The Whistleblowing Programme is an initiative of the Federal Ministry of Finance that seeks to encourage anyone in possession of information about any of the following, to report it for Investigation.

– Violation of government financial regulations / procurement procedures

– Mismanagement or misappropriation of public funds and assets

– Financial Malpractice / Fraud / Theft of public assets

– Information on stolen or concealed public assets

– Manipulation of data or records

– Solicitation or collection of bribes

– Undocumented expenditure

– Splitting of contracts

– Conflicts of Interest

– Diversion/underreporting/concealment/non-remittance of government revenues

– Any other form of corruption involving government funds and assets


Channels of Communication for Potential Whistleblowers

The Programme works by means of a secure online portal by which people can submit tips and reports: whistle.finance.gov.ng

There is also a telephone number through which tips/reports can be submitted: 0909 806 7946

Requirements for Eligible Information for the Whistleblowing Programme

Information submitted must be as plentiful and as specific as possible: containing dates of occurrence, persons involved in the matter, etc. However, it is also possible that these may not always be available, and in these cases it is sufficient that the Whistleblower is making a report based largely on the reasonable belief that the information s/he is providing is true.

What’s our Commitment to Whistleblowers

A Whistleblower can be any person or group of persons or institution within or outside the Government, that reasonably believes that a violation of accountability has occurred relating to government resources — funds or physical assets. Reports must relate to the violations outlined above, be made in good faith, not out of malice or to settle personal grievances, and not for the purposes of personal gain.

Whistleblowers are entitled to anonymity while providing information. If a Whistleblower chooses to not be anonymous, he/she is entitled to the strictest confidentiality, within the limitations of the law. This means that their identity will be disclosed only in circumstances required by the law.

The Policy will protect all Whistleblowers, regardless of whether or not the matter raised is upheld against the target. The Policy also makes provisions for redress by Whistleblowers who feel that they are suffering adverse treatment of any sort as a result of their whistleblowing activity.

Whistleblowers will be able to independently monitor the status or progress of tips/reports submitted.

What Happens When a Whistleblowing Report Is Submitted

The Whistleblowing Programme is managed by an Investigations Unit under the Presidential Initiative on Continuous Audit (PICA), within the Federal Ministry of Finance.

When a report is submitted, the administrators of the Whistleblowing Programme will analyse it and make a decision as to whether the information is sufficient or credible enough to warrant the opening of an investigation into it under the terms of the Whistleblowing Programme. This preliminary analysis will be conducted within ten (10) working days of the receipt of information.

Investigations may be carried out internally (by the PICA Investigations Unit), externally (by another government body), or may require the constitution of an independent inquiry. Investigations will be conducted confidentially and speedily, and feedback will be provided to the Whistleblower. Official written records will be kept of all investigations.

What’s In It for a Genuine Whistleblower

All acts of whistleblowing that lead to the voluntary return of stolen or diverted public funds or assets will be eligible to benefit from a Reward Scheme.
The Reward Scheme will make available between 2.5 percent (minimum) and 5 percent (maximum) of the total amount recovered by Government as a direct result of the information provided by the Whistleblower. For a report to qualify for a Reward it must directly lead to actual recovery.



What’s In It for People Who Seek to Abuse the Whistleblowing Programme


Information that is publicly available, or speculative, misleading or untrue, or obtained in a manner that constitutes a criminal offence, will not be eligible for the Reward Scheme.

A Whistleblower who intentionally provides information that is false or misleading will be subject to investigation and possible prosecution by law enforcement agencies.

Peter Olayinka reveals Albania national team offer, injury woes

Dukla Prague striker Peter Olayinka has blamed injury problems for his lack of action at Belgian club Gent and so his loan move to the Czech Republic.


The 21-year-old Ibadan-born lanky striker also gave reasons why he couldn't play for Albania after he was contacted.


He also talked about his ambition to play for Nigeria after he missed the last U23 team due to injury.

QUESTION: What can you say about the level of football in the Czech Republic compared to Albania and Cyprus where you played previously?

OLAYINKA: The level in Czech is much better than Albania and Cyprus league. It is higher than both leagues. The quality of players in the league here in Czechs is much better than in Cyprus and Albania.


What do you hope to achieve with Dukla Prague?

I am trying to keep the club in the top-flight league because we are in a delicate situation. And I think keeping them in the league is the top priority, which I can help the team achieve.


When was the most difficult period of your career?

That was at Gent. I got injured on the last day in preparation camp for the season 2016/2017 and I was out for three good months.


It was very difficult for me to come back. So, I was out of the season without playing for them and that brought about me coming here (to Dukla Prague) on loan.


Who encouraged you most to take football serious from the onset?

My coach back then, John Takpe, at Besiktas Academy in Ibadan. He was my motivator and Guardian.


Did you get your parents’ support to play football?

At the initial stage, they were against my choice to play football and didn't support me, but later on they gave me their full support.


You were called to the U23 national team, but couldn't honour the invitation because of injury, how do you feel about this?

Firstly, I thank coach Samson Siasia for inviting me. I felt so bad because I have waited so long for that kind of opportunity but unfortunately I couldn't make it due to injury. I am still eligible to play for next U23 and will be glad to get another chance to play for Nigeria.


How many goals do you wish to score this season?

At least 10 goals.


What is your dream car?

2017 BMW X6 and Mercedes-Benz AMG Coupe are my choice cars.


You were contacted by Albania to play for their national team, why did you turn them down?

It was turned down by the football federation President, not me. The national team football committee called me to play for Albania national team, but the president said no for reasons known to him.


Would you have played for them if he didn't turn it down?

Probably yes, because I got no call from the NFF.


When is your career’s best moment?

I have no best moment yet, still on the line waiting for those best moments.


Where is the best stadium you have played before?

Locomotiv Moscow Arena in Russia. It is an amazing football arena.

It is really unfortunate that a mod will push this to the front page inspire of the glaring difference in what the facbook post state and what the op wrote.

If you people don't know, brandishing the word "kill" at this precarious and delicate time amounts to fanning the controversy.

Inside the facebook post I didn't see anything that relates or denotes the north killing the south or the north killing the Christians.

Did the guys threaten civil war? YES
Did he threaten the south? YES

but did he say they will Kill Christians? Obviously NO

So why try to promote what the guy did not say in the name of making the south to hate the north while we've seen worse comments here on NL.

This site as a Nigerian pride has the responsibility to filter what gets to the front page for people to read in other not to encourage and countribute to the negative news flying around.

Socio-Economic Rights and Accountability Project (SERAP) has petitioned the UN Working Group on the issues of discrimination against women in law and in practice requesting the body to “use your mandates and position to urgently request the Nigerian Government and the Nigerian Football Federation to end the discriminatory and unfair treatment of the players of the Super Falcons of Nigeria who recently won the African Women Cup of Nations.”


The organization urged the Working Group to “request the authorities to immediately pay each player of the Super Falcons of Nigeria the sum of $30,000 USD for winning the African Women Cup of Nations. This is the equivalent of what the government paid their male counterparts for winning the 2013 Africa Cup of Nations.”


The organization also asked the UN body to urge the Nigerian authorities to “End pay inequalities across the national teams and demonstrate commitment to fairness and equality in the treatment of both male and female players.”


In the petition dated 7 December 2016 and signed by SERAP executive director Adetokunbo Mumuni the organization said that, “It is unlawful to discriminate in pay arrangements in relation to sex or gender. SERAP believes that the Nigerian government and the Nigerian Football Federation are required by law to have due regard to gender equality in all their functions, including within the national teams, and to take concrete measures to address the gender pay gap.”


The petition reads in part: “SERAP is seriously concerned about the large and stubborn gender pay gap between the Super Eagles’ players and the Super Falcons’ players. The discriminatory treatment of the Super Falcons’ players by the authorities is indicative of the systemic discrimination against women and girls in Nigeria, and the undervaluation of work commonly done by women.”


“While a State’s compliance with the obligations under these treaties is assessed in the light of financial and other resources, a lack of resources cannot justify inaction or indefinite postponement of implementation.


This is particularly so when discrimination exists, as we believe it is the case with respect to the unfavourable treatment of the Super Falcons’ players.”


“SERAP also argues that the Nigerian government cannot use recession and the current economic situation in the country to objectively justify a difference in treatment of the players of the Super Eagles and the Super Falcons on grounds of sex. To hold otherwise is to undermine the integrity of the international human rights treaties and ILO conventions which Nigeria has ratified.”


“In fact, the Committee on Economic, Social and Cultural Rights (2009) has said that the failure to remove differential treatment on the basis of a lack of available funds is not an objective and reasonable justification unless every effort has been made to use all resources that are at a State party’s disposal to eliminate the discrimination, as a matter of priority.”


“SERAP argues that the failure by the Nigerian authorities to pay the players of the Super Falcons as promised violates the players’ right to equal pay, which is a fundamental tenet of gender equality.”


“SERAP believes that the male and female national teams deserve equal pay systems that are transparent and value the efforts put in by these players. Fair and non-discriminatory systems represent best practices, consistent with Nigeria’s international human rights obligations and commitments.”

USA-based forward Francisca Ordega has regretted playing for the Super Falcons, saying she would have opted for another country because of the lack of support for women’s football in Nigeria.

Ordega won her third women’s AFCON in Cameroon last weekend and has also represented Nigeria at U17 and U20 levels, but she said the neglect of women’s football by the country is most regrettable.

“If I had not played for Nigeria at full international level, trust me I would have played somewhere else,” a frustrated Ordega blasted.

“The U17 and U20 teams have been blamed for the performances at their recent World Cups, but they were poorly prepared for these competitions.

“If this continues, Nigeria will soon cease to be a force in Africa because there will be no future Super Falcons.”

The Falcons are presently in Abuja waiting to be paid off by the Nigeria Football Federation (NFF) after they retained the AWCON at the expense of hosts Cameroon over the weekend.
