President Goodluck Jonathan has read the Riot Act to ministers ahead of his budget presentation to the National Assembly on Tuesday (tomorrow).

The President was said to have told the ministers at a closed-door meeting that their continued stay in his government would depend on their implementation of the budget.
"He (Jonathan) called the ministers to a meeting and told them to either perform or get out of the cabinet," a source in the Presidency told one of our correspondents on Sunday.
The President, reliable sources said, had directed the ministers to ensure full implementation of the budget and that its performance would determine their continued stay in the cabinet.
It was also gathered that execution of capital projects would be used in assessing ministers and heads of parastatals.
A Presidency source said, "The ministers have been told that 2012 will be different as the President will ensure that every kobo released is judiciously spent.
"We are going to make monitoring processes known to ministries and parastatals. It is no more a secret that the performance of budget in each ministry will determine the retention of each minister in this government."
The source said government was determined to improve release of funds so that there would be no excuse by any minister.
The Director-General of the Budget Office of the Federation, Dr. Bright Okogu, had last week disclosed that the 2011 budget implementation stood at between 65 and 67 per cent based on available funds.
Okogu had attributed the budget performance to the 2011 general elections and the late assumption of office by the ministers.
He had said, "You know this year was not like most other years because of the elections, the dissolution of cabinet and reconstitution of another one, and the time the new ministers required to learn. We feel that given the particular reality what has been achieved so far is not bad."
Although the budget monitoring office in the Ministry of Finance is saddled with the responsibility of supervising the implementation of the fiscal policy, the government in August introduced a new regime of assessing ministries.
Vice-President Namadi Sambo, who disclosed this said key performance indicators would serve as a standard for assessing performance of ministers.
Sambo had stressed that government was determined to ensure the realisation of the set goals in the first national implementation plan covering 2011-2015. The Presidency source stated that any minister who failed to measure up to standards would definitely be affected by the next cabinet reshuffle.
"You will recall that the capital budget implementation time has been extended to March 31 of the following year. This is to reduce the rate of capital project abandonment," he said.
The Budget Office of the Federation had said that 7, 000 projects were currently abandoned across the 36 states of the federation.
Okogu had blamed the indiscriminate award of contracts for the abandoned project, saying that the focus of the 2012 budget would be the completion of abandoned projects.
However, to underscore the need for effective implementation of the budget, the Federal Government recently formed an alliance with the civil society and the media in monitoring the budget performance.
The purpose of this, it was learnt, is to assist the government to enthrone higher standards in accountability, credibility of the budget process and efficiency through injection of new perspectives.
It is also meant to assist the government to focus on deliverables, rather than just merely dwelling on allocation of resources amongst competing needs.
Our correspondent gathered that another initiative in this regard was the formation of a committee made up of Federal Capital Territory, Works, Aviation, Power and Petroleum and Finance.
This committee chaired by the Finance minister is saddled with the responsibility of periodically inspecting projects as well as meeting managements of ministries and contractors handling key infrastructural projects.
The committee, together with heads of ministries, is expected to discuss issues as well as give directions on the way forward on effective budget execution.
As at October 2011, the level of implementation of the N4.448tn 2011 budget, according to the Minister of State for Finance, Dr. Yerima Ngama, stood at 57.03 per cent, despite the 66 per cent of funds released to ministries to execute projects.
But a top source at the Finance ministry, who spoke to one of our correspondents on Sunday, said that the funds so far released had hit 70 per cent as at November 30.
When contacted on the issue on the telephone, the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, said although the President laid high premium on budget performance, he could not remember him saying ministers would be assessed based on that.
Abati said what he heard the President say was that his administration would ensure that it raised the 2012 budget performance from the current 70 per cent performance of 2010.
He explained that budget performance was a function of many factors and could not be attributed solely to ministers’ dexterity.
The presidential spokesman however said that Jonathanzzz expected high level of performance as far as service delivery was concerned.
"What the President said is that one of the priorities of the 2012 budget is to raise budget performance," he said.

In terms of quality, the undulation and bobbling on the road surface in the stretches of road already "completed" begs the question as to why this particular contractor, Hitech, was given the job. The answer lies in the very reason most are opposed to the entire idea of concessioning the road - high-level racketeeering, rapacious corruption, abuse of office and the hardship that all of these issues bring to bear on the lives of the people living within this sophisticated prison facility, referred to copiously in the "agreement" as the "concession area".

We will not pay, and we are ready to fight Fashola's government, Tinubu's thugs and federal forces, if they are collaborating, to a standstill, if need be. Let heavens fall. WE WILL NLOT PAY A KOBO!!

Elombah.com can now confirm that the 'international politician' involved in a £20,000 bribery scandal involving the London Metropolitan Police and a private investigating agency is the Nigerian flamboyant politician, Mr James Ibori. Scotland Yard is investigating claims that its officers took bribes in return for leaking sensitive information from an ongoing criminal investigation. Anti-corruption detectives then launched a probe into allegations that

 serving Met officers were paid by private investigators working for "an international politician".

 

After four years of playing cat and mouse with Nigerian and British authorities, the former governor of Delta State, James Ibori, was extradited from Dubai, the United Arab Emirates, where he had sought refuge last year after the Economic and Financial Crimes Commission (EFCC) tried to put him on trial for stealing funds belonging to Delta State, where he was governor for eight years.  

 

On September 20 2011, a Southwark crown court in London ordered former Governor James Ibori of Delta State to be remanded in prison till February 13, 2012 when his trial will commence in a 14-count charge relating to money laundering preferred against him.

 

Elombah.com have been keeping tabs on developments concerning the serious allegations of Police corruption and James Ibori.

Fresh news is, following New Scotland Yard’s and The Metropolitan Police Authority’s own investigations into the allegations, the matter has been formally referred to the Independent Police Complaints Commission.

 

A complaint only gets referred in the event of serious findings of misconduct on the part of a UK police officer(s). Enquiries conducted by elombah.com reveal that "substantial incontrovertible evidence supporting the allegations" was reviewed during the investigation.        

The UK media were unable to publish whilst New Scotland Yard’s investigation was being conducted. The IPCC referral is a serious development.

Follwing the referreal, the Evening Standard of 31 Oct 2011 revealed that "the high-profile figure" hired investigators to obtain information on a police investigation into his business affairs. The papers allege the London-based private detective agency then paid Met officers £20,000 for inside information that helped his defence lawyers.

 

Evening Standard did not reveal the name of the "high profile figure". 

 

A Scotland Yard spokesman said: "We received a complaint alleging that illegal payments had been made to police officers for information (unconnected to phone hacking or the media). The Directorate of Professional Standards referred the matter to the Independent Police Complaints Commission and they have agreed to supervise a DPS investigation into the allegations."

 

The Met is already investigating officers for receiving illegal payments from the Murdoch media empire for private information on the royal family. Scotland Yard has been criticised for its closeness to News International and for failing to properly investigate phone-hacking at the News of the World. The scandal claimed the scalps of two senior Met officers, including Commissioner Sir Paul Stephenson.

 

Tom Watson, the Labour MP who helped to expose the phone-hacking, said: "This is a very serious development and goes to the heart of the inappropriate relationships between the Met and [private investigators] that have emerged in recent months."

 

Documents sent to the Met and seen by the Evening Standard suggest the inquiry was launched after leaked invoices, seen by the newspaper, showed private investigators billed the politician for information from police. One £5,000 payment was allegedly made to a source for information "on forthcoming strategy to be deployed by police".

The Standard said this was a named Met police detective. Another invoice shows the agency billed the politician £700 for a four-hour meeting about "eliciting feedback, during earlier police interviews".

 

The politician allegedly hired a well-known City law firm to defend him from the police inquiries. In turn, it hired the private detective agency.

"The Company dealt with telephone/email interception, mobile interception, localised bugging/debugging, any type of record tracing, bank account details, security protection, and more importantly provided intelligence and information on the progress of police, activity," a whistleblower claims.

 

In the October 30 2011 report, the Evening Standard said they had been told the names of the alleged corrupt police officers, the international politician and the private detective agency but cannot name them for legal reasons.

 

However, last night a long term contact told elombah.com: "I can confirm that the 'international politician' has been identified as Mr James Ibori. There will be breaking news from the UK media now that publication can proceed. Looks like a lot of dirty laundry is going to come out. Quite ironic given the original allegations against the flamboyant Mr Ibori are Money Laundering!"

Ibori is not the only foreigner connected with the scandal.

According to another report by Elizabeth Jennings (Freelance Journalist) sent to elombah.com, " It is believed that one of the cases includes the Serious Fraud Office’s investigation into the Tchenguiz Brothers, another relates to a high profile African politician, and another to a wealthy foreign businessman facing extradition proceedings. This will be another shocking development into this ever expanding investigation, which seems to be developing with each day."

The document entitled, METROPOLITAN POLICE CORRUPTION “INSTITIUTIONALISED AND ENDEMIC”- FRESH CORRUPTION ALLEGATIONS TO EXPAND OPERATION ELVEDEN AS ALLEGATION AFTER ALLEGATION OF POLICE CORRUPTION EMERGE, OPERATIONS SUCH AS “WEETING, ELVEDEN AND TULETA”, The Metropolitan Police was said to be considering whether Operation Eleveden should now include yet a further investigation into illegal cash payments made to serving Metropolitan Police officers that are in charge of investigating a number of high profile criminal cases involving wealthy individuals. 

 

That decision was made last moth as a team of anti-corruption officers are now looking into allegations that a private detective agency based in London is understood to have made significant illegal cash payments to serving Metropolitan Police detectives and HMRC officers in a number of high profile criminal and revenue cases.

Street Journal’s investigations have revealed discrepancies in the sale of Intercontinental Bank Plc to Access Bank by the Central Bank of Nigeria. It has been discovered that the Central Bank Governor, Malam Sanusi Lamido waived a

 loan of N8.9Billion for Senator Bukola Saraki and another N16.2 billion loan for Aigboje Aig-Imoukhuede, the MD of Access Bank, to help them buy Intercontinental Bank over. Before now, there had been allegations that the former Kwara State Governor was at the background of a grand scheme to take over Intercontinental Bank.

After Erastus Akingbola was sacked as the bank’s MD, Mahmoud Lai Alabi was named as his replacement. Alabi was until his appointment on Saraki’s payroll, being the Chairman of Shonga Farms, a Saraki initiative that brought displaced Zimbabwean farmers to Kwara State. It was reported then that one of the first steps Alabi took as MD was to write off Dr. Saraki’s N8.1 billion loan. Alabi also went ahead to sack Executive Directors of the bank who were replaced one after the other with staff of Saraki’s Societe Generale Bank. It might not be wrong therefore to conclude that Saraki has been running Intercontinental Bank by proxy since the new management took over.

Questions are already being asked within the banking sector regarding how Aig Imoukhuede who is one of the biggest debtors on Intercontinental Bank’s list suddenly mustered enough resources to buy the bank.

It was announced recently that Access Bank would acquire 75% stake in Intercontinental Bank for N 50 billion and combine both firms’ operations within one year of the merger. Shareholders of the latter had reportedly given their support to the merger, though it remains unknown whether the shareholders are aware of the situation or they just decided to ignore.

The move which is plagued with irregularities has exposed the Central Bank Governor’s inadequacies. Sanusi Lamido Sanusi who has hitherto been seen as one of the most upright men in the country has come under criticism especially regarding the motive behind the sale of the bank. Questions are also being raised about his sincerity in the deal.Documents in Street Journal’s possession revealed that a N 16.2 billion loan was duly obtained from Intercontinental Bank Plc and signed for by Aig Imokhuede, the Access Bank MD in favour of United Alliance Company of Nigeria.

Sequel to the Central Bank’s regulatory action on five banks two years ago, the apex bank published a list of defaulting customers of the banks who were asked to pay up to prevent appropriate legal actions from being taken against them by the apex bank. Those on the list were described by the Central Bank as the “largest debtors.” Incidentally, the third slot on the list of the largest debtors published on August 18, 2009 was occupied by United Alliance Company of Nigeria and the balance of its indebtedness as of May 31, 2009 was N 16, 247,686,168.18. Its Directors were listed as Mr. Aig Imoukhuede and Mr. Herbert Wigwe both of who are also Group Managing Directors of Access Bank.

In a letter sent to the United Alliance Company from Intercontinental Bank Plc on November 19, 2009, terms of restructuring a N 10.3 billion loan facility were outlined. The loan had a tenure of 36 months and according to the purpose stated in the document, the time extension was to enable the borrower, i.e United Alliance to liquidate its outstanding indebtedness to Intercontinental Bank in line with its cash flow.

While repayment was to commence in April, 2010, an interest of 18% was agreed on. And as part of the conditions, 894,690,600 units of Access Bank shares were listed as security as well as “joint and several personal guarantees of Mr. Herbert Wigwe and Mr. Aigoje Aig-Imokhuede for the full facility amount and accrued interest.”

A letter from United Alliance to Intercontinental Bank dated 10th March, 2011 showed that Intercontinental Bank was being owed the sum of N 10.2 billion by United Alliance, a company headed by Aig Imokhuede, Intercontinental Bank’s new buyer. Street Journal gathered that as it stands, Access Bank’s two Group Managing Directors are indebted to Intercontinental Bank to the tune of N 10.2 billion.

The March, 10 letter which was to help United Alliance get an extension for the repayment of the facility reads inter alia: “we would like to assure you of our absolute commitment in repaying the above facility. Repayments of these facilities are based on the cash flows generated by United Alliance through its investment management activities. However we are currently having difficulties matching our cash flow with the current agreed repayment dates. We hereby write to formally request for a change in the repayment dates of our facility to ensure that it synchronises with our cash flow in order to meet the obligation as the fall due.”

It was also requested in the letter that the dates be moved to “at least the last day of the first week of each calendar quarter. In other words to at least the 7th day of April, July, October and December respectively of the year.”

Another letter confirming the status of United Alliance was received by Intercontinental Bank Plc when the July fall date came. A letter signed by Chizoba Ufoeze on behalf of the United Alliance Company of Nigeria Limited read in part “we acknowledge the receipt of your letter dated 30th June, 2011 informing us of the portion of the term loan (N 1, 307, 465,060.12) due on 7 July, 2011. However, due to constrain in our cash flow, we humbly request a 30 day extension to clean up this obligation. We assure you of our determination to liquidate this term loan within the term specified in the offer letter and thanks for your patience. ”

Many of those who know the internal workings of Intercontinental and Access Banks are yet to come to terms with how Aig-Imokhuede, one of the biggest debtors of Intercontinental Bank, who has asked for extension of repayment over and over would offer to buy the bank over and Malam Sanusi Lamido would go ahead to sell the whole Bank to him at a ridiculous N50 billion when even the quarterly profit of Intercontinental Bank is more than 50billion Naira.

Buhari on the other hand, built two refineries as minister of petroleum, launch the most genuine and fierce fight against corruption in Nigeria's history as President, and built more infrastructure through PTF in four years than PDP has built in twelve.  His track record of disciple, integrity, and competence is unmatched in Nigerian politics.  GEJ has none of that.  His record of accomplishment in Bayelsa as a deputy governor and governor is non-existent; he was an irrelevant spare tire Vice President; and as president he has allowed corruption and insecurity to go unchecked.  That is a terrible record and as a person from the Niger Delta I am ashamed that Nigerians may think that this is the best we have to offer.

ABUJA— Economic and Financial Crimes Commission, EFCC, yesterday, summoned the Deputy Speaker of the Lagos State House of Assembly, Mr. Kolawole Taiwo, and four of its principal officers to answer questions regarding the alleged N7 billion corruption scandal rocking the assembly.

The four other principal officers-Rotimi Lateef Abiru, Ajibayo Adeyeye Abdulrasaq Balogun and Lola Akande- are now being held in EFCC office in Wuse 11 area of Abuja.

EFCC had two weeks ago detained and interrogated the Speaker, Adeyemi Ikuforiji, over the alleged sleaze.

According to a source within EFCC, the interrogation of the deputy speaker and the four principal officers was aimed at tightening the noose around the Speaker to bring him to book for the said alleged scam.

The source added that besides indicting statements from the Clerk of the House on how millions of naira were taken out of the treasury in cash through phony foreign courses, the chief accountant who was interrogated on Monday was also said to have made useful statements to the EFCC operatives.

According to EFCC’s Head of Media and Publicity, Mr. Femi Babafemi, the five principal officers appeared at the EFCC Headquarters at 10 am yesterday.

Mean time, the Lagos State House of Assembly has debunked the arrest of its principal officers by EFCC.

In a statement, Rotimi Adebayo, Chief Press Secretary to Speaker Adeyemi Ikuforiji, said: ”The voluntary response of our principal officers to clear the record with EFCC is being mischievously termed as ‘arrested.’ In clear language, none of these officers was arrested.”

He continued that the Principal officers and some Account staff had gone to the EFCC Abuja’s office yesterday just has the Speaker had earlier honoured the invitation of the commission.

Adebayo reiterated the commitment of the House as a “highly responsible and responsive legislative body, we assure all Lagosians that we shall continue to churn out pro-people legislations aimed at taking the state of excellence to a greater height.

Cement sellers in the Federal Capital Territory (FCT) have called on the Federal Government to effect further reduction in the cost of cement to make the product affordable to Nigerians.

Some of the dealers, who spoke in Abuja, said that the directive issued by government to cement manufacturers to reduce the price of cement within 30 days had yielded some positive impact.

Expressing his view, Mr. Idris Musa, a cement dealer at Apo village, said there was need for government to reduce the price of cement to enable Nigerians build their own houses.

He recalled that a few weeks back, a bag of cement was sold for more than N3, 000 but that when government issued the directive, the price of the product went down instantly, prompting many people to start buying the product for their construction needs.

"A bag of cement now goes for between N1, 800 and N1, 900 as against N3, 000," he said.

According to him, the high price of cement had affected the sale of cement as builders could not afford the high cost, making most builders to stop work on their projects.

Musa however, expressed optimism that with the reduction of the cost of cement from N3, 000 to between N1, 800 and N1, 900 many builders would resume their projects.

Another dealer and block maker, Miss Favour Chukwu, said she was pleased with the reduction in the price of cement, noting that the high cost of cement had brought low patronage of the product in the market.

"Government's intervention in resolving the problem was a welcome development as there is remarkable improvement of patronage; we don't usually make much sales when there is hike in price but our business thrives more when it's at the lower side," she explained.

On his part, Mr. Ogechukwu Ikeh, also a dealer said the authorities should encourage the building of additional cement factories in the country to produce the commodity in large quantity to meet the demand of consumers.

Ikeh therefore advised the government to also reduce the price of diesel and gas, noting that the cost of other allied products, including transportation also influences the cost of cement in the market.
