My brother, that is exactly why we have regulators! They failed in their objective to act as checks and balances to the people because some people will always want to be evil or negatively smart. In sane countries, the regulators don't neglect their duties, they inspect and enforce conformity. Here, they seat in their offices and receive their salaries or they go out, collect bribe and leave the defaulters! No enforcement of conformity to regulations. So I hold government responsible.
