I guess the verse 2 is where your point is. Does this mean that God doesn't speak again through visions and dreams? Not at all, Paul who wrote that bible book received visions, as well as other apostles. That is the way God communicated with them, but he does so through his son Jesus. I don't know how you could misread that to mean that God no longer speak to people.
