it.”

Another suspect, Chukwuma, said,

“We only started using the charms like two weeks ago, and we have not seen its potency. We cannot tell if it will work because it has not worked for us. I am new in the Yahoo business.”

The Commissioner of Police said the suspects would be charged to court as soon as the investigation was concluded.

Sani who represents Kaduna Central disclosed the figure and the N700,000 salary of senators in an interview with TheNEWS magazine.

Abdullahi dismissed any suggestions that Sani’s colleague were miserable with him and stated if people had looked critically at the budget of the National Assembly which is made to public, they would have seen that various line items like travelling, medicals, consultancy and the rest were captured in the budget and which was the funds divided for each Senator’s use.

“Almost all holders of elective and appointive offices have running costs allocated to their offices, and that cannot be said to be part of their salaries,” Abdullahi stated.

In the interview, Sani said: “I think what we can say is that the running cost of a senator is N13.5 million every month.”

He was responding to a question on alleged bogus salaries and allowances of Nigerian lawmakers.

Based on him, while there is no specific instruction on what the fund should be used for, lawmakers must present receipts to back up their expenses from the running costs. He added that the running charge is in addition to funds allocated for every senator for each constituency projects.

“But what I am saying is that that money (N13.5 million per month) must be receipted for what you do with it. But what you are given to go and spend without any accountability is N750,000.00.

“The constituency project itself is given on a zonal basis, and almost every Senator will go with a constituency fund of about N200 million, but it is not the cash that is given to you.

“You will be told that you have N200 million with an agency of government for which you will now submit projects equivalent to that amount. And it is that agency of government that will go and do those projects for you.

“Now, the corruption comes when the projects are not done, and the money is taken. But right now, it is difficult to do that because NGOs and transparency groups have come into it. They track every allocation made to you and where they are being used.

“So, it’s becoming difficult for what used to happen in the past to happen now.

“But I can tell you that I would love a situation where we do away with running costs, constituency projects and leaves senators and members of House of Reps with salaries.‘And Also, the public should be informed that nobody should come to any senator’s house asking for any kobo. That also would be helpful.

The mood in Dapchi is still somber. Most families are gathered in congregational prayers under Neem trees at street corners, while military checkpoints, which were hitherto absent, are now glaring at strategic places. This town, in Bursari local government area of Yobe state, north-east, Nigeria, is yet to recover from the attack on the Government Girls Science and Technical College on Monday, February 19, 2018.

Suspected Boko Haram insurgents, masquerading as soldiers, lured 110 girls into their vehicles, kidnap them. Now, it is no longer the abduction that matters. But the reality that even after ten days, nothing significant has been heard about the rescue of the girls. While the Nigerian army and police are trading blame on who should have been responsible for the security of the girls, their parents are still waiting, in unbearable longing, for their return.

Hajia Ibrahim M-grah, 45, has not had any meaningful sleep for almost ten days now. Her troubled mind has been conjuring up images of where her 17-year-old daughter would be. Would she have any food to eat? Would she be asleep now? What are they doing to her now? Would she become a Boko Haram bride and mother? Or will Allah answer her prayers and bring her back soon?

She was seated cross-legged on a blue rubber mat when TheCable met her at a family yard. Despite breastfeeding her infant, the love and joy mothers usually give to their suckling babies during such bonding exercise was missing. Rather, her eyes were bleary and puffy with heavy bags of sorrow underlining them.

“I am not myself. I cannot sleep. I am not in my senses now. I am suffering. I am missing my daughter.” This was the little she could say in Hausa through her husband who interpreted.

Her husband, Ibrahim M-grah, 60, says he had bought her sleeping medication but rather than being cured of sleeplessness, she is having frequent heart palpitations. Speaking of their daughter, he says, Fatima Ibrahim M-grah, in SS3 (final class), has only three or four months left to conclude her education in that school.

“She has been in the school since JSS1. There was no problem. But she only has three months left to finish,” he says, raising three fingers up. “After she completes her school, she wants to go and read health tech at the school of health technology so that she can be a community health extension worker.”

Based on the Nigerian academic calendar, she ought to write her final exams — the senior secondary school certificate (SSCE) — in May after which she proceeds to the next level of her studies in September, but who knows if this dream will ever see the light of the day.

Fatima is not M-grah’s only daughter that was missing, but he prefers to talk about only one.

“I have two daughters in that school. The second one, Hafsa, is my second wife (I have three wives), but let’s not talk about that,” he says, trying to suppress his emotions.
Fatima — the baby of the family

Born on June 30, 2003, Fatima Bashir had her whole future, bright and beautiful, before her. Her problem wouldn’t have been lack of money to pursue an education as her father, a civil servant, is ready to sponsor her through nursing school. He wants her to be a nurse, and that is why he sent her to a science school.

But on the night of the attack, her sister who is also in the school escaped, unfortunately, she couldn’t. The house has been silent since then.

“Since I have not seen my daughter, I am not comfortable. I cannot eat, and I cannot sleep,” her father, Bashir Alhaji Manzo, says. He is the chairman of the Association of Parents of Abducted Dapchi Schoolgirls. “I want the government to produce our children with immediate effect,” he says.
Boisterous Fatima

Fatima Mohammed, a 16-year-old SS2 student, is an extraordinary child. Wery gifted and obedient, her father testifies. The senior man in his sixties is the district head of Jumbam, a small town near Dapchi. He was receiving visitors who came to commiserate with him on the kidnap of his daughter when TheCable met him.

“I truly love my daughter,” he says, crossing his legs on the mat in his yard. “She is very obedient to me. The love of a father to a child is never expressed that is why I cannot express how much I love Fatima.”

He shakes his head and tries not to blink so that the water gathering in his reddening eye wouldn’t drop.

“I always think about her – when I want to eat, when I want to sleep. I will be thinking which condition will she be in now? Even when I am feeling hungry, and they bring the food, I cannot eat again. When I sleep, I will wake up, and I cannot sleep again,” he reveals.

Fatima is the sixth child and is described as a very boisterous especially in anything education. She made graffiti on the wall of her mother’s room – telling everything about herself, her prospects and her schooling and friends.

“She used to tell me that when she completes her school, she wants to become a medical doctor to assist the less privileged in the society. I wish the government put more emphasis and try their best to rescue the girls,” he adds.
Zara – grandma’s love

With sunken eyes and a lean, feverish appearance, Hajia Fanankulu, the grandmother of 14-year-old Zara Musa, is sprawled on a purple prayer mat, quietly counting the beads on her tasbah.

“I am begging the government to try their possible best to release the girls. This girl is very precious to me. Her mother lives in Damaturu, but the girl lives with me here. I am taking care of her, and she is helping me, but since this incidence happened, I did not sleep, I did not eat. My chest is paining me, every day,” she says, coughing and striking her chest.
Living in denial

For Fareed Musa (not real name), whose three girls were all kidnapped, living in denial is the best way to save him from having a mental breakdown right now.

“I cannot begin to talk about it. If I start, I cannot finish it, except you want to see my tears,” he says. Musa wouldn’t reveal his real name, those of his girls, no show any of their pictures. The reason is that he accepts and leaves everything to God.

“What can I begin to say? Is it how I just paid their school fees and carried provision to them in school? We are always together here, and all of a sudden, I cannot see them again? Boko Haram stole my children?”

His eyes reddened a bit, but he threw in a joke and eased into banter with his friends who were hanging out with him on a mat under a Neem tree.

“Sorry journalist, I do not want to talk about them or give their names,” he says, tilting his head apologetically. When asked if the mother of the children would speak, he waved his hands aggressively. “My wife too cannot. She will start crying. If I (the man) cannot, then my wife cannot.”

He, however, hopes, in his distant mind, that they will return. And if they don’t, “I give praises to Allah,” he says.

Senate President Bukola Saraki was today stoned and chased out of Lafiaji town by youths that are opposed to his visit to their community, over the Senate President's attempt to shield Senator Lafiaji from prosecution and prevent justice in the murder of 3 Lafiaji youths.

Recall that on 17th November 2017, three youths of Lafiaji town were shot dead by soldiers attached to Mr. Shaaba Lafiaji, a senator representing Kwara North senatorial district, while many others were equally injured. The unfortunate incident led to burning a building belonging to Senator Lafiaji.

The Senate President visited Lafiaji today to meet with the traditional ruler and other leaders of the community. However, after meeting with the royal father, Senator Bukola Saraki informed the emir that he would be visiting families of the victims in that cruel incident, a development that sparks anger among the youths.

Recall that on December 10th 2017, Kwara Must Change had raised the alarm about how Saraki has been using his office to obstruct the arrest and prosecution of those responsible for the killing of the three youths.

Kwara Must Change members in the community informed us that patriotic youths in Lafiaji town, Edu Local Government Area of Kwara State unleash their anger against the Senate President for trying to mock the family of the victims who are still seeking justice for their children.

Kwara Must Change learn that the Senate President attempt to score a cheap political point with his visit to the community was what made the youths to flare up in protest and before long, stones were flying everywhere, forcing Mr. Saraki to escape out of the town.

It is important to recall that, Kwara Must Change had on 27 November 2017 submitted several petitions to all appropriate agencies, including National Human Rights Commission, Nigerian Police, Office of Attorney General of the federation among others, seeking the prosecution of Senator Lafiaji and obtaining compensation for the victims family. However, almost four months later, Senator Lafiaji, who is the main culprit is yet to be arrested or prosecuted.

The executives of the University of Ilorin (UNILORIN) has raised the alarm over the destruction of the institution’s multi-million naira research and training farms by cattle belonging to unidentified herdsmen.

The Vice-Chancellor, Prof. Sulyman Abdulkareem, also accused the herdsmen of poisoning the university’s dam with chemicals.

Consequently, the university gave the herdsmen notice to quit its campus.

The VC made these known on Monday after the management of the institution had held a security conference with the leaders of 11 Fulani settlements located on the institution’s land last Thursday.

The meeting was also accompanied by representatives of law enforcement agencies comprising of the Nigerian Police Force, the Department of State Security Services (DSS) and the Nigerian Security and Civil Defence Corps (NSCDC).

At the gathering, held at the institution’s Auditorium Basement, Prof. Abdulkareem revealed that the university management would no longer allow illegal grazing of cows on its land.

He, therefore, told the illegal settlers, who have started building permanent structures to vacate the University land in the interest of peace.

In his reply, the Chairman of the Miyetti Allah Cattle Breeders Association, Usman Adamu, told the university management that the herdsmen destroying the institution’s farmland were not living in the community.

According to him, other ethnic groups are embarking on illegal activities like logging and are not differentiated from the Fulani.

Abdulkareem subsequently warned that “enough is enough”, stressing that the university could no longer condone the destructive activities of their grazing cattle on its land, “as this is becoming too costly for the institution to bear”.

He said: “We have a multi-million naira programme that is currently at stake now because they (herders) have gone to the extent of uprooting tubers of cassava for their cattle to feed on. We cannot conduct any research or training on the farm again because each time we get to a point where their cattle can feed on it, they go back there and destroy it. “We care about them but we cannot afford to keep them on our land again.
“If they want to continue to be our friends, they can live anywhere around us but they should realise that this is a sacred place. Again, even where there are wars, people leave the university alone. “We are now facing a lot of financial problems and yet they are compounding the problems for us.

The teak plantation, several times they have set it on fire and there are millions of naira invested in that place.”

Abdulkareem recalled that the university management had on April 26, 2017 handed down a seven-day ultimatum to the Fulani herdsmen encroaching on the university land to quit the campus, but the quit notice was never complied with.

The vice-chancellor also noted that on May 11, 2017, 28 persons, comprising Fulani herdsmen, Yoruba and Hausa farmers, were dragged to an Ilorin Chief Magistrate’s Court for allegedly trespassing into the university land, destroying the school’s plantation and perpetrating other unauthorised activities on the university campus.

He revealed that the accused persons were alleged to have resorted to poisoning the institution’s dam with chemicals, while also engaging in illegal felling of economic trees from which they made charcoal.

Ekiti State Governor, Mr Ayodele Fayose has said that God will visit the blood of the innocent people of Benue State and other States killed by suspected herdsmen on the killers and their sponsors, even as he reiterated his call for the restructuring of the country.

The governor, who was speaking in Makurdi, the Benue State capital during his visit today, to commiserate with the State Governor, Samuel Ortom and the people of the State over killings by suspected herdsmen, declared support for the Benue State Anti-Grazing Law and urged the people of the State to stand by the law, adding that; “since the law is for the Benue people by the Benue government and not for residents of other States, there should not be any problem about its enforcement.”

His Special Assistant on Public Communications and New Media, Lere Olayinka said in a statement that Governor Fayose, who was accompanied by the Deputy Governor, Prof Kolapo Olusola, Chief of Staff; Chief Dipo Anisulowo, Chairman of the State House of Assembly Committee on Information; Dr Samuel Omotoso and others arrived at the Makurdi Airport at exactly 12:23pm and was received by Governor Ortom and other top functionaries of the State Government.

He visited the Genabe, Makurdi mass grave where the 73 persons killed by suspected Fulani herdsmen in Guma and Logo local government areas of Benue State, were buried. Prayers were offered for the repose of the souls of the victims by the Ekiti State Deputy Governor, Prof Kolapo Olusola.

Governor Fayose also visited the former Governor of the State, Gabriel Suswan in his residence.

The governor urged the people of Benue State to be united in prayers, noting that “whosoever that is in government during the time of peace, posterity will remember him while those in powers when innocent people are being killed in the most barbaric manner will not be forgotten too.

He advised the people of Benue to “change vehicle since the present vehicle of change has broken down.”

Responding, Governor Ortom thanked Governor Fayose for visiting the State during its trying period.

He described restructuring of the country as the panacea to this present maladministration and open bias of the security agencies.

Governor Ortom said all cattle farmer in the State must embrace cattle ranching, declaring that “No retreat, no surrender on the total implementation of the State anti-grazing law.”

The governor chided the Police and the Minister of Defense for allowing called strangers to display arms openly and killed people.
He insisted the relocation of the Inspector General of Police (IGP), Ibrahim Idris was a ruse, saying “the IGP came just once and ran back to Abuja insulting me and dancing on the graves of the innocent people of Benue State.”

He reiterated his called for the IGP’s resignation, describing him as a bad influence on the President having turned himself to the mouthpiece and defender of the herdsmen.

He said the security agencies have allowed herdsmen to take over the business of kidnapping and killings and were being protected by the IGP.

Uber admits its ghost driver tool was used to halt regulators, vows to stop

Uber admitted it used a tool to halt city regulators in a statement march 8 in San Francisco that announced a review of its controversial Greyball technology.

Greyballing, a play on blackballing, was a process for Uber officials to remotely provide ghost driver information to a targeted individual report on the program in The New York Times on March 3, cited a 2014 example where a regulator in Ore, Portland a city in which Uber was operating without approval at the time, was unable to hail a car because of his Greyball-powered app.

Joe Sullivan, Uber’s chief security officer, wrote in a blog post “We have started a review of the different ways this technology has been used to date, In addition, we are expressly prohibiting its use to target action by local regulators going forward.”

Joe also added that it would take the company “some time” to change configurations on Greyball. He also suggested that a range of organizations had requested more information on Greyball’s use, and “we will be working to respond to their inquiries once we have finished our review.”

Portland mayor Ted Wheeler told the Times that he was “very concerned” about Greyball’s use to prevent city regulators from doing their job in overseeing Uber’s operations.

Uber’s response to the New York Times was that Greyball, which its legal team had approved, was created in order to deny ride requests to users who were violating the company’s terms of service.

The ride-hailing giant’s post emphasized that stance in the post, adding that Greyball has “been used for many purposes, for instance: the testing of new features by employees; marketing promotions; fraud prevention; to protect our partners from physical harm.”

Greyball’s retooling comes at a time of great challenge for the $70 billion private company, which until recently has enjoyed a sporadic rise.

Being the third largest provider of telecoms services in the country, industry experts had seen this as a big boom for Airtel. Afterall, successful purchase of the infrastructure owned by 9Mobile would make Airtel the number one biggest telecoms provider in the country, catapulting their customer base to a combined 85.5 million subscribers on both voice and internet packages.

According to an insider who spoke to TheCable on the matter, the reason for Airtel’s cold feet at this stage of the deal was because the brand felt ‘many things are not too plain with the entire process.’ they stated the source reported that

Airtel believes too many things hidden about the health of 9Mobile, and that it is too risky for anyone to buy the company. Things become compounded with the court case by Spectrum Wireless.

Of course, it is reasonable that such a thing will scare off the company from making the purchase. Risk management and the bearing of shareholders would have been significant factors in reaching this decision. However, looking on the bright side for this sale are the quotes of $500 million and about $300 million which have been submitted by Teleology Holdings Limited and Smile Telecoms Holdings respectively.

Since Airtel is out of the deal, and two companies have already brought their quotes, that leaves just the last two of five – Globacom and Helios Investment Partners. Surprisingly too, none of these companies came forward with a quote, even as the window for bid submissions closed. It remains to see what new turn the sale will take, and who eventually gets all the spoils in the end.

On Thursday, The Independent National Electoral Commission (INEC) in Oyo State said nothing less than 657, 267 Permanent Voter Cards (PVCs) were yet to be collected by their owners in the state.

The INEC’s state Administrative Secretary, Mr. Surajudeen Junaid, disclosed in an interview with the News Agency of Nigeria (NAN) in Ibadan.Junaid indulges those who had not collected the PVCs to come forward and receive the cards.

He also encouraged Nigerians who attained voting age to utilize the ongoing Continuous Voters Registration to obtain their voter cards.

The administrative secretary indulges Nigerians to participate fully in the electoral process ahead of the 2019 elections and votes for candidates of their choice.

Junaid also cautioned politicians against any act that would derail the electoral process, stressing that they must play by the rules.

He said the commission had intensified public enlightenment to educate the electorate on their rights and responsibilities in the electoral process.

Governor of ekiti state,Ayodele Fayose, disclosed that the people in his state are suffering from hunger.

Fayose declared this after attending the Governors Forum meeting in Abuja last night, where governors focused on the $1 billion they approved to be withdrawn from the Excess Crude Account to tackle the issue of insurgency and insecurity in all parts of the country.

Fayose had earlier objected to the funds being withdrawn from the ECA, gave his support money can but added that it must be shared among all the governors so they can use it to tackle their different challenges.
