I would suggest Germany. Three million should cover the money required to set up a block account, which is very important in obtaining a study visa application to Germany.

Just look for admission at a public university in Germany which would be tuition free, apply for your visa and go to Germany. You can make that three million in back in two years or less while working as a student. Besides the block account money is to cover your expenses while you study and work.

Only caveat is that you have to learn the German language as quickly as possible to improve your chances of getting better and more professional jobs. Germans speak English very well; so you won’t have communication problems when you arrive.
