HONOURABLE MINISTER OF WATER RESOURCES (Engr. SULEIMAN HUSSEIN ADAMU )FNSE IS TO APPEAR IN COURT ON THE 8th OF JULY 2021 OVER ALLEGED CORRUPTION EXHIBITED BY THE MANAGING DIRECTOR (Engr. SALIU OSIFUEMHE AHMED) AND TOP MANAGEMENT STAFF OF BENIN OWENA RIVER BASIN DEVELOPMENT
AUTHORITY, AFTER ELEVEN(11) MONTHS OF PETITION.

It will be recalled that on the 24th day of August 2020, a petition was written by a civil society group to the Honourable Minister Of Water Resources (Engr. SULEIMAN HUSSEIN ADAMU ) FNSE, and the Benin Zonal Office of the EFCC, on alleged acts of corruption, misappropriation of public funds, criminal tendencies, breaches of the public service rules against the Managing Director (Engr. Saliu Osifuemhe Ahmed) and the core management staff of Benin-Owena River Basin Development Authority (B.O.R.B.D.A)

Copies of such petition were also sent to the chief of staff to Mr President and the Secretary to the Government of the Federation. These were acknowledged with proof of evidence, but up till this moment, no response from the relevant authorities including the law enforcement agency.

On the 9th day of November, 2020, a reminder notice was served on the water resources minister, the EFCC and other relevant authorities. Till this moment, all these agencies aided and abetted with the perpetrators of these corrupt practices and went ahead to re-appoint Engr Saliu Osifuemhe Ahmed as the managing director of Benin-Owena River Basin Development Authority for the second tenure of 4 years and Engr(Mrs) Veronica Modupe Olalemi as Executive Director (Engineering) for the second tenure of 3 years, while Dr. Akinya F. Samson was also re-appointed as Executive Director (Finance and Admin) for the second tenure of 3years. Infact, Corrupt officers in Benin Owena River Basin Development Authority are now being rewarded with re-appointments by the Federal Ministry Of Water Resources. As we speak, we are also reliably informed that the Hon. Minister of Water Resources (Engr. Suleiman Hussein Adamu) has perfected plans to also reappoint Mr. Osikela Omo-Ikiroda( Executive Director Planning and Design) for a second tenure after the expiration of the first tenure on 2nd November 2021 irrespective of all the criminal atrocities they had committed in Benin-Owena River Basin Development Authority under the leadership of Engr. Saliu Osifuemhe Ahmed.

For Almost one year, the minister of water resources had bluntly refused to alter a word on these alleged corruption tendencies. By implication, he absolutely aided and abetted the corrupt practices exhibited by the managing director of Benin Owena River Basin Development Authority (Engr Saliu Osifuemhe Ahmed) and the top management staff. WHAT A SHAME!

AS A MATTER OF URGENCY, THE PRESIDENCY SHOULD PREVAIL ON THE MINISTER OF WATER RESOURCES ( Engr Suleiman Hussein Adamu)FNSE TO IMMEDIATELY SUSPEND THE MANAGING DIRECTOR OF BORBDA ( Engr Saliu Osifuemhe Ahmed) AND HIS TOP MANAGEMENT TEAM PENDING THE OUTCOME OF THE ALLEGED CRIMINAL ATROCITIES.

Some of these corrupt practices in which the managing director (Engr Saliu Osifuemhe Ahmed) and the core management team of BORBDA were involved in are as follows:


1. Payment of the sum of N9,206,038 estacode allowance for unauthorized foreign trips by the managing director(Engr. Saliu Osifuemhe Ahmed) and the executive director (Engineering) Engr (Mrs) Veronica Modupe Olalemi for a one week study tour of the Tennessee Valley Authority Operations (USA) without the approval of the secretary to Government of the federation. This was a violation of the secretary to the Government of the Federation extant circular Ref No: SGF.6/5.2?S/542 dated 31/3/2016 and also negates the public service rule 130108(a). The managing qaaa a director (Engr Saliu Osifuemhe Ahmed), the Director (Finance/Admin) Mrs. Cordelia Chidi Aneni, the head of the procurement unit; Mr. Chukwuyen Austin, Mr. Osikela Omo-Ikiroda (executive director: planning/design) and Dr. F. Akinya (executive director: finance and admin) vired the sum of N16,865,482 from IJU/ITAOGBOLU irrigation project vote and misapplied to pay for the unauthorized foreign trip which they never attended and the funds were never returned to government purse despite the external auditors report.


2. Payment of the sum of N7,578,444 estacode allowance for an unauthorized foreign trip to management staff for a one week study tour of the Tennessee Valley Authority Operations (USA) without the approval of the Head of the civil service of the Federation, with no evidence that they ever attended the trip, in gross violation of the extant circular from the Head of the civil service of the Federation with Reference Number: HCSF/CSO/HRM/POL.1402/1 dated 22/1/2015 and rule 130108a of the Public Service Rules and which payment amounts to serious fraud punishable under the EFCC Act 2004 as the Auditors report showed that there was no evidence that the officers ever traveled on said trip.


3. Payment of the sum of N3,789,222 estacode allowance to the Director (Finance) Mrs. Cordelia Chidi Aneni by the managing director (Engr Saliu Osifuemhe Ahmed) for the unauthorized foreign trip of a one-week study tour of the Tennessee Valley Authority Operations USA without the approval of the Head of the civil service of the Federation to the tune of N3,789,222 against the clear directive of the Federation Ministry Of Water Resources Vide Memo Ref.No: FMWR/S/RB01/257/1 of 7th March 2017 as evidenced in the auditors report.


4. Extra budgetary of the sum of N15,934,968.42 for the implementation of the Songhai Integrated Farming Pilot Scheme Project which is an offense against the Appropriation Act, a violation of the section 419 of the Financial Regulations.


5. The extra-budgetary sum of N15,934,968.42 was vired from the construction/installation of Irrigation Facilities and Obayantor Irrigation Project Votes respectively. The managing director and core management staff undermined the authority and powers of the legislature as an essential regulatory institution of government to the implementations and execution of government policies and programs in terms of checks and balances. The criminal tendencies exhibited by the managing director (Engr Saliu Osifuemhe Ahmed) and management staff deflates the vote of projects from which the unauthorized virement occurred thereby denying the authority optimal utilization of funds approved for the implementation of the affected projects with the deflated vote.


6. Allegation of gross misuse of government fund and criminal misappropriation of public fund amounting to N63,000,000 which constitutes serious breaches of the economic and financial crime commission (EFCC) ACT 2004 and the various appropriation act and also constitute a serious offense under section 58 of the public procurement act 2007, by the managing director (Engr Saliu Osifuemhe Ahmed) and the core management staff of Benin-Owena River Basin Development Authority. It was further alleged as follows: a. The sum of N63,000,000 was misapplied for the payment of a project work of not more than N10,000,000 as appropriated. b. The sum of N63,000,000 was paid for a job not done on the clearing of an additional hectares of farmland as Illah/Ebu community. c. The sum of N63,000,000 was used to procure two numbers Bulldozers and an Excavator for the sum of N29,000,000 with total disregard to the bill of engineering measurements and evaluation (BEME), a ploy to defraud the federal government.


7. Arbitrary award of contract for various supplies by the managing director (Engr Saliu Osifuemhe Ahmed) above the authorized threshold limit to the tune of N21,142,695 only contrary to the public procurement act 2007 and also a threshold circular No: SGF/OP/1/5.3/viii/57 dated 11th March 2009 which by section 58 of the Act is punishable with not less than 5 years in prison.
8. There is an alleged aiding and abetting of officers involved in the misappropriation of government funds by the managing director (Engr Saliu Osifuemhe Ahmed). This is an offense punishable under the EFCC ACT 2004 and also a violation of section 4 Rule030402 items K, L, M of the public service Rules 2008. Here, the same officer (Mrs. Veronica Modupe Olalemi) involved in this act of misappropriation was given another tenure of re-appointment for the next 3 years. 7b. There is also an alleged case of double promotion for an officer(Mr. Ibeabuchi Nwabuoku ) from grade level 09-12 which amounts to nepotism and preferential treatment being exhibited by the managing director (Engr Saliu Osifuemhe Ahmed) and Head of Administration (Mrs. Francisca Onwanlu). This is contrary to section 4 Rule 030402 item(r) of the public service Rule. It was further established beyond reasonable doubt that the said officer (Mr. Nwabuoku Ibeabuchi) was employed in the services of the B.O.R.B.D.A in the year 2013 without an NYSC discharged certificate. Mr. Nwabuoku Ibeabuchi’s certificate was only presented to the office of BORBDA in the year 2020 after seven years of being employed. By implication, as at the time he was employed in the services of BORBDA, he was not qualified. This officer should be dismissed from office and be made to pay back the salaries and allowances earned from the day of employment till date. From the available records at our disposal, we are prepared to take up this issue at the court of competent jurisdiction. 7c. It was alleged that the managing director (Engr Saliu Osifuemhe Ahmed) exhibited an act of aiding and abetting of an Assistant Director (Engr S.H. Owolabi) who was paid an estacode allowance running into millions of Naira for a foreign/international trip which he never attended and the money paid to him was never paid back to government purse. This fact shall be established in a competent court of jurisdiction in due course.


9. Extra budgetary expenditure was incurred and paid for the execution of the headquarters development (N13,712,550.80) which is an offense against the appropriation act.


10. Misapplication and misuse of funds allocated for execution of various constituency projects in Edo State to the tune of N1,428,684.70 which is an offense against the appropriation act. This is a gross violation of the provisions of the 2017 appropriation of BORBDA for its Capital expenditure and also a violation of section 417 of the financial regulation of the Federation Republic of Nigeria.


11. Deliberate and Unjustified inflation of contingency payments without changes/modifications to project designs to the tune of N20,536,698.31 contrary to and punishable under the EFCC Act. This is a gross violation of section 415 of the financial regulations (2009) which states that the federal government requires all officers responsible for expenditure to exercise due economy. That is, money must not be spent merely because it has been voted. And again, the contract agreements as regard more of payment for services rendered in conjunction with the bill of Engineering measurements and evaluation (BEME) of the awarded contracts. It is no longer news that the senate committee on water resources indicted the managing director (Engr Saliu Osifuemhe Ahmed) and core management of Benin-Owena River Basin Development Authority (BORBDA) for forgery and perjury. This damning indictment formed part of the news in major television houses shown to the world by TVC, Arise TV, including African Independent Television (AIT)which aired theirs on the 2nd day of February 2020.

Despite all these fraudulent atrocities exhibited by the managing director (Engr Saliu Osifuemhe Ahmed) and his core management team in BORBDA, the relevant law enforcement agencies and the federal ministry of water resources under the leadership of Engr. Suleiman Hussein Adamu (FNSE) swept these corrupt practices under the carpet without any investigation. The solicitor to the anti corruption group had no choice than to institute a legal suit against the Honourable minister of the federal ministry of water resources and the Benin zonal office of EFCC asking them to investigate these corrupt officers and come up with a report of their findings. The suit number against the honorable minister of water resources Engr. SULEIMAN HUSSEIN ADAMU )FNSE, is FHC/B/CS/10/2021 and the case comes up on the 8th day of July 2021 at the federal high court sitting in Benin city.

Finally, as we speak, the constituted authorities in Benin Owena River Basin Development Authority are destroying facts, records and documents that may lead to their prosecution and exposure.

We hereby appeal to President Muhammadu Buhari to override the aiding and abetting powers of the minister of the Federal Ministry of Water Resources Engr. SULEIMAN HUSSEIN ADAMU )FNSE, to ensure that these corrupt officers in Benin Owena River Basin Development Authority are immediately suspended from office and thorough investigation of these very weighty offenses are carried out, so that appropriate punishment can be meted out on all those found wanting for the agency to be repositioned to achieve its lofty goals.

WATER RESOURCES MINISTER AND EFCC (BENIN) ARE TO APPEAR IN COURT OVER ALLEGED CORRUPTION BY THE MANAGEMENT OF BENIN OWENA RIVER BASIN DEVELOPMENT AUTHORITY.

Fraudulent activities have allegedly been going on in BENIN OWENA RIVER BASIN DEVELOPMENT AUTHORITY. This aiding and abetting of fraudulent activities, was reported to the Economic and financial crime commission (EFCC) in the state.

Information obtained by IZEKSBLOG, the agency allegedly showed no concern in savaging the situation but rather allegedly compensated the perpetrators of this hideous crime with re-appointments.

A petition was written to the minister of water resources and the EFCC (Benin) on 24/8/2020 on acts of corruption and other offenses against the management of Benin Owena River Basin Development Authority. Despite series of reminder notices to these agencies, there was no response.

Some of the corrupt practices in which the Managing Director of Benin Owena River Basin Development Authority (Engr. Saliu Osifuemhe Ahmed) and his core management team were involved are as follows.

Other Fraudulent activities exhibited by the managing director (Engr. Saliu Osifuemhe Ahmed) and his core management team include.


1. Payment of the sum of N63,000,000 to Elanth Nigeria Limited for a Job not done on the clearing of additional hectares of farmland at Illah/Ebu community.


2. Payment of the sum of N63,000,000 and N29,000,000 for the purchase of fairly used bulldozers and an excavator with total disregard to the Bill of Engineering Measurements and Evaluation (BEME). A ploy to defraud the Federal Government.


3. The managing director and his core management team conspired to vire the sum of N16,864,482 from IJU/ITAOGBOLU Irrigation project vote and misapplied to pay the unauthorized foreign trip amongst the management staff.


4. The core management of Benin Owena River Basin Development Authority vired the sum of N15,934,968.42 from the construction/installation of Irrigation facilities and Obayantor Irrigation Project Votes and misapplied to pay extra-budgetary expenditure on the Songhai Integrated Farm.


5. Alleged aiding and abetting of the executive director (Engineering) Engr (Mrs) Veronica Modupe Olalemi by the managing director.

She misappropriated government fund running into hundreds of thousands of Naira and she was compensated with a re-appointment for another tenure of 3 years by the Federal Ministry Of Water Resources


6. Arbitrary award of contracts for various supplies above the authorized threshold limit in the tune of N21,142,695.


7. An alleged case of double promotion for an officer (Mr. Ibeabuchi Nwabuoku) from grade level 09-12 which amounts to Nepotism and Preferential treatment.


8. Extra budgetary expenditure incurred and paid for in the execution of the headquarters development amounting to N13,712,550

All these allegations were swept under the carpet without any investigation by the Honorable Ministry of Water Resources (Engr Suleiman Hussein Adamu) FNSE and the EFCC (Benin) for a period of 9 monthsAn anti-corruption groups has no choice but to institute a legal suit against the Honourable Minister of Water Resources and the EFCC (Benin Zonal Office).

The suit numbers are FHC/B/CS/10/2021 and FHC/B/CS/48/2021 which comes up on Monday the 17th Day Of May 2021 and the 27th Day of May 2021 at the Federal High Court sitting in Benin City. Finally, it is factual that the core management of B.O.R.B.D.A are destroying facts, records, and documents that may lead to their prosecution and exposure.


We appeal to President Muhammadu Buhari to ensure that these corrupt officers are immediately suspended from office and a detailed investigation is carried out so that appropriate punishment can be meted out on those found wanting for the agency to be repositioned to achieve this lofty goal.
