To pay ransom or not to pay has never been an easy decision for the government, there are good and bad consequences for either of the decision. It's a delimma.

The job of the government is to do what is best for most people and secure the country's future.
Left to me, the government should never pay ransom or give any appearance of negotiating under any
circumstances in kidnap cases.

As we speak, some people have been kidnapped more than once, so the "rescued" victims are not even safe

You have no idea what kind of country we will have in 5-10 years when every petty criminals who are also
reading news realize that kidnapping is very lucrative, it give them huge power over the government and
it carries no consequence.

This is the consequence of government encouraging ransom payment.
Immediately ransom is paid, the government declares victory and enter celebratory mood instead of going after the criminals.
Then the criminals regroup to plan another attack since they suffer no harm from the first attempt.
Kidnapping is now being seen as a legitimate business.
