IMF is a for profit organisation looking out for its members.

It is only proper that it promotes policy that will guarantee a repayment of its loans.

No politician can steal without the connivance of civil servants.
But civil servants can independently steal with no one the wiser.

Some of these governors talk tough in public while being very submissive in private.
