That was an order by Paul to the Church in Corinth. Yes the passage is clear,but do you know the situation of the Church at that time? It looks like a guide for them.

As @Davidylan has posted, Deborah was a prophetess. Even Miriam got her own part of speaches and songs in the Bible.so Paul couldnt just order against interfarence by women without any situation.

God always makes covenants to suit the olden people. He renews his covenants at any generation he want choses from Adam to Isaac.
